Abstract

This study wanted to see the level of participation on Election tenatgn Riau first round in 2013 in District Pagaran Tapah Darussalam Rokan Hulu. The problem is the background of this study is why many people Pagaran Tapah Darussalam District of Rokan Hulu no participation in Riau Province in 2013 Election? This study is a qualitative research, the data collection techniques in this study is a descriptive analysis. This study uses interviews with key informants as information objects that aim to achieve the goal in order to get information in this study, and supported also by questionnaire. Data used in this study is primary data and secondary data obtained through interviews with key informants. Based on the results of such research are dipaparpakan before, it can be deduced that the number of people in the District Pagaran Tapah Darussalam who did not participate in Riau Province Election Year 2013 First Round in the District Pagaran Tapah Darussalam was due to a lack of political socialization of the candidates who competed in the Provincial Election Videos First Round in 2013 and the lack of public trust in government, so people assume that anyone elected leaders will not be able to bring a good change to the community.Keyword : Partisipasi Politik, Pemilukada, Pemilu

Abstract

The title of this research is the Participation of Political Society in the Election of Head of Pelalawan Regency in Ukui Sub-district 2015. Based on the background The implementation of democracy in Indonesia is growing, one of which is realized in the implementation of regional head election. The existence of the election of regional heads of each individual or community group can manifest their will voluntarily, without influence from anyone. In this case every member of the community can directly vote in the election and be active in attending his political activities. But the liveliness of community members both in voting and campaign activities must be driven by an attitude of orientation that is so high. Besides that, awareness and motivation of citizens in political activity is very important to sustain the political participation level on the election of regional head. Due to the enthusiastic attitude of citizens in political participation it certainly leads to the consequences on a stable political order. So is the case in Kecamatan Ukui Pelalawan District where the low level of public participation against the election of Head of Region in 2015.The type used in this study is quantitative with Comparative Causal Studies. Data collection techniques used in this study are, questionnaires (questionnaires), interviews and documentation. The location of the research was conducted in Kecamatan Ukui. Based on the results of analysis conducted on research data to reveal and answer research questions relating to community participation in Pelalawan District elections in Kecuk ukui can be concluded that the participation of people in Ukui Sub-district is very low in comparison with other districts this is caused by several factors Namely socialization, social economy, political belief and political awareness.Keywords: Community participation, Election of Head of Region

Abstract

In the implementation of the Pilkada in Bengkalis Regency in 2020 there has been a very tight competition. The pair of candidates for Regent Kasmarni and Bagus Santoso who are often exposed to negative issues about themselves in the implementation of the Pilkada in Bengkalis Regency, starting from the issue of corruption Amril Mukminin (non-active Regent) who is Kasmarni’s husband. The issue of a political dowry to get several political parties and the issue of violations Structured, Systematic and Massive (TSM). However, with the various negative issues, the candidate pair for Regent Kasmarni and Bagus Santoso were able to reduce negative issuess team during the implementation of the Pilkada in Bengkalis Regency in 2020. As for the formulation of the problem in this study, how is the strategy of the candidate pair for Regent Kasmarni and Bagus Santosi to reduce negative issues in the Pilkada in Bengkalis Regency in 2020. This research was conducted with the aim of knowing the strategy of the candidate pair for Regent Kasmarni and Bagus Santoso to reduce negative issues in the Pilkada in Bengkalis Regency in 2020. This research is a descriptive research with a qualitative approach. Data collection techniques used are interviews, and documentation. The data analysis technique used is descriptive and qualitative methods. The results of this study indicate that the candidate pair Kasmarni and Bagus Santoso use strategies to reduce negative issues by using offensive strategies.The couple Kasmarni and Bagus Santoso used an offensive strategy by creating a campaign in every villge with the help of the supporting party and the success team to work together to reduce the issues of coruption, political dowry (political costs) and structured, systematic and massive (TSM) violations that they were exposed to. Defensive strategies attitude to reduce negative issues by approaching the community by going door to door by conveying the vision, mission and programs that are directly related to the needs of the community. Abstract

The Dumai City Election Supervisory Body is an election supervisory institution based on a law that has authority in supervisingregional head elections. One of them is also related to supervision of violations .of the Regional Head Election stage in the City of DumaiThere are reports and findings of violations committed by participants inthe Regionalorganizers Regional Head Election, as well as Regional Head Election (community), it is necessary to supervise for the implementation Regional Head Elections . The results of this study are the Oversight of the Election Supervisory Boardfor violations of the Regional Head Election in Dumai City by Election Supervisory Board , namely 19 violations received Election Supervisory Body stages the Regional Head Election , including at the nomination stage as many as 5 Regional Head Election, then at the campaign stage as many as 11 Regional Head Election, at the voting stage as many as 3 originating from public reports and the findings of the Election Supervisory Board , which are forwarded to agencies for follow-up according to the type of violation which is conducted. The influencing factors supervision of the Regional Head Election, namely: first, sufficient budget factor in the supervision of the Regional Head Election which is Rp. 8,722,032,000 from the Dumai City Government Grant Fund to Election Oversight Body. Second, the Employee Placement Factor, as many as 21 sub-district supervisory committees that are ad hoc in collaboration with the Election Supervisory Board City of Dumai are optimal in carrying out supervision. Third, Coordination Within Institutions Election Supervisory Body which consists of Leadership and Personnel Elements in the Secretariat who coordinate with each other to carry out supervision. Fourth, Technology, Information and Network Factors which are still an obstacle in carrying out supervision seen from one of the Sungai Sembilan Districts that the network is difficult to access. Abstract

The Pelalawan Regency One-Stop Integrated Service and Investment Service has implemented the Online Single Submission (OSS) policy. The aim of this research is to determine the quality of Online Single Submission (OSS) licensing services at the Pelalawan Regency Investment and One Stop Integrated Services Service. The theory used in this research is about the Quality of Public Services with indicators of Direct Evidence, Reliability, Responsiveness, Assurance, Empathy. The type of research used is qualitative descriptive research. The data sources used are primary data and secondary data. The informants in this research were the Pelalawan Regency Investment and One-Stop Integrated Services Service, employees and also the community who received services. Data collection techniques using in-depth interviews and documentation. From the research results, it can be stated that the quality of Online Single Submission (OSS) licensing services at the Pelalawan Regency One Stop Investment and Integrated Services Service is not yet good due to several obstacles such as: Process and access to services that are still very poor, Standard Operating Procedures that are not yet clear and errors occur in Online Single Submission (OSS) which hampers the data collection process due to verification and notification via Online Single Submission (OSS). The constraint factor for the Online Single Submission (OSS) service is the lack of socialization provided to the public. This means that there are still many people who do not understand or know about the Online Single Submission (OSS) service procedures so that people still have to come to the One Stop Investment and Integrated Services Office. to find out about the use of Online Single Submission (OSS). Abstract

The growth of coffee shop businesses in Pekanbaru City provides good economic opportunities, but this business opportunity makes many coffee shop business actors run their businesses without taking care of business licenses first, potentially harming the surrounding community. The purpose of this research is to find out the supervision and factors that influence the supervision of the Civil Service Police Unit (Satpol PP) of coffee shop businesses in Pekanbaru City in 2022. The theory used is the theory of supervision process from Kadarman. The method in this research uses a qualitative approach with descriptive qualitative research type. The data collection method in this study was carried out by interview and documentation. The results of this study indicate that the Supervision of the Pekanbaru City Pamong Praja Police Unit of the coffee shop business in Pekanbaru City has not been implemented optimally. This can be seen from the data that shows that the number of coffee shops that have licenses is still very small such as in Sail District which only has 3 licensed coffee shops and there are still coffee shops that violate the specified operating hours. The factors that influence the supervision of the Pekanbaru City Pamong Praja Police Unit on the coffee shop business in Pekanbaru City in 2022 are the minimal supervision personnel team, the facilities that are still lacking are provided and the irregular supervision system is an inhibiting factor to the supervision of coffee shop operations. Through this research, it is hoped that in conducting supervision of the coffee shop business in Pekanbaru City, the Pekanbaru City Pamong Praja Police Unit will carry out regular / routine supervision and evaluate things that are deviant and take immediate preventive action so that there are not more coffee shops that violate the rules. Abstract

This research is motivated by the large number of honorary workers in government agencies, which affects the quality of honorary workers in government, therefore based on the law. No. 48 of 2005 which has been changed to PP. No. 56 of 2012 concerning the Appointment of Honorary Personnel to Become Civil Servants, the government is making efforts to reorganize honorary personnel who have contributed to the government, namely by appointing them to become Civil Servants. The aim of this research is to determine the efforts of the Meranti Islands Regency government and the obstacles in the 2023 Regional Honorary Workforce Arrangement. The type of research in writing this thesis is descriptive qualitative, where this research explores and analyzes to provide meaning and significance in solving problems. This writing consists of primary data, namely research in the form of interviews, documentation and observations and secondary data obtained, namely the results of interviews in research on the implementation of the Meranti Islands Regency Regional Government Policy in the Arrangement of Regional Honorary Personnel in 2023. The results of the Meranti Islands Regency Regional Government Policy Research in Arranging Regional Honorary Personnel in 2023 are that the Government has made several efforts in structuring honorary personnel in Meranti Islands Regency Government agencies so that the Honorary Workforce is more optimal. The existence of such a large number of honorary personnel is certainly not in line with Government Regulation No. 49 of the Year 2018 Article 96 concerning management of government employees with work agreements.
