Abstract

Business partnerships between medium-sized entrepreneurs, large and small entrepreneurs, are carried out in the partnership triangle to increase added value and product competitiveness. Partnerships can overcome the problems of capital, management, entrepreneurship, technology, and network marketing. Widespread market share and cassava marketing network, as a manifestation of increasing competitiveness and added value of cassava, as well as the realization of the partnership principle. Although the partnership model is pseudo, the implementation of the partnership principle is active, the business competitiveness of cassava farmers tends to be high. The high competitiveness of products is reflected in the vast and varied market share of cassava, such as tape businessmen, tapioca flour factories, and sellers/traders of cassava and tape and cakes. Therefore the essential partnership is a transformation for the realization of cassava farmers as competitive producers and entrepreneurs who always produce the products/commodities needed by their customers.

Abstract

AbstractThis study aims to describethe supporting capacity of E Retribution readiness in Blambangan Market. Thisresearch was based on the existingrenewal information technology wi th the development of e Governmentregarding the acceptance and collection of electronic market retribution or Market E Retribution. It is heldby the Department of Industry and Trade of Banyuwangi Regency in collaboration with PT Bank Jatim as afacilitat or of supporting infrastructure for the implementation of Market E Retribution. To know about thereadiness of implementing E Market Retribution, there are three elements of e Government success inimplementing Market E Retribution, namely support, capacit y, and value. Therefore, this descriptive studyemployed a qualitative approach. Research data were collected through observation, documentation, andinterview. The informants were determined purposively. To test data validity, researchers used triangulati ontechnique. Then, the data were analyzed by systematically compiling data obtained from interview, fieldnote, and other sources; so that, the data were easily understood and the findings can be informed to thepeople. The findings indicated that the rea diness of E Retribution implementation in Blambangan marketwas shown from some elements. Support element as the first element produced the implementation of theMarket E Retribution policy through the collaboration of the Department of Industry and Trade with PTBank Jatim. The second element was capacity. It produced the infrastructure used in the implementationofMarket E Retribution. The transaction tool used was an EDC (Electronic Data Capture) machine. Thefinal element was value which wasin the form of evaluation on the MarketE Retribution program by tradersto the implementer of Market E Retribution. The usefulness value of E Retribution in Blambangan Marketchanged the mindset of traders regarding the ease of information technology in public servi ces. Moreover,it could be felt directly such as in the implementation of E Market Retribution. The value obtained in thepresence of this Market E Retribution was certainty. Abstract

AbstractStarting from the existing problems related to human resources where the majority of the people of TutulVillage have a low educational background. Although in making handicrafts, formal education is not veryimportant, the low quality of the human resources is not supported by the development programs of skillstraining. The second problem is that small handicraft industry businessmen in Tutul village are stillconstrained by financial or capital resources, and the marketing process is still conventional, so the amountof production is still based on the number of orders coming. Therefore, this research aims to describe theimplementation of small business development programs in the center of handicraft small industry in Tutulvillage.This descriptive research employed a qualitative approach. The research data were collected throughobservation, documentation, and interview. The village head as themain informant was determined by usingsnowball sampling technique. To test thedata validity, the researchers conducted perseverance ofobservation and data triangulation. Data were analyzedby using qualitative data analysis by Miles andHuberman, namely data reduction, data presentation, and drawing conclusion. The findings indicated thatthe small business development programs in the center of handicraft small industry in Tutul village werethedevelopment programs of managerial aspect, especially human resource skills and marketing. The second,capital development programwas carried out by providing capital assistance to craftsmen by PT TelkomJember. The next program was through a partnership program that aimed to expand the network ofcraftsmen. The fourth program was the development of the center of small industry under the auspices ofTechnical Implementation Unit of Job Training Center (UPT BLK)Jember. The last development programwas coaching carried out by PT Telkom and UPT BLK Jember by conducting training and the assistance offacilities and infrastructures.Keywords: program, development, and small industry

Abstract

Abstract Kinerja  karyawan  merupakan  suatu  tindakan yang  dilakukan  karyawan  dalam  melaksanakan  pekerjaan  yang  diberikan perusahaan. Penelitian ini merupakan penelitian dengan menggunakan data kuantitatif. Teknik pengumpulan data yang digunakan adalah kuesioner, wawancara, dan observasi. Populasi dalam penelitian ini adalah seluruh pegawai di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember kecuali kepala dinas, sejumlah 33 orang. Teknik sampling dalam penelitian ini menggunakan sampel jenuh dengan jumlah pegawai selain Kepala Dinas di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember sebanyak 33 orang. Analisis data yang digunakan untuk menjawab hipotesis yang diajukan adalah korelasi rank spearman dengan bantuan paket software SPSS 17.0.Hasil penelitian menunjukkan bahwa kepemimpinan delegatif mempunyai hubungan yang signifikan dengan kinerja pegawai pada Kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember. Tingkat hubungan kuat ditunjukkan dengan nilai koefisien korelasi sebesar 0,646. Selanjutnya, signifikansi hasil korelasi ditunjukkan dengan nilai probabilitas signifikansi (0,000) yang lebih kecil dari taraf signifikansi (α = 0,05) dan nilai t hitung (4,711) yang lebih besar dari t tabel (2,040). Sehingga, hipotesis yang menyatakan bahwa ada pengaruh kepemimpinan delegatif terhadap kinerja pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jember terbukti kebenarannya atau Ha diterima. Kata Kunci: kepemimpinan delegatif dan kinerja pegawaiAbstracWork performance is an act committed employees in carrying out the work provided by the company. This research is using quantitative data. Data collection techniques used questionnaires, interviews, and observations. The populations in this study were all employees in The Official Residence and Civil Register Jember Regencyexcept heads office, some 33 people. Sampling in this study using a census with the number of employees in The Official Residence and Civil Register Jember Regencyas many as 33 people. Analysis of the data used to answer the hypothesis is Spearman rank correlation with the help of SPSS 17.0 software package.The results showed that delegative leadership has a significant correlation with the work performance of employees at The Official Residence and Civil Register Jember Regency. Level demonstrated a strong relationship with a correlation coefficient of 0,646. Furthermore, the significance of the correlation results indicated the significance probability value (0,000) smaller than the significance level (α = 0,05) and the value of t test (4,711) is greater than t table (2,040). Thus, the hypothesis that there is a delegative leadership have significant effect to the work performance of employees at the The Official Residence and Civil Register Jember Regencyunsubstantiated or Ha accepted. Keywords: delegative leadership and work performance

Abstract

Abstract The natural beauty that exists in the autonomous region, in order to have added value, needs to be transformed creativity and innovativity into objects and tourist destinations of interest in tourists visit. The number of tourists visiting the existing tourist objects, open employment opportunities and the growth of tourism SMEs. The development of tourism SMEs as a form of peberdayaan people's economy in the economic system populist. For that the management of natural tourism potential into a competitive industry business, can meet the dynamics of the demands of tourists. Therefore, the cooperation of management of potential tourism objects, between the government apparatus with BUMN and Private, is a creative solution as an innovative breakthrough. Reorientation, refunctionalization and restructuring as well as determination of tourism village is an institutional innovation conducted by local government apparatus. Abstract

Abstract Nature tourism as the embodiment of biodiversity, natural beauty, ecosystem, ecotourism, tropical forest ecosystem, and marine ecosystem. Nature tourism can also be located in towns and villages in the form of natural landscapes of parks, rivers, gardens, rice fields, botanical gardens, zoos, campus and others. The beauty and attraction of natural attractions, can provide benefits for tourists, if managed optimally. Creativity and participation of natural tourism management, supported by juridical aspect, institutional aspect, infrastructure, budget and apparatus are in the Era of Regional Autonomy. Regional autonomy encourages collaboration and cooperation in the management of natural tourism objects based on pardigma Reinventing Government and Good governance. Therefore, the policy of regional autonomy can reduce various obstacles of management of natural attractions in autonomous regions, so that the management of natural and quality tourism objects that can be realized in the present and future.
