Abstract

The territorial waters of Riau Islands are one of the locations with a high level of vulnerability to violations in thesea in Indonesia, because this region is directly adjacent to neighboring countries and is an international tradeand shipping route. One of the roles of the Indonesian Navy is to maintain the security of national jurisdictions,including in the territorial waters of Riau Islands, which are then realized in Operation Sea Security, where theimplementation still has several constraints, namely budget constraints, technical capabilities, number of ships,limited information, and limitations supporting facilities, so that the implementation of Marine SecurityOperations is not optimal. The main reason is the placement of patrol boats during operations is not wellorganized. With these problems, a study was conducted using the set covering method to get the most optimallocation for patrol boat placement with as few ships as possible but still be able to reach the entire waters of theRiau Islands and minimize operational costs. In this study a discrete approach was taken, namely thedetermination of the critical points, which numbered 37 vulnerable points. Abstract

Indonesian Naval Academy (AAL) is the educational institution that serves to educate Navy officer cadets into future leaders of the Navy to support the main tasks of the Navy in the future. Battalion Commander is a very important position in the organizational structure of the Naval Academy Midshipman educate. In military Commander Regulation no.138/XII/2011 confirms the necessity of each military personnel has soft and hard competencies. Therefore, this study focuses on the analysis and determination of criteria for the post of Batalyon commander of Naval Academy, includes soft and hard competencies and personality using PAPI Kostick, DEMATEL, ANP to get the best commander that is able to realize the basic tasks of the Navy. PAPI Kostick Personality Methods is a personality test on the employment situation. Along with other criteria such as Knowledge, Skills, Health, Phisic test, and Konduite, PAPI Kostick Personality criteria will be examined interrelationships among criteria and sub-criteria therein between using DEMATEL questionnaire. The results of DEMATEL is then drawn into a model of ANP. Furthermore structured questionnaire ANP. Then the results of questionnaires that have been processed, will be used as input in the software Superdecision. The results of the software is the weight of each sub-criteria that can be used in the assessment of the commander of selection . And in the example section assessment , the results of Superdecision software , it can be seen on the ranking of alternative commander’s candidate models have added alternative cluster .Keywords : Soft and Hard Competence, PAPI Kostick Personality, DEMATEL, and Analytic Network Process.

Abstract

KRI is one of the main components possessed by the Indonesian Navy which has the main task of security and national defense at sea. The Termination of Operation KRI over the age of 40 results in a lack of existing KRI, so there is a need for research that represents an evaluation and analysis of the work system so that the main tasks can still be carried out. The SWOT and CIPP analysis in this study aims to identify several factors that influence the achievement of the main tasks. The results obtained are in Quadrant I (+; +) which states the status "on the track".Keywords : KRI, SWOT, CIPP.

Abstract

KRI or Indonesian Navy warships has very significant role in maintain the maritime security and uphold the law on Indonesian waters. In order to deploy their KRI, TNI AL needs to measure their KRI Maritime Security (KAMLA) capability. This paper aim is to provide a formula that express KAMLA capability of a KRI out of 3 criterions (sensors, weaponry & Platforms) and 9 sub criterions. Fuzzy Weighting method has been used to derived 4 expert preference into formula of criterion weight. The result is KC = 0,45 S + 0,23 W + 0,32 P. Further work still need to do develop the formula into more detailed criterion.Keywords: KRI, Maritime Security, Fuzzy Weighting

Abstract

Support the presence of the KRI elements it needs other supporting means such as Fasharkan (Maintenance and repair facilities) that serve as a supporter of logistics, especially repair and maintenance of KRI. The closest area of Fasharkan from the Sea of North Natuna today is Fasharkan Mentigi Lantamal IV Tanjung Pinang is approximately 510 Nm surely will be an obstacle when the presence of the KRI element in the North Natuna Sea operating area is shaken because The distance of Fasharkan from the distant waters of North Natuna to carry out maintenance and repair. So it is necessary to one more location of Fasharkan to support the operation of the KRI elements in the territorial waters of North Natuna so that the operation of the KRI elements can be carried out well. In the selection of Fasharkan location has several factors that must be considered so that categorized have multicriteria in the election. So to accommodate Multicriteria divided into Technical Requirements & Operational Requirements Then use the Fuzzy method MCDM (Multi-Criteria Decision Maker). Technical Requirement consisting of earthquake hazard, distance field operations (distance operations and ALKI 1), distance downtown (the distance of the center of the government and the settlement), and hydrography (depth, tidal, and speed of currents). While the Operational Requirement consists of the influence of other countries, threats (outside state threat and community conflicts), access transportation (military port and airport), supporting facilities (water facility, communication facilities, Electric facilities, transport facilities and sea flows), as well as operational costs. For the alternative location of Fasharkan consists of Lantamal XII Pontianak, Ranai Navy Base, and Tarempa Navy Base.Of the three alternative locations obtained the best alternative to the location of Fasharkan is Ranai Navy Base with the highest rank of 0.403 then Lantamal XII Pontianak with a value of 0.302 and Tarempa Navy base with a value of 0.295.
