Abstract

Abstract This study aims to describe collaborative governance in development program of local cultural values through Banyuwangi Ethno Carnival. The research used descriptive research type with qualitative approach and applied two types of data, namely primary data obtained from interview and observation and secondary data collected by documentation and literature study. Interviews were conducted with the parties involved in the problems to be analyzed. The data that had been collected were to be the information for the answer to the interview in this research. The data and information obtained showed that the stakeholders involved in BEC from 2011 to 2014 were Disbudparda (Department of Local Culture and Tourism) of Banyuwangi, JFC Management, Blambangan Arts Council and Carnival Instructors. In general, there were two patterns of cooperation in BEC event i.e. Public Private Partnership Pattern in 2011 and in 2012 until 2014. Barriers in building Collaborative Governance occurred in cultural and institutional factors.

Abstract

AbstractStarting from the existing problems related to human resources where the majority of the people of TutulVillage have a low educational background. Although in making handicrafts, formal education is not veryimportant, the low quality of the human resources is not supported by the development programs of skillstraining. The second problem is that small handicraft industry businessmen in Tutul village are stillconstrained by financial or capital resources, and the marketing process is still conventional, so the amountof production is still based on the number of orders coming. Therefore, this research aims to describe theimplementation of small business development programs in the center of handicraft small industry in Tutulvillage.This descriptive research employed a qualitative approach. The research data were collected throughobservation, documentation, and interview. The village head as themain informant was determined by usingsnowball sampling technique. To test thedata validity, the researchers conducted perseverance ofobservation and data triangulation. Data were analyzedby using qualitative data analysis by Miles andHuberman, namely data reduction, data presentation, and drawing conclusion. The findings indicated thatthe small business development programs in the center of handicraft small industry in Tutul village werethedevelopment programs of managerial aspect, especially human resource skills and marketing. The second,capital development programwas carried out by providing capital assistance to craftsmen by PT TelkomJember. The next program was through a partnership program that aimed to expand the network ofcraftsmen. The fourth program was the development of the center of small industry under the auspices ofTechnical Implementation Unit of Job Training Center (UPT BLK)Jember. The last development programwas coaching carried out by PT Telkom and UPT BLK Jember by conducting training and the assistance offacilities and infrastructures.Keywords: program, development, and small industry

Abstract

This article aims to describe and analyze the service quality of the M-PASPOR application at the Class I Immigration Office TPI Jember. M-PASPOR was launched in an effort to improve the quality of passport application services, which were previously done manually. This application can be accessed anywhere and anytime by the public to apply for a new passport or change of passport. The service quality measurement method uses the Egovqual theory with four quality dimensions (efficiency, trust, reliability, and citizen support). This study uses a descriptive quantitative approach. Sampling in this study used an accidental sampling technique and obtained a total of 97 samples. The sample identification criteria are people who have used the M-PASPOR application. The data collection technique used in this study was the distribution of questionnaires. Validity and reliability testing were used in this study using SPSS 25. The analysis of the data used in the study is the GAP calculation by assessing the difference in perceptions and expectations of the community using the M-PASPOR application, followed by Importance Performance Analysis (IPA). Based on the results of the gap analysis, the service quality of the M-PASPOR application is in the not good category with a total score of -0.335. Based on the results of the IPA, there are several items that fall into categories that require improvement. These items are regarding form filling instructions, electronic media to access M-PASPOR, information in the M-PASPOR application, timeliness of service through M-PASPOR, speed of accessing applications, and username and password security in the M-PASPOR application.

Abstract

Transparency in Village Fund management is a critical issue today. By providing information that is true, full, adequate, and simple to grasp, transparency makes sure that the public has access to information about village funding and fosters confidence between the community and the administration. This research aims to develop dimensions to improve transparency in managing Village Funds. The rise of acts of corruption committed by village government officials in Indonesia has affected the level of public trust in the government. one of the efforts so that the level of public trust in the government does not decrease is throughTransparency in the management of Village Funds. The goal of this study is to create elements that will improve the administration of village funds in terms of transparency.Descriptive qualitative research is used in this study. Observation, interviews, and documentation were the data gathering techniques used in this study. The results of this study indicate that the dimensions that can build transparency in the management of village funds are: 1) regulatory guarantees that support transparency, 2) Transparency of the Village Financial Management Process through Deliberations and Public Communication 3) Accessibility and Media that Ensure Completeness and Clarity of Information and Budget Documents

Abstract

This study aims to describe and analyze the effectiveness of management of technical education and training for state civil servants in Situbondo Regency. Considering that the state civil servants is a public servant whose duty is to serve the entire community, they are required to always develop their competence through the management of technical education and training. Employment agency and human resources development as the organizer of technical education and training has held various kinds of technical education and training, one of which is the management of technical education and training of goods management. This type of research is descriptive qualitative. The focus of the research is the effectiveness of the management of technical education and training for the state civil servants based on four stages of Kirckpatrick consisting of reactions, learning, behavior, and results. Data collection techniques using interviews, observation and documentation, while the data sources used are the main data sources and additional data sources. The results showed that the management of technical education and training conducted by employment agency and human resources development was effective. This is known through 4 stages of Kirckpatrick which received positive responses from education and training participants and teaching staff. Abstract

Penelitian ini bertujuan untuk mendeskripsikan perumusan kebijakan digitalisasi desa di Desa Sidomulyo Kecamatan Silo Kabupaten Jember yang tertuang dalam Perdes Sidomulyo nomor 05 tahun 2022 tentang integrasi program kerja berbasis desa melalui desa digital. Fokus penelitian ini terkait dengan isu proses, muatan, dan bentuk perumusan kebijakan. Hasil dari penelitian ini perumusan digitalisasi di Desa Sidomulyo secara proses dilakukan secara instan, muatan tidak relevan, bentuk dari produk kebijakan tidak jelas, elit politik mendominasi perumusan kebijakan, pendekatan perumusan kebijakan adalah pendekatan kekuasaan, dan model elit dalam perumusan kebijakan digitalisasi desa. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif, sumber data yang digunakan adalah data primer dan data sekunder, dan teknik pengambilan data menggunakan teknik wawancara, observasi, dan dokumentasi. Uji keabsahan data menggunakan triangulasi sumber dan teknik analisis data menggunakan kondensasi data, penyajian data, dan penarikan kesimpulan. Dalam memperkuat landasan hukum yang membentuk sebuah produk hukum yaitu peraturan desa dalam pelaksanaa desa digital diharapkan proses perumusan kebijakan dapat dilakukan sesuai dengan Permendagri nomor 111 tahun 2014 tentang pedoman teknis peraturan di desa, menyesuaikan muatan dengan masalah yang akan dipecahkan dan tujuan yang ingin dicapai, selain itu juga diharapkan dapat lebih mengutamakan aspirasi masyarakat. Abstract

Penelitian ini bertujuan untuk mendeskripsikan kinerja BUMDes dalam Pengembangan ekonomi masyarakat desa Balung Kulon Kecamatan Balung Kabupaten Jember. BUMDes balung Kulon memiliki 2 unit usaha, kerajinan dan pengelolaan sampah. Pada tahun 2021 BUMDes Balung Kulon meraih 6 nominasi BUMDes terbaik di Jawa Timur. BUMDes Balung Kulon dijadikan model percontohan di Kabupaten Jember. Faktaya BUMDes Balung Kulon belum mampu mengajak masyarakat dalam menabung sampahnya di bank sampah. Dari 4.245 jumlah keluarga hanya 110 keluarga yang bergabung di bank sampah BUMDes. Metode penelitian ini menggunakan pendekatan kuantitatif posivistik. Teknik pengumpulan data yang dilakukan yaitu data primer dan data sekunder. Teknik analisis data menggunakan pendekatan balanced scorecard dengan 8 indikator yang digunakan yaitu, retrun on assets, retrun on equity, net provit margin, retensi pelanggan, akuisi pelanggan, network growth ratio, pelatihan masyarakat, dan produktivitas pegawai. Hasil penelitian bahwa kinerja BUMDes dalam pendekatan Balanced Scorecard nilai akhir total BUMDes Balung Kulon sebesar 92,5% dengan kondisi sangat sehat kategotri AA.

Abstract

Layanan infrastruktur merupakan bagian dari penyelenggaraan pelayanan publik dasar untuk meningkatkan derajat kemudahan aksesibilitas dan kesejahteraan setiap masyarakat Indonesia. Jalan raya sebagai salah satu infrastruktur publik menjadi tanggung jawab pemerintah pusat dan daerah untuk dibangun dan dikelola guna kepentingan publik. Survei kepuasan masyarakat diperlukan untuk mengetahui perkembangan kinerja penyedia layanan. Hasil survei kemudian digunakan untuk menghitung Indeks Kepuasan Layanan Infrastruktur (IKLI) dan Importance Performance Analysis (IPA). IKLI bertujuan untuk mengetahui kualitas layanan infrastruktur berdasarkan tingkat kepuasan masyarakat terhadap kinerja pemerintah. Sementara IPA bertujuan untuk mengetahui tingkat kepentingan unsur layanan infrastruktur dan menentukan prioritas perbaikan kinerja penyedia layanan. Penelitian ini dilakukan menggunakan pendekatan deskriptif dan metode penelitian kuantitatif. Hasil penelitian didapatkan nilai IKLI sebesar 3,23 yang menunjukkan kualitas layanan infrastruktur berada pada kategori Baik. Hasil analisis diagram kartesius IPA membagi 1 unsur dalam kuadran I, 7 unsur dalam kuadran II, 6 unsur dalam kuadran III, dan 5 unsur dalam kuadran IV.

Abstract

This study uses a qualitative descriptive method with a case study approach. Data were obtained through direct observation and in-depth interviews with the administrators and members of KWT, RDS, and village officials. The results of the study indicate that the formation of the Joint Business Group (KUB) "Perempuan Rengganis" is a solution to increasing the scale of production, efficiency, and skills of members through training. KUB also strengthens the negotiating position in obtaining support from external parties. Through the utilization of land to plant vegetables and herbal plants, village women are able to improve family welfare and contribute to the local economy. In conclusion, mentoring and synergy efforts between women's business groups in Klungkung Village are able to maximize local potential and empower women to achieve economic independence.

Abstract

One of the most important processes in efforts to realize improvements in the quality of public services is to carry out breakthrough innovations. The existence of statutory regulations governing regional innovation is a reference for Regional Governments to carry out innovations to improve the quality of public services. The Sabdopalon innovation is one of the public service innovations in Jombang Regency which is useful for improving the quality of electronic-based Village Government services by integrating several service scopes. This research aims to determine innovation and innovation typology based on the theory of Halvorsen, et al. (2005) in Kedunglosari Village, Tembelang District, Jombang Regency. This research uses a positivistic research approach with the type of research used is descriptive research and the data analysis used is qualitative. The research results show that the Sabdopalon innovation (Sistem Administrasi Berita Data Deso dan Pelayanan Online) is a manifestation of the Jombang Regency Smart City Masterplan in the public sector which involves the village government as the lowest level agency that is integrated with Jombang Regency government agencies. The Sabdopalon innovation in Kedunglosari Village, Tembelang District, Jombang Regency is by the six innovation typologies presented by Halvorsen, et al. (2005).
