<![CDATA[Depok, the location where the first case of COVID-19 was found in Indonesia, recorded 4 cases of death of health workers with 1 clinic at the RSUD Kota Depok and 3 local cliniccs were forced to be close because their health workers were confirmed positive for COVID-19. This condition then indicates a problem to protect health workers during the COVID-19 pandemic. Indonesia national government actually has prepared series of related policy which were then delegated to local governments to be adapted to their needs. However, the Depok Government seems to be unable to develop local regulations to answer more specific challenges to protect health workers. This study aims to analyze the problems in the political process as an effort to protect health workers in Depok. By using qualitatve approach and data from depth interviews with relevant informants, and referring to the study of Gaskell, et al. (2020) on the political process in the governance system for the protection of health workers, it shows that there have been problems in the political process that have affected problem of the policy governance system. This is due to miscommunication and distrust among related actors including executives, executives, and health workers.AbstrakDepok, tempat ditemukannya kasus pertama COVID-19 di Indonesia, berhadapan dengan masalah tata kelola perlindungan tenaga kesehatan. Tercatat 4 kasus kematian tenaga kesehatan pada tahun 2020-2021. Selain itu, 1 poli rawat jalan di RSUD Kota Depok dan 3 Puskesmas terpaksa ditutup karena lebih dari 24 tenaga kesehatannya terkonfirmasi positif virus menular tersebut. Kondisi ini mengindikasikan adanya masalah dalam perlindungan tenaga kesehatan di masa pandemi COVID-19. Penelitian ini bertujuan menganalisis masalah proses politik dalam upaya perlindungan tenaga kesehatan di Depok. Pemerintah Pusat telah mengeluarkan serangkaian kebijakan terkait perlindungan tenaga kesehatan yang kemudian mendelegasikan kewenangannya kepada Pemerintah Daerah untuk disesuaikan dengan kebutuhan. Akan tetapi, penelitian ini menemukan bahwa Pemerintah Kota Depok tidak mengontekstualisasikan regulasi tersebut untuk menjawab kebutuhan yang lebih spesifik terkait perlindungan tenaga kesehatan. Dengan menggunakan pendekatan kualitatif dan menggunakan data hasil wawancara dengan narasumber terkait, serta mengacu pada studi Gaskell, dkk. (2020) tentang proses politik dalam sistem tata kelola perlindungan tenaga kesehatan, penelitian ini menunjukkan hasil bahwa telah terjadi masalah dalam proses politik yang berpengaruh pada lemahnya sistem tata kelola kebijakan. Hal ini diakibatkan oleh adanya miskomunikasi dan ketidakpercayaan antar berbagai aktor politik terkait termasuk legislatif, eksekutif, dan tenaga kesehatan.]]>
