Abstract

Kecenderungan copy paste masih menghantui sementara dengan kepmendagri 050-5889 tidak lagi memungkinkan untuk merancang sub kegiatan. Dilain pihak evaluasi yang harus dilakukan acapkali harus bertabrakan dengan perencanaan. Evaluasi tidak lagi menjadi bahan utama untuk merumuskan perencanaan. Blanded yang harus tercipta dalam SAKIP, tidak memberikan kontribusi bagi perencanaan yang ideal. Dampaknya pada LKJiP OPD.

Abstract

Pemberdayaan masyarakat merupakan kunci dalam mencapai tujuan pembangunan berkelanjutan (SDGs). Pemberdayaan masyarakat merupakan upaya untuk meningkatkan kapasitas dan kemandirian masyarakat dalam mengelola potensi lokal guna mencapai kesejahteraan sosial dan ekonomi. Penulisan ini bertujuan untuk menganalisis upaya yang efektif dalam mengembangkan pemberdayaan masyarakat, dalam mewujudkan tujuan pembangunan. Metode yang digunakan adalah studi literatur dengan mengumpulkan data dari berbagai sumber seperti jurnal, buku, dan laporan pemerintah. Hasil analisis menunjukkan bahwa keberhasilan pemberdayaan masyarakat desa bergantung pada kolaborasi antara pemerintah, akademisi, lembaga swadaya masyarakat, masyarakat itu sendiri, dan juga swasta. Kesimpulannya, pperan masyarakat dalam berpartisipasi aktif, melakukan pendekatan berbasis kebutuhan lokal, pelatihan keterampilan, dan dukungan infrastruktur, sinergi dan kolaborasi berbagai pihak menjadi kunci utama dalam pelaksanaan pemberdayaan. Saran yang diajukan adalah perlunya sinergi antar-pemangku kepentingan serta pendampingan berkelanjutan untuk memastikan keberlanjutan program.

Abstract

The purpose of this research is to analyze the implementation of innovative Era 4.0 in Ambon City and the variables that influence it. This study uses a qualitative approach by utilizing descriptive data. Observations, interviews, documents, and archives are used to obtain data. They were subjected to a qualitative descriptive analysis. The findings show that the application of digital/electronic government aspects in information services has not been carried out optimally. The SIMANTAP, SIMANJA, and Smart City applications have been implemented well but not yet optimal at the Ambon City Government Information Communication Service. This is evidenced by the large number of applicants who continue to provide services offline, especially by visiting service offices. For this reason, it is necessary to improve the quality of human resources, facilities and infrastructure, as well as provide socialization to the public regarding the existence and use of applications.

Abstract

This study explores the interrelationship between transparency, public participation, accountability, and policy effectiveness within the local governance context of Ambon City. Using a qualitative descriptive approach, data were collected through in-depth interviews, participant observation, and document analysis involving 15 key informants, including government officials, community leaders, civil society representatives, and academics. The study found that transparency serves as the foundation for effective governance by providing access to information, which enables citizen engagement and strengthens accountability mechanisms. Public participation, however, often remains formalistic, with limited integration of community input into decision-making processes. Accountability is primarily administrative and financial, with social accountability mechanisms underdeveloped. Policy effectiveness is closely linked to the integration of these governance principles, particularly in programs that combine interdepartmental coordination with participatory monitoring, such as Smart City initiatives and waste management reforms. The findings highlight a dynamic and reciprocal relationship among transparency, participation, and accountability, wherein weakness in one component affects the overall governance cycle. Challenges include limited digital literacy, bureaucratic resistance, and weak public oversight, while opportunities lie in digital governance platforms, youth-led civic groups, and academic collaborations. The study concludes that good governance in Ambon City is best operationalized as an evolving ecosystem of trust, collaboration, and adaptive accountability, rather than mere regulatory compliance. Recommendations include enhancing citizen-friendly transparency initiatives, fostering deliberative participation, and expanding mechanisms for public accountability. These insights provide guidance for local government reforms and serve as a reference for similar medium-sized cities in Indonesia
