Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a crucial role in Indonesia’s economy, contributing over 60% to GDP and absorbing nearly 97% of the workforce. Despite this significant contribution, MSMEs face challenges such as low digital literacy, limited access to formal financing, and unequal regional development, which hinder economic convergence and inclusive growth. Addressing these issues is critical in the context of an increasingly digital and interconnected economy. This study aims to design a transformation model for MSMEs as engines of local economic convergence through digitalization, financial inclusion, and sustainable regional development spillovers. Employing a community-based participatory research approach, the study integrates data from Statistics Indonesia, the Ministry of Cooperatives and SMEs, Bank Indonesia, and the Financial Services Authority. A purposive sample of 250 MSMEs was selected to represent varying levels of digital adoption, financial access, and geographic distribution. Data were collected using structured questionnaires, interviews, and secondary sources, with validity and reliability ensured through expert review and Cronbach’s alpha analysis. Data analysis employed descriptive, comparative, and interpretative techniques to evaluate pre- and post-intervention outcomes. The results indicate that MSME digitalization accelerates market, income, and spatial convergence, while financial inclusion supports sustainable growth but remains unevenly distributed. The implementation of the Integrated MSME Convergence Model (IMCM) generates regional spillover effects, including increased demand for local inputs, expanded distribution networks, job creation, and knowledge transfer. These outcomes demonstrate that MSMEs, when supported by integrated policies and digital infrastructure, can function as strategic agents of regional development. In conclusion, the study confirms the potential of digitalized and financially included MSMEs to promote inclusive and sustainable economic growth, highlighting the need for coordinated policy interventions and continuous community-based support.

Abstract

This research aims to investigate the perceptions and stereotypes within cultural social simulations concerning children with special needs in North Sumatra, as well as their impact on their identity and participation. This research employs to Qualitative investigate inclusive education in North Sumatra. Interviews are conducted with a diverse group, including parents of children with special needs, Three teachers from inclusive schools (SMA Cahaya, Methodis and SMKN 10 Medan, and one employe representatives from the North Sumatra Provincial Education Office. These conversations aim to gather personal insights and experiences regarding the challenges and successes of inclusive education. Alongside, an extensive analysis of documents, such as policies, guidelines, and regulations governing inclusive education, is undertaken. This approach enables a comprehensive understanding of the current state of inclusive education, identifying both the practical and systemic barriers to its effective implementation. Through this methodology, the research seeks to offer a nuanced perspective on how inclusive education is perceived and enacted in North Sumatra, highlighting areas for improvement and potential strategies for advancement. The findings indicate that negative perceptions and stereotypes still influence children with special needs in cultural social simulations, affecting their identity and limiting their participation. Despite efforts towards inclusive education in North Sumatra, regulations and implementation face challenges. Therefore, further efforts are needed to raise public awareness, support more effective inclusive education, change perceptions and stereotypes, and ensure a positive identity and full participation for children with special needs

Abstract

Penelitian ini bertujuan untuk menganalisis keberpihakan pemerintah terhadap Usaha Mikro Kecil dan Menengah (UMKM) sebagai upaya pemulihan ekonomi di Kota Medan akibat dampak Pandemi Covid-19. Fokus utama penelitian ini adalah mengkaji perkembangan UMKM di Kota Medan selama pandemi, menganalisis kebijakan yang diterapkan pemerintah, dan mencari solusi untuk pengembangan UMKM di masa sulit ini. Metode yang digunakan adalah penelitian kualitatif, yang memungkinkan pemahaman mendalam mengenai realitas keberpihakan pemerintah terhadap UMKM dalam konteks pemulihan ekonomi. Hasil penelitian menunjukkan bahwa keberpihakan pemerintah tercermin dalam kebijakan jangka pendek, seperti bantuan keuangan melalui pinjaman lunak dan bantuan langsung tunai, yang berfungsi untuk memberikan dukungan segera bagi kelangsungan usaha. Selain itu, strategi jangka panjang difokuskan pada pengenalan dan penggunaan teknologi digital bagi UMKM, serta persiapan untuk memasuki era Industri 4.0. Manfaat praktis dari penelitian ini adalah memberikan implikasi signifikan bagi pengambil keputusan di tingkat pemerintah, pelaku UMKM, dan pemangku kepentingan lainnya. Dengan memahami kebijakan yang efektif, pemerintah dapat merumuskan strategi yang lebih tepat untuk mendukung UMKM, sedangkan pelaku UMKM dapat memanfaatkan informasi ini untuk beradaptasi dengan teknologi baru, meningkatkan daya saing mereka di pasar. Secara keseluruhan, penelitian ini diharapkan dapat memberikan kontribusi dalam memperkuat ekosistem UMKM di Kota Medan dan mempercepat proses pemulihan ekonomi pascapandemi.
