Abstract

Communication stategy of local candidate is that the creation of efective and efficient communication between candidate and voters. In 2013 local election, candidate used many ideas to get people's vote. Some candidate spend a lot of money to get voted. Another candidate joint the election with people's blessing. People of pekanbaru city adore HERman abdullah due to his achievement in pekanbaru as major. Herman abdullah lead pekanbaru smoothly and the improvement of this city quite fast. Pekanbaru used to get ADIPURa award when he became rhe major. Education was his focus, espexially for the prosperity of guru madrasah ( teachers of Islamic school). Pekanbaru is known for the corruption free city in his era. Writer used communication strategy theory to find out politic communication strategy of herman Abdulah in PEkanbaru in 2013 local election.Writer used interview and documentation in collecting the data. This is a qualitative descriptive research. Writer entitled this research as Communication politic strategy of Hetman Abdullah and Agus Hidayat in Pekanbaru city in local election of Riau province 2013The success of Herman Abdullah in the election due to support from other political leader. Herman abdullah has a close relationship with some important figures in Pekanbaru. Herman Abdullah has a good leadership and positive image due to his success in some field before. Herman abdullah join the election by himself without any candidate for his spouse yet. It can be from anybody, since he didnt ask support from Golkar. Herman Abdulah has already communicate with PDIP, PKS, PBB, PPP, yet he will ask support from all people in society.Key word: strategy, politic communication, local election.

Abstract

The background of this research was by the rise of local regulations number 10 in 2007 about nagari government that caused all the lowest Government is changed to be nagari government. In the local regulations stated that nagari government have obligation to build their district. To man tain the development that will be carried out, the nagari government of Guguak VIII koto provided planning discussion for development. But in fact, development was still far from the target on Nagari development planning.Therefore, in this research the formulations of the problem is that how duty’s implementation, authority and obligation of nagari Government in implemanting the development in Kenagarian Guguak VIII Koto in 2012 are. The purpose of this research was to find out the role of Nagari Government members in implementing the development in Kenagarian Guguak VIII Koto, and also to find out the reasons why the development was still far from the target on Nagari Development’s planning in 2012.The method of this research was qualitatif method that analyzed the data as descriptif analysis. In collecting data, the writer used interview, questionnaire, literature review and documentation. The data resources used was primary data got in research’s location and secondary data (Documentation).In this research, the responden used by writer was Wali Nagari, Secretary of Nagari, the head of development, the head of government, the head of financial, staff public relations of nagari and Wali Jorong. From the research findings of the respondents can be argued that the governments payed little attention to the implementation of development. It was proven from the very rarity of government official conducted a review to the construction site. Besides, the financial factor was also a major caused of delays in construction of Kenagarian Guguak.Key Words : Development, Nagari Government, Kenagarian Guguak VIII Koto

Abstract

The research present describe the motivation of nomination legislators to be Regional Representative Council member from Riau Province in 2014 election. In this election, was founding many of the legislators who have the background of political parties prefer to be a Representatative Council member, which are known is independent. Of the 25 candidates DPD registered in KPU, seen 6 names are legislators. They are Desmianto and H. Said Zohrin, S.H., MH which are member of Pekanbaru legislators, then there’s that comes from DPRD Riau Province, namely is Iwa Sirwani Bibra, S.Sos., M.Si, H. Zulkarnain, S.H., MH, dan H.Ilyas Labay, S.Sos., M.Si. Further Afri, S.P who are the member of Kuantan Singingi Regency legislator.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. Researcher collect data from books, government regulation, journal, mass media, website, and deep interview with informan who are knowing about the phenomenon in this research.The conclution of this research are motivation of the candidates DPD RI who was from legislators are wanted to defend the aspiration of Riau community. They want to get into state agencies DPD RI because wanted to defend the regional aspiration are still many failure, without intervention from another including from political parties.Keywords : Motivation, Election, State Agencies

Abstract

The election of Governor and Deputy Governor of Riau in 2013 first round in Kuantan Singingi pair Annas Maamun and Arsyad Juliandi Rachman gain sound that is 12 % of the votes of five pairs of candidates. And in the second round managed to improve his voice acquisition of 50,6 % of two pairs of candidats. This shows the success of the winning team seize voters, especially voters supporters of candidater for Governor and Deputy Governor of Riau who lost in the first round. Therefor, this study was conducted to determine the strategies used winning team pair Annas Maamun and Arsyad Juliandi Rachman the second round of elections for Governor and Deputy Governor of Riau year 2013.The type of research using descriptive qualitative methods and research sites in Kuantan Singingi. Informants in this study consisted of a winning team pair Annas Maamun and Arsyad Juliandi Rachman and community leaders with data collection through direct interviews and documentation.The results showed that the winning strategy pair Annas Maamun and Arsyad Juliandi Rachman on the election of Governor and Deputy Governor of the second round in Kuantan Singingi year 2013 by way : 1. Political Communication, 2. Mobilitation, 3. Chasing, 4. Push Marketing, 5. Pass Marketing, 6. Pull Marketing. The impact of these strategies on sound acquisition pair Annas Mamun and Arsyad Juliandi Rachman is the rising number of votes pair Annas Maamun and Arsyad Juiandi Rachman is the rising number of votes and the second round in Kuantan Singingi from 12 % to 50,6 % of the vote. The recapitulation of the second round of vote counting showed that pair Annas Maamun and Arsyad Juliandi Rachman won the guvernatorial candidate pairs supporting voice Riau especilly who lost in the first round.Keyword : Political strategy, political marketing, the winning team.

Abstract

Wage payment is one important issues in employment relationship. To protect workers from arbitrary wage by the company, Dumai city government set the minimum dumai city wage is Rp 1.287.600.00/month for the year 2012 which be regulated through Riau Governor Regulation no. 54 of 2011.This study want to see how the implementation of the minimum wage in Dumai city particularly at cooperative maritime employess PT. Pelindo Dumai branch and what are the follow up government to a cooperative maritime employess PT. Pelindo Dumai branch that does not run the minimum wage.The study was conducted using a qualitative approach. Techniques used in collecting data in the qualitative research are interviews and documentation. The data that has been collected and then processed qualitatively.Based on the research, it can be concluded that the implementation the Minimum Wage policy of Dumai City in 2012 have not been implemented in the cooperative maritime employess PT. Pelindo Dumai branch. Cooperative maritime employess PT. Pelindo Dumai branch give wages to workers Cleaning Service of Rp. 850.000.00/month. While the factors which become obstacles in the implementation of Riau Governor Regulation No. 54 of 2011 is :a. Structural weaknessb. Lack of reporting companies in manpower and transmigration Dumaic. Lack of facilities and infrastrusture supervision activitiesd. Abstract

Subdistrict Koto Kampar Hulu by the Regional Regulation No. 2 of 2010, this district is a division of the District XIII Koto Kampar, the purpose of this division course to accelerate development in the region. Special Desa Tanjung, which is the Capital District 's construction Hulu Koto Kampar more because of the facilities are located in rural districts such as, Head Office, Health Center, and the Grand Mosque . However, after 3 years of the status of the district, sub-district capital city is still a village, and based on observations while writer, infrastructure development in the Desa Tanjung as the Capital District is still lagging behind when compared to other districts with the capital.The purpose of this study was to determine the development of infrastructure in the Desa Tanjung after splitting districts Koto Kampar Hulu years 2010-2013 and to know Factors Affecting the Development of infrastructure in the village of Koto Kampar District of the Upper Cape 2010-2013. Theory (approach ) is used as an analytical tool in this study is the theory of Development and Proliferation. While the methods used in this research is descriptive qualitative research that is intended to provide a systematic overview of the observed phenomena.Based on these results , the District Redistricting no significant impact for Infrastructure Development in the Desa Tanjung, especially road infrastructure development has not changed (still broken since pre-expansion), yet the addition of clean water infrastructure to offset the increase in the consumption of the population, the absence of additional power lines entrance to the village since before the expansion, as well as the people who abandoned the market in the wake of the destruction of the access road to the site . Meanwhile, factors affecting the unavailability of infrastructure in the village of Tanjung after splitting districts, in other words, the expansion does not affect the development of infrastructure, among others, lack of government initiative in managing the affairs of the village households, lack Revenue Village ( PADes ), and Redistricting which tend to be forced.Keywords: Impact, Expansion, District, Desa Tanjung.
