Abstract

Era pasar bc:bas merupakan peluang dan tantangan bagi lulusan pendidikanyang berkualitas untuk bc:rsaing sekaligus bekerjasama dengan bangsa-bangsa Aseanlainnya dalam merebutkan peluang pasar. Langkah strategis untuk mengembangkankualilas SDM ialah pendidikan. Dalarn melaksanakan langkah strategis tersebut, duniapendidikan dihadapkan pada berbagai masalah seperti: kompelisi, kooperasi, adaptasi:'partisipasi, negosiasi, Icomunikasi, inovasi, dan jati diri.Penyebab timbulnya masalah-masalah tersebut di antaranya adalah: sentralisasibirokrasi, meremehkan kualitas, monopoli, oligopoli, korupsi , pungli, rnengejar targetkuantitas, belurn dapat belcerja secara tim, belum ada peraturan perundang-undangantentang kerjasama pengusaha dengan pengelola selcolah, belenggu aturan-aturanpraktis, rendahnya kualitas SDM. lemahnya daya bayar masyarakat; rendahnyaketerampilan berkomunikasi, tenutupnya budaya dialogis ilmiah, terbiasa menungguperintah dari atas, dan dampak negatif globalisasi.AJternalif pemecahan masalah antara lain: mengadakan Undang-Undang antimonopoli, menggalakkan budaya kualilas. menciptakan pengelola pendidikan danlulusan-Iulusan yang terampil berkooperasi. mengembangkan lebih banyak pendidikanbidang eksakta, meningkalkan kemitraan dengan swasta, meningkatkan penelilianmengembangkan pendidikan profesional, membudayakan akreditasi pendidikan,menggalakkan pendidikan kewiraswastaan, mengadakan deregulasi pendidikan,membekali teori dan pralctek negosiasi. mengikuti kursus bahasa, membudayakan dialogi1miah dan mitra bestari, melibatkan pengelola pendidikan dalam perencanaanpendidikan, meningkalkan dukungan sumber daya pendidikan, melestarikan budaya .banggsa, dan memperkuat iman dan taqwa.

Abstract

ABSTRACKOne of the strengths of Vocational High School compared to the general school is the students trainedto be entrepreneur. To support it, the learning model that needs to be developed is the character education forentrepreneurship. The purpose of this research is to gain the appropriate learning model to support charactereducation for entrepreneurship.This study was conducted by using grounded theory approach at Depok 2 VocationalHigh School, Sleman, Yogyakarta. The reserach subject was chosen by using snowball sampling technique throughthe setting of place, respondent and activitiy. Data analysis technique was using Miles Hubberman model.The result of the reserach showed that learning models to enhance character education for entrepreneurship atDepok 2 Vocational High School was using (a) role modelling,(b) Integrating learning inside and outside theclassroom, (c) school culture assimilization, (d) strengtening. This school needed to develop the learning modelfor entrepreneurship education which was synergic between character education and entrepreneurship learning.The integration was implmented by accomodating intervention: cultur:structure and figure. The implementationcovered: (1) classroom learning, (2) co curricul extracurricular, (3) learning through school culture, and (4)learning activities at home and in the community.Keywords: learning model, entrepreneurial character, vocational high schoolABSTRAK

Abstract

The objectives of this current study are: (1) To evaluate the policy of the School Activities and Budget planning (RKAS) and the formulation of the Budget Plan (RAB) for the Junior High Schools’ regional school operational assistance funds (BOSDA) to support the 9-year compulsory education; (2) Evaluating the implementation of the Junior High Schools’ BOSDA Program to Support the 9-year Compulsory Education; (3) Evaluating Junior High Schools’ BOSDA Fund Supervision policies to Support the 9-year Compulsory Education; (4) Knowing the Target Achievement of Junior High Schools’ BOSDA Program to Support the 9-year Compulsory Education; (5) Knowing the comparison of the results achieved in the objectives of the Junior High Schools’ BOSDA Program to Support the 9-year Compulsory Education; (6) Finding the SMP BOSDA formula to obtain the ideal amount of funding to support the 9-year compulsory education. This study used qualitative research methods emphasizing naturalistic results combined with quantitative research. The qualitative data were analyzed using data analysis techniques described by Miles and Huberman. The validity of the qualitative data is seen through the process of credibility, transferability, dependability, and conformability. While the Model of evaluation used in this study is the Discrepancy Evaluation Model (DEM) developed by Malcolm Provus. The study concludes: (1) The policy of the RKAS and the RAB for the Junior High Schools’ BOSDA funds were quite effective to support the 9-year compulsory education; (2) The implementation of the Junior High Schools’ BOSDA program monitored by the BOSDA management team was quite effective to support the 9 year compulsory education; (3) Supervision of the implementation of the BOSDA program was ineffective to support the 9 year compulsory education as a result of ineffective internal supervisors, inspectorates and BPK as well as communities and school committees,; (4) The target of BOSDA policy is the achievement of National Education Standards (SNP), taking into account that school operating costs are determined by the number of students and some fixed cost components that do not depend on the number of students; (5) The goals achievement of BOSDA were appropriate with the BOSDA program, namely to free all-state students from fees for school operation; and (6) The formula of Junior High Schools’ BOSDA of 2,58 million rupiahs/student/year as minimum standards of service which so far is only Rp.1,580,000 to support the 9-year compulsory education could only be achieved when the BOSDA funds meet the needs of students, provides required school facilities, and improves schools’ infrastructures. In this study the amount of 2,58 million rupiahs/student/year is found to be the ideal formula to meet the minimum standards of service to support the 9-year compulsory education at Junior High Schools level.

Abstract

Pelatihan ini bertujuan untuk memberikan keterampilan bagi pengusaha kecil Klaten dalam hal teknik men;  ,~-  - rincian kerja, paket kerja,jadwal pelaksanaan, dan pengendalian  proyek. Metodologipelatihanyang digunakan adalah ez,' dengan pendekatan multi metode, dan multi media. Hasil pelatihan menyimpulkan bahwa peserta pelatihan telah dapat membuat: matriks rincian kerja, paket ke ~a. jpelaksanaan, dan pengendalian proyak dengan  cukup  baik. Kata kunci : Pelatihan  perencanaaan, pelatihan pengendalian, matriks rincian kerja, dan paket kerja.

Abstract

Penelitian ini bertujuan untuk mengetahui kinerja guru SMK sebagai pendidik, pengajar, pembimbing, pengarah, pelatih, penilai dan pengevaluasi pada program keahlian Teknik Bangunan di DIY. Penelitian ini merupakan penelitian deskriptif kuantitatif dengan variabel kinerja guru dan subvariabel: pendidik, pengajar, pembimbing, pengarah, pelatih, penilai, dan pengevaluasi. Populasi pada penelitian ini adalah para guru SMK Negeri di Daerah Istimewa Yogyakarta untuk kompetensi keahlian teknik bangunan sejumlah 115 orang. Pengumpulan data menggunakan angket tertutup dengan 4 pilihan jawaban yang dijaring melalui pendapat para guru. Uji coba validasi instrumen dilakukan dengan analisis butir dan reliabilitas dihitung menggunakan formula Alpha dari Cronbach. Hasil penelitian menunjukkan kinerja guru SMK program keahlian Teknik Bangunan di DIY secara keseluruhan memiliki tingkat kinerja yang cukup tinggi. Rerata kinerja guru secara keseluruhan 74.09 dengan rentang skor 26 – 104. Kinerja guru sebagai pendidik memiliki tingkat kinerja yang tinggi, sebagai pengajar memiliki tingkat kinerja cukup tinggi, sebagai pembimbing memiliki tingkat kinerja cukup tinggi, sebagai pengarah memiliki tingkat kinerja yang tinggi, sebagai pelatih memiliki tingkat kinerja cukup tinggi, sebagai penilai memiliki tingkat kinerja cukup tinggi dan sebagai pengevaluasi memiliki tingkat kinerja cukup tinggi. THE TEACHING PERFORMANCE OF THE VOCATIONAL HIGH SCHOOLS TEACHERS, DEPARTMENT OF CIVIL ENGINEERING IN YOGYAKARTA SPECIAL TERRITORY (DIY)AbstractThe Objective of this research is to know the teaching performance of the teachers of Civil Engineering department in DIY as educator, and teacher, and guide, and director, and coach, and assesor, and evaluator.This was descriptive quantitative research by using teacher's performance as the variable and subvariables of teacher, instructoxr, guide, director, coach, assesor and evaluator. The populations of the study were 115 teachers of vocational high school in DIY. The teacher have expertise civil engineering. The data were collected by using closed question-naire with four respose choices given to the teachers. The validity of the instrumen was measured through item analysis, while the reability was measured by using Alpha Cronbach Formula.The results of the research show that the teaching performance of vocational school that the teaching performance of vocational school teachers of civil engineering departement in DIY totally have high criterion. The teaching performance was high criterion, teacher's performance as an educator was have high criterion, teacher's performance as a guide was have high criterion, teacher's performance as a director was high criterion, teacher's performance as a coach was have high criterion, teacher's performance as an assesor was have high criterion, teacher's performance as an evaluator was have criterion.

Abstract

Penelitian bertujuan untuk mengungkapkan: perencanaan, pengorganisasia, pelaksanaan, dan pengawasan unit produksi Jurusan Teknik Konstruksi Kayu di SMKN 2 Pengasih, Kulonprogo. Penelitian ini merupakan penelitian kualitatif dengan pendekatan studi kasus. Subjek penelitian ini adalah pengelola unit produksi, yang meliputi: Ketua UPJ, Ketua UPJ sekolah, dan Kepala Bengkel. Teknik pengumpulan data adalah wawancara, observasi dan dokumen. Analisis data melalui pemilahan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian: perencanaan belum dilakukan dengan baik; kendala tidak ada rapat rutin dan lemahnya dokumentasi; tidak semua pengelola terlibat; pengorganisasian belum cukup baik; kendala dalam personalia, sarana dan peralatan yang kurang serta koordinasi; langkah-langkah pelaksanaan lebih menyerupai proses produksi; unit produksi belum berfungsi dengan baik sebagai sarana belajar; pelaksanaan terkendala bengkel yang sekaligus menjadi tempat praktik; langkah dan prinsip pengawasan diterapkan dalam pelaporan keuangan; pihak yang melakukan pengawasan yaitu ketua UPJ Sekolah, ketua UPJ jurusan, dan kepala bengkel; pengawasan terkendala pada tidak adanya SOP. THE MANAGEMENT OF PRODUCTION UNIT OF VOCATIONAL HIGH SCHOOL IN THE FIELD OF BUILDING PROGRAM IN SPECIAL REGION OF YOGYAKARTA (A CASE STUDY OF SMKN 2 PENGASIH KULONPROGO)AbstractThis research is aimed to reveal: the planning, the organizing, the implementation, and the controlling of the production unit of Wood Construction Engineering Department of SMKN 2 Pengasih, Kulonprogo District. The research was qualitative with the case study approach. The subjects of the research were the managers of production unit, including; the managers of UPJ, the head of the school's UPJ, and the head of the workshop of wood construction. The technique used in the data collection was interviews, observations and documents. The data analysis was conducted by the stages of the data selection, data reduction, data presentation, and conclusions drawing. The results of the research; the planning has not been implemented optimally; the obstacles in the planning, i.e. the absence of regular meetings, specifically those discussing and the lack of documentations; not all the managers are involved; the organizing involves the distribution of the tasks, the delegation of tasks and authorities, as well as coordination; the obstacles in the personnel, inadequate facilities and infrastructure as well as the coordination; the implementation measures indicate the implementation functions applied are more like the implementation of the production process; the production unit has not functioned properly as a educational tool; the implementation is constrained by the workshop which also becomes a practicum place; the steps and the principles of supervision are only applied in terms of financial statements; the parties supervising the UPJ are the managers of the school UPJ, the managers of the department UPJ, and the head of the workshop; the supervision is constrained to the absence of SOP.

Abstract

This study aims to: (1) develop a partnership model of vocational education with business sectors in civil engineering expertise program of vocational secondary schools in Bali and (2)testing the effectiveness and efficiency of partnership model developed. The study used the design and development model of Richey & Klein (2009), which consists of three main phases, namely the phase of model development, model validation, and model testing. The phase of model development used the qualitative approach, through literature review, observation and interview. Expert review techniques were used in the model validation phase. The model testing used pre-experimental design with one-shot case study. The study found that the partnership model of vocational education with the business sector in civil engineering expertise program of vocational secondary schools in Bali involves several components, such as key stakeholders, the underlying principle of partnership, orientation/common goal, the management of educational resources (teachers and facilities), curriculum development, implementation of learning/training and work practices, competency test of graduates, distribution of learning outcomes/output, as well as monitoring, evaluation and feedback of partnership program. Experimental results show that the partnership model developed has met all of the criteria (effective, practical and efficient).

Abstract

The objective of the research was to: (1) find the level of integrated learning effectiveness between the entrepreneurship subjects and the stone and concrete practical subject from the perspective of the teachers and the students; (2) to find the level of integrated learning implementation between the entrepreneurship subject and the stone and concrete practical subject; (3) to find the level of teacher and student activities within the integrated learning between the entrepreneurship subject and the stone and concrete practical subject; and (4) to find the level of student readiness within the integrated learning between the entrepreneurship subject and the stone and concrete practical subject. The researchers implemented the Research and Development approach with an orientation toward the product development. The research period in the form of learning implementation within the classroom was from January to February 2013. The research site was in 2 Pengasih State Vocational High School Kulonprogo. The research subjects were the students of XI Grade Stone and Concrete Construction Engineering, 2 Pengasih State Vocational High School, Kulonprogo. The research procedures were divided into two stages namely: (1) pre-integrated learning implementation; and (2) integrated learning implementation. The research data included: (1) the effectiveness of integrated learning from the perspective of the teachers and the students; (2) the implementation of integrated learning; (3) the level of activeness that the teachers and the students exposed; and (4) the readiness of the students for performing entrepreneurship based on the achievement of learning competences in the domain of knowledge, attitude and skill. The data analysis was performed in a descriptive-qualitative manner by providing logical narratives  according to the research objectives. The results of the research were as follows: (1) the implementation of integrated learning, from the perspective of both the teachers and the students, had been in the category of effective to very effective; (2) the implementation of integrated learning had been in the category of good to very good; (3) the teachers and the students had been in the category of active to very active; and (4) the students had been in the category of ready for performing the entrepreneurship with the achievement of learning scores for more than the already determined passing grade.

Abstract

The study was to describe the implementation of the entrepreneurial character education through the school culture in the vocational high schools (VHSs).The method that the researcher made use in the study was the qualitative one. The study was conducted in the 2 Depok Public Vocational High School and the 2 Pengasih Public Vocational High School. The data source in the study was the school members, the documents, and the school cultures. The data was collected by means of observation, interview, and documentation. For the instruments, the researcher made use of the human instrument and the interview guideline. The data was analyzed by using the open coding, the axial coding and the selective coding. The findings in the research were as folows: the entrepreneurial character education by means of the school culture implementation in the VHSs had been included in the entrepreneurship culture through: (1 ) the five artifacts in the verbal/conceptual dimension that might generate 17 dominant entrepreneurial characters; (2) the five artifacts in the action/behavioral dimension that might generate 8 dominant entrepreneurial characters; and (3) the four artifacts in the physical/material dimension that might generate seven dominant entrepreneurial characters.
