The replanting, which was carried out for the first time in the Kuamang Valley hamlet in 2018, which was funded by the BPDPKS grant, was carried out on an area of 110 hectares that participated in the registration of 51 oil palm farmers. However, in its implementation there are various obstacles that make the program not run well in Lembah Kuamang Hamlet. This research method uses a qualitative method with the selection of informants by purposive sampling. The results of the study found that the oil palm replanting policy at KUD Citra Merkadi Dusun Lembah Kuamang had not run according to the rules set out in the Minister of Agriculture Regulation No. 6 of 2018 concerning Palm Oil Relanting Guidelines which occurred due to various obstacles that arise in the implementation of replanting coconut plantations. oil palm in the hamlet of Lembah Kuamang, Pelapat Ilir sub-district, Bungo regency. Constraints in replanting are the difficulty of communicating with operators who handle the implementation of rejuvenation of oil palm plantations in the village of Kuamang valley, the absence of socialization to the community of oil palm farmers and the workforce who have experienced complete cessation due to non-current wages from contractors. As for the efforts made by the Village Unit Cooperative (KUD) in solving the problems that are happening in the valley of Kuamang, the village unit cooperative gives a warning to the contractors and operators and finally decides on a contract with the operator and looks for another contractor who is more professional.

Abstract

This study examines the problem-solving approach employed by Bhayangkara Pembina Keamanan dan Ketertiban Masyarakat (Bhabinkamtibmas) in fostering community security and order in Kuning Gading Hamlet, Pelepat Ilir Subdistrict, Bungo Regency, employing qualitative methods including observation, in-depth interviews, and documentation with 8 purposive informants (subdistrict police chief, Binmas unit head, hamlet leader, community figures, and residents). Primary approaches encompass door-to-door visits, face-to-face patrols, kamtibmas information dissemination via posters and outreach, cross-sectoral coordination with hamlet government and customary institutions, and musyawarah mediation for domestic violence (KDRT: 6 cases, 4 reconciled), land disputes (4 cases, 3 successful), traffic accidents (2 cases, 2 successful), assaults (2 cases, 2 successful), and theft (1 case, 1 successful) in 2022-2023. Supporting factors include Kapolri policies (Perkapolri No. 3/2015 on Community Policing), Bhabinkamtibmas competencies, available reporting software, hamlet and community leader support, and IT advancements; barriers involve low public trust in police, limited legal awareness, problem concealment, outdated disruption intelligence, and personnel/facility shortages (1 officer for 3,483 residents). Findings confirm the efficacy of problem-solving as a contextual Problem-Oriented Policing (POP) strategy for preventing social conflict escalation in transmigration areas, achieving 87% mediation success (13/15 cases).

Abstract

This research aims to understand the approach taken by elected legislative candidates toward the Indigenous Anak Dalam (SAD) community in Bukit Suban Village, Air Hitam District, Sarolangun Regency. The background of this study is based on the approach of legislative candidates in addressing the SAD community, many of whom are illiterate and have a mindset that has not been touched by schooling or the education process, making it difficult for them to communicate with the surrounding society. Legislative candidates must truly guide and engage with them so that they are willing to connect with the candidates, with the hope of gaining votes as expected. In this study, the author uses a qualitative descriptive analysis method. The informants are members of the SAD community and legislative candidates who are competing in the 2024 legislative elections. To collect data, the author conducted literature studies, field studies, and documentation studies. The results of this research show that the approach to the SAD community as voters must be different from the approach to the general population. Therefore, the legislative candidates use traditional, behavioral, and rational approaches. The solution is to be patient and persistent when approaching the SAD community and to provide them with rights and duties as Indonesian citizens, while respecting their customs and traditions.
