Abstract

Abstract. Every public agency that operational activities are sourced from the State Budget (APBN) and/or Regional Budget (APBD) is responsible for opening access to information relating to the administration of the state to the public. In order to realize this responsibility, every public agency is obliged to have a supporting organization that is responsible for providing public information, this organization is called as Pejabat Pengelola Informasi dan Dokumentasi (PPID). Thus the Medan City government is also obliged to form the PPID. This research aims to see how the performance of the PPID Kota Medan in fulfilling the Availability of Public Information, which factors and dynamics influence their performance. This study uses a qualitative method with descriptive analysis. The conclusion of this study shows that the PPID Kota Medan has carried out its duties quite well. In terms of Productivity, they have made this happen based on existing rules or regulations. Responsiveness, they have tried to involve the people. Responsibilities, they already know and apply the law as a support as well as the basis for carrying out all their activities in accordance with PPID’s policies. As for the obstacles in influencing the performance of the PPID Kota Medan, among others, namely regarding the dual duties and positions; there are still many members of the PPID Kota Medan who do not fully understand the duties of PPID; lack of budget allocation support from the government. This is what turned out to have had a significant impact on their performance. Keywords: PPID, Performances, Public Information, Public Agency, Government Organization.  Abstrak. Setiap badan publik yang kegiatan operasionalnya bersumber dari APBN dan/atau APBD bertanggung jawab untuk membuka akses terhadap informasi yang berkaitan dengan penyelenggaraan negara atau pemerintahannya kepada publik. Demi mewujudkan tanggungjawab tersebut maka setiap badan publik wajib untuk memiliki organisasi pendukung yang bertanggung jawab atas penyediaan informasi publik, organisasi ini adalah Pejabat Pengelola Informasi dan Dokumentasi (PPID). Maka pemerintah Kota Medan juga wajib membentuk organisasi PPID. Penelitian ini bertujuan untuk melihat bagaimana Kinerja PPID Kota Medan dalam Pemenuhan Ketersediaan Informasi Publik, faktor-faktor serta dinamika apa saja yang mempengaruhi kinerja mereka. Penelitian ini menggunakan Metode Kualitatif dengan Analisis Deskriptif. Kesimpulan dari penelitian ini menunjukkan bahwa PPID Kota Medan dalam menjalankan tugasnya sudah terlaksana dengan cukup baik. Dari segi Produktivitas, PPID Kota Medan mewujudkan hal ini berdasarkan aturan-aturan ataupun regulasi yang ada dan hal ini sejalan dengan tujuan PPID Kota Medan. Responsivitas, PPID Kota Medan berupaya melibatkan masyarakat Kota Medan. Responsibilitas, PPID Kota Medan mengetahui dan menerapkan undang-undang sebagai pendukung sekaligus landasan dalam melaksanakan seluruh kegiatan mereka berdasarkan dengan kebijakan PPID. Adapun hambatan- hambatan di dalam mempengaruhi Kinerja PPID Kota Medan, antara lain yakni perihal rangkap tugas dan jabatan; belum optimalnya sumber daya manusia yang dimana masih banyak pejabat PPID Kota Medan yang belum memahami tugas PPID sepenuhnya, khususnya bagi PPID Pembantu yang disebabkan atas seringnya fenomena roker atau pergantian jabatan pada OPD di Kota Medan sebagai bagian dari PPID Pembantu; kurangnya dukungan alokasi anggaran dari pemerintah. Inilah yang ternyata telah memberikan dampak yang cukup signifikan terhadap kinerja organisasi PPID Kota Medan. Kata Kunci: PPID, Kinerja, Keterbukaan Informasi Publik, Badan Publik, Organisasi Pemerintah.

Abstract

The Role of the Plantation Elite of PTPN IV Bandar Pasir Mandoge Unit in the 2024 Presidential and Vice Presidential Elections, particularly in influencing the political participation of employees in the plantation environment. Although management officially claims neutrality and supports honest and fair democracy, there are indications of systematic mobilisation and political direction by plantation elites, including by managers towards foremen and supervisors. This has led to unrest, demonstrations, and reports to the Election Supervisory Agency (Panwaslu) and the Election Supervisory Body (Bawaslu). This study uses Mosca`s elite theory and Soekanto's role theory to analyze elite power in the work structure and its impact on freedom of choice. The results show that despite claims of neutrality, in reality, the practice of elite power has the potential to influence election results in plantation areas. This study emphasizes the importance of election monitoring in closed work areas such as plantations to ensure democratic and pressure-free elections. Based on the methods and theories used, the results of this study show that power in society tends to be concentrated in small, organized groups that have access to strategic resources. In this context, plantation elites such as managers, foremen, and supervisors play an important role in directing the political choices of employees through various forms of mobilization, guidance, and even the installation of campaign materials in the plantation environment.

Abstract

The conflict that occurred in Tanjungbalai in 2016 was a complex phenomenon influenced by several factors, including ethnic, religious, and political factors. This conflict was triggered by differences in views and interests between groups, as well as economic inequality that worsened the situation. Therefore, this study aims to explain and describe the relationship between ethnicity and changes in local political policies after the conflict. This study uses a qualitative descriptive method, namely research that aims to be based on data obtained in the field and is accurate and in the form of interviews with the specified informants. To strengthen the explanation in this study, the researchers used ethnic political theory, conflict theory, and ethnic theory. Based on the methods and theories used, the results of this study show that the ethnic and political relations of the people in Tanjungbalai are currently running well. However, some 5% of Chinese people are still very vulnerable and require systematic and sustainable efforts to restore relations between different ethnic groups. Until now, the efforts of the Tanjungbalai city government have been very careful in maintaining religious harmony in Tanjungbalai so that this conflict does not happen again.

Abstract

Abstrak: The transformation of campaign media in the digital era has led to the assumption that social media is the dominant factor in shaping voter preferences. Based on this premise, this study aims to analyze the transformation of campaign media and its influence on voter preferences in the 2024 Binjai mayoral election. This research employs a political communication approach using a quantitative survey method across various campaign media channels, including social media, mass media, print media, and other platforms. The findings indicate that conventional media, such as billboards and banners, continue to have a significant influence despite the increasing use of social media. Campaign media operate in a complementary manner in shaping candidate images, indicating that the effectiveness of campaign strategies depends on cross-platform synergy.

Abstract

This research is motivated by the importance of political leadership in encouraging changes in local governance through a transformational leadership approach applied by the Regent of Karo, Antonius Ginting. The research aims to analyze the implementation of transformational leadership, its role in realizing the principles of good governance, and its implications for the effectiveness of the bureaucracy and the community of Karo Regency. The method used is qualitative research with an exploratory approach through interviews, observations, and documentation. The results of the study show that Antonius Ginting applies the characteristics of transformational leadership through a change in the bureaucratic work culture that is more disciplined, responsive, and oriented to public services. Its implementation can be seen in strengthening the supervision of apparatus performance, increasing coordination between regional apparatus organizations, and developing governance innovations. The leadership also encourages the application of the principles of transparency, accountability, and participation in local government. The implications can be seen in increasing bureaucratic effectiveness, the quality of public services, and the government's responsiveness to the needs of the community. These findings confirm that transformational leadership plays an important role in bureaucratic reform and strengthening more professional and adaptive local governance.

Abstract

This study examines incumbency advantage in the 2024 Medan City Legislative Election, focusing on the low re-election rate of incumbent council members. Despite having access to publicly funded representative instruments, namely recess activities and local regulation socialization programs (sosper), only 19 of 50 members of the Medan City Council for the 2019-2024 term were re-elected. The study aims to identify factors behind incumbents’ electoral defeat and explain the relationship between recess and sosper activities and voter behavior. A descriptive qualitative approach was employed through in-depth interviews with seven informants, consisting of three re-elected incumbents, three unsuccessful incumbents, and one academic. The analysis was guided by David R. Mayhew’s incumbency advantage framework, including advertising, credit claiming, and position taking. The findings indicate that recess and sosper activities increased incumbents’ political visibility and strengthened ties with constituents. However, re-election outcomes were more strongly influenced by money politics, weak follow-up of public aspirations, internal party vote fragmentation, and voter polarization during the 2024 Presidential Election.
