Abstract

Salah satu jenis hak asasi manusia yang belum begitu terelaborasi adalah hak atas lingkungan. Meskipun hak ini sering kali digunakan oleh aktivis lingkungan dalam advokasi mereka, hak atas lingkungan masih menyisakan perdebatan tidak hanya dalam konsepsi moral dan legalnya tapi juga pada aplikasinya di lapangan. Artikel ini bertujuan untuk melakukan elaborasi hak atas lingkungan sebagai pengantar untuk bahan diskusi lanjutan tentang signifikansinya dalam konteks Indonesia. Artikel ini berpendapat bahwa meskipun pengakuan atas hak atas lingkungan oleh negara termaksud dalam berbagai instrumen hukum dan bahkan dalam konstitusi, hak tersebut dikualifikasi dari konsep dasarnya menggunakan frase ‘hak atas lingkungan yang baik dan sehat’ dan bukan menggunakan frase ‘hak atas lingkungan’ dalam pengertian yang luas. Jika menggunakan frase yang terakhir, maka keadilan lingkungan merupakan salah satu aspek dari hak atas lingkungan, dan tentu hal ini menakutkan aktor negara dan non-negara yang diuntungkan dari ketidakadilan lingkungan yang meluas di nusantara ini.

Abstract

Indonesia’s National Strategic Project (NSP) is a priority development agenda of Joko Widodo’s administration. Claiming to serve the public interest, they impact people's livelihoods in order to produce new spaces for the circulation of capital. This article aims to examine PSN by situating it within development discourse and practice. The authors argue that PSN is a mode of development that works through the power of exclusion because it is derived from certain assumptions about class, race, and gender, resulting in different consequences among social groups in society that have unequal power relations. Therefore, the authors suggests that a critical examination of the PSN should be conducted by analysing its four exclusionary powers: market, regulation, legitimacy, and coercion. This is because the interaction of these powers allows PSN to operate through the passive consent of the wider public and simultaneously weakens resistance from affected communities and civil society groups.

Abstract

Unpredictable weather changes in rice field areas have a direct impact on community activities, particularly in the agricultural sector. Weather data from the BMKG (Indonesian Meteorological, Climatological, and Geophysical Agency) is general in nature and not specific to small areas, and there are limitations in real-time monitoring and historical data, which pose their own challenges. This study designed a weather monitoring device based on DHT11 sensors, rain sensors, BMP180, UV, and LDR, which can record data in real-time to an SD card and send information via Telegram bot. This tool successfully identifies weather conditions such as cloudy, mostly cloudy, sunny, and rainy, as well as supporting parameters such as temperature, humidity, air pressure, UV index, and CO₂. The first measurement results showed a 79% dominance of cloudy weather, while the second measurement showed 65% cloudy weather. These findings prove the effectiveness of the device in providing accurate and sustainable local weather data to support decision-making in the agricultural sector.
