Abstract

The success of the United Development Party (PPP) in the 2014 election, certainly not apart from one of the main supporters in the general election, namely campaign, election campaign requires every candidate or political party to spend budget. The purpose of this research is to know the transparency of campaign cost of candidate member of Regional Representative Council of Riau Province of Electoral District of Rokan Hilir from United Development Party, and to know the obstacle faced.The type of research used is qualitative research method. The location of this research is conducted on candidate member of Provincial DPRD Riau, DPW PPP Riau Province and related institution Like General Election Commission (KPU) and Election Supervisory Board (BAWASLU) in Election in Riau Province, data collecting technique is done by first in depth interview (in-depth interview) In this interview the researcher uses an interview guide which contains an outline of the subject matter to be questioned, both documentation of this technique is done by using written documents, drawings, photographs or other objects related to the aspects studied. The results of this study indicate that the transparency of campaign costs of candidates for members of the Riau Provincial People's Representative Council. The Electoral District of Rokan Hilir Regency of the United Development Party has not been transparent in the cost factors of boat purchases, elektabilitas survey fees and consultants, open and closed campaign expenses, Voice, shirt fees, t-shirts, campaign jackets, and other campaign attributes, and successful team operational costs and other costs. Obstacles encountered are: a) Reporting of campaign costs is only limited to administrative requirements, b) Prospective members of parliament rarely make reports on campaign costs, c) Lack of socialization of campaign cost reports. Abstract

After the reformation in Indonesia in 1998 the life of the Indonesian nation has undergone many changes, one of them in the political field, where for 32 years under the authoritarian government of an authoritarian new order. The change was marked by the amendment of the 1945 Constitution four times in the period 1999 to 2002. The existence of the amendment impact on political freedom, among others, with the birth of new political parties both ideologically religious and nationalist. The election participants in 1999 differed markedly from the election during the New Order period, during which the New Order period was only followed by two political parties (PDI and PPP) as well as one Golongan Karya (GOLKAR) and in the 1999 election followed by 48 old political parties as well new. As a democratic country, the presence of a political party is a necessity, in which its presence is expected to become a channel for the aspirations of society, the balance of political power and as a means of criticizing and controlling the ruling government. However, with many political parties, it is not uncommon for clashes of political interests between parties, so the tendency of political parties to focus more on the interests of their own party and forget its main function as channeling the aspirations of the people.Political education is a very important agenda. Because in carrying out the development of a nation requires a requirement for the political education of the people. The politically-educated citizen is a citizen, so he can consciously participate independently or indirectly in the development process. The presence of political parties can be seen in its role in passing political education to the people. Abstract

Provincial Legislative Council (DPRD) as the representative body of the people have an obligation to provide services to the people or the public, so that every policy issued is a means of democracy and mutual communication between the regional head of the community. However, the role and functions of parliament in Rokan Hulu as legislators still not up, especially in the functioning of the budget. This can be seen from the budget absorbed since the year 2010 - 2014 in which the budget endorsed by Parliament Rokan Hulu is only absorbed between 80.4% and 92.31%. This shows that the absorption of the regional budget in Rokan Hulu still not up and need to get serious attention of the parties concerned in view of the value of the budget should have been in accordance with the needs of the budget required in Rokan Hulu. This research was conducted in the Office of the Regional Representatives Council (DPRD) Rokan Hulu. The purpose of this study was to determine the Budget Implementation Oversight by the Regional Representatives Council (DPRD) Rokan Hulu 2014 and to identify constraints in the Budget Implementation Oversight by the Regional Representatives Council (DPRD) Rokan Hulu 2014. The type of data used in this study was composed of primary data and secondary data with the number of informants as many as 8 people. Intake of informants by using purposive sampling technique. The analysis of the data used in this study is a qualitative descriptive way. Based on the results of research conducted by the author can be concluded that the Monitoring the Implementation of the Budget by the House of Representatives (DPRD) Rokan Hulu 2014 conducted through three stages of surveillance, as follows: a) Control of On Stage Planning, b) Monitoring the Implementation Phase and c ) Monitoring in Phase Accountability. Obstacles In Implementation Oversight Budget By Provincial Legislative Council (DPRD) Rokan Hulu 2014 was influenced by two factors: a) Internal factors which include lack of knowledge about governance and lack of expertise legislators particular field which becomes the object of supervision, b ) External factors.Keywords: Oversight, Budget, House of Representatives (DPRD)

Abstract

The purpose of this study isto investigate and analyze the influence of principal leadership on student achievement at SMANegeri 1 Benai Singingi Kuantan District. This study was conducted at SMA Negeri 1 BenaiSingingi Kuantan District, where the population and the sample is the school committee, board ofeducation, teachers, school staff, parents and pupils. The data was collected by distributingquestionnaires and observation techniques, once the data is collected and then analyzed usingquantitative descriptive analysis. The result showed that the leadership of the principal SMANegeri 1 Benai was pretty good and held student achievement is quite good as well. While theinfluence exerted by the variable X (the leadership of principal) to variable Y (student achievement)is quite strong.

Abstract

Penelitian ini dilatarbelakangi oleh adanyamasalah dalam pelaksanaan pemerintahan desa yang belum menerapkan prinsip-prinsip goodgovernance. Penelitian ini bertujuan untuk menganalisis transformasi pelaksanaan pemerintahandesa dalam perspektif good governance di Kecamatan Gunung Toar Kabupaten Kuantan Singingi.Selain itu juga untuk mengetahui faktor-faktor yang mempengaruhi pelaksanaan urusan pemerintahanoleh pemerintahan desa. Metode yang digunakan adalah deskriptif explanatory dengan pendekatankualitatif. Teknik pengambilan data menggunakan dokumentasi, wawancara, dan observasi.Penentuan informan dengan teknik purposive sampling. Proses analisis data dengan kajian isi danmodel Miles dan Huberman. Hasil penelitian menunjukkan pelaksanaan pemerintahan olehpemerintahan desa baru pada pelaksanaan pelayanan administratif, pembentukan lembaga kemas-yarakatan, dan laporan kegiatan tahunan. Sedangkan tiga bidang pelaksanaan urusan pemerintahanterabaikan meliputi pembuatan peraturan desa, pembentukan BUMDes, kerja sama desa denganalasan kurangnya pembinaan dan pelatihan yang berdampak kepada kemampuan aparatur peme-rintahan desa.Kata Kunci: transformasi, pelaksanaan, pemerintahan desa, good governance

Abstract

This research relate to countryside evaluation of pemekaranin Kecamatan Rambah Samo Kabupaten Rokan Hulu; as a mean to analyse fluency management ofgovernance of utilizable countryside, and also service fluency to society to reach improvement,growth, and progress of development. This research use method research of survey with descriptivequantitative approach, and also obtained data of taken away from sampel is population, namely[done/conducted] research at small and also big population, but data studied by data of taken awayfrom sampel is population, so that found by events relative, relations and distribution betweenvariable. Whereas data collecting technique that is by observation, interview, and enquette. Resultof research and solution of data analysis concerning evaluation countryside known that policy ofpemekaran of implementation countryside have better by government. This matter seen fromresponder comments of countryside evaluation pemekaran of mean enter at good category.

Abstract

Control team in the supervision of financial activities of the District a special grant for rural community groups that aim to increase community participation in accelerated development, rehabilitation and improvement of public facilities and social facilities. The programs and grants in the District Bungaraya, Siak, community participation correlation before implementation, during implementation, and after implementation. development should Siak regent meet the requirements of Regulation No. 17 Year 2010.The purpose of this study was to determine the supervision carried out by the District Steering Committee for the supervision and constraints menajadi Control Team Siak Regency Regent Regulation No. 17 Year 2010 on Guidelines Special Grant For Community Groups / District Village.Types and methods of research used in this study is descriptive. Once the data is collected peneelitian finished then compiled and classified the data and create a list of tables that have been defined by categories. Data were analyzed qualitatively described, and especially the public met with questionnaires to 50 variables related to community participation and development of environmental infrastructure is measured in Likert scale.The results showed District Monitoring Control Team Implementation Using Special Grant for Rural Communities Village On subdistrict Bungaraya Siak 2012 in category quite well. It is based on the responses of respondents who stated that districts Control Team can not fully supervise properly. despite the passage of the implementation of the development of this field. Public participation in the development environment most affect infrastructure development. Public participation during implementation has less effect in accordance with program planning. The development of the infrastructure environment through grant programs in the district through the monitoring team Bungaraya Control District has done quite well and have met regulatory requirements Siak regent No. 7 of 2010, Determination of Standards, personal review, monitoring through oral reports, surveillance through a written report, a deviation that is true.Keywords: monitoring, community participation, environmental infrastructure

Abstract

The Presidential Election is a performance conduced by country that recognizes itself as a democratic state. This research aim to obtaining picture about strategy Partai Kebangkitan Bangsa (PKB) the winning pair Joko Widodo and Muhammad Jusuf Kalla on the Presidential Election in the Indragiri Hilir district 2014. Strategy is some of tactic to achieve the objectives that have been prepared and that which has been applied. Theory used in this research is democracy, political party, strategy and patron-client. Data collecting technique that writer use is interviews and documents. Whereas the data analysis was done descriptively. The result showed that strategy Partai Kebangkitan Bangsa (PKB) the winning couple Joko Widodo and Muhammad Jusuf Kalla in the Presidential Election in the Indragiri Hilir district 2014 by : (1) Ofensif Strategy, consist of (a) Developing a network outside political parties, (b) Support of Indragiri Hilir community, (c) Improving the member amount. (2) Defensif Strategy, consist of (a) Maintaining sound granaries, (b) Political recruitment, (c) Political socialization. Abstract

Clean water is a very important requirement for human survival. However, the availability of clean water, especially in urban areas nowadays is hard thing to come by. The existence of water in urban areas is very important considering the activity of urban life are very dynamic. To meet the need for clean water, resident of urban areas can not rely on water from direct rainfall and surface water such as water sources has largely been contaminated either directly or indirectly from human activity itself.Given the scale of the role and function of clean water as well as to anticipate the high demand for water, especially clean water in urban areas, to meet the water needs of the built urban water management managed by the State-Owned Enterprises (SOE) is the Regional Water Company.The agency responsible for services and levy issues of clean water, but at this time the performance of certain services and levy water in urban areas is still lacking. The agency is also responsible for preparing and providing clean water and distribute it to the public (costumers) as a consumer.The study was conducted using a quality approach. Techniques used in collecting data on the qualitative research are interviews and documentation. The data has been collected and processed qualitatively.Beside on this study, it can be concluded that provision of water services in the Dumai city not run optimally because there are some constraints inters of both the proposition and infrastructure.Through this paper the author will describe the constraints that exist in the provision of water services by the Technical Implementation Unit of Dumai City.KeyWords: services, local government, the Technical Implementation Unit of Dumai City, public, the consumer.

Abstract

Recess is a two-way communication between the legislative work with the public through periodic visits. While the recess is a time of activity Legislative Council (DPRD) outside activities during the trial and outside the parliament building. Carried recess for three (3) times a year or 14 times a recess in the period of 5 years term Legislative Council (DPRD) .The purpose of this study was to determine the implementation of the recess Members of Parliament (DPRD) Bengkalis 2009-2014 period, especially in the first electoral district san to determine the factors supporting and inhibiting the implementation of recess Members of Parliament (DPRD) Bengkalis Period 2009-2014 , especially in the electoral district I. This research was conducted in villages in the District Bantan, District Bengkalis, District Rupat, and District of North Rupat Bengkalis Riau Province. This type of research is a descriptive writer is trying to portray the facts with express and describe the symptoms to fully studied in the research aspect. So this study sought to discover phenomena that occur in the field. While the methods I use in this study is qualitative and quantitative methode. Sampling method in the study ni is purposive sampling method . While the data collection methods used were interviews, questionnaires, and documentation.The conclusion of this research is undertaken in recess Bengkalis’s members were effective in absorbing the aspirations of the people in the constituency. It can be seen from the results of measurements by the author using liqueur scale, where the number of scores obtained from the study were 957 or 68.36%, of which 100% is expected. Thus, based on data obtained from 8 and 35 question questionnaire respondents, the average percentage of 68.36% or 957 to be effective in the category, where the effective percentage is 61% -80%. It can be seen that the factors supporting the implementation of local legislators recess Bengkalis especially on the selection of author, namely: the Fund recess provided and Public participation. Meanwhile, the results of interviews conducted by the author with the respondent factors inhibiting the implementation of local legislators recess Bengkalis especially on the selection of I, namely: opinion Expenditure Budget (budget) is limited, the limited meeting time, lack of facilities Bengkalis parliament, and parliament Member flurry Bengkalis.Key word : Recess, Members of Parliament, Bengkalis Regency.
