Abstract

Decentralization represents a good opportunity to improve health services. Specifically, decentralization and related steps can lead to conditions in which district institutions have many discretionary authorities and choices to offer high quality services, and people have the information, financial means, and bargaining power required to elicit appropriate responses. Howeaer, the overall impacts of decentralization on health service depends on its design and institutional arrangements. These need to be supported by appropriate policy instruments and mechanisms.

Abstract

The thesis of this paper is that the images of administrative quality that characterized defenses of administrative power contains dilemmas of gender. The intellectual assumptions, definitions of knowledge, and values that shape administrative thinking, and in turn the conditions of peoples live are likely to remain as masculine. In either case, if the structural nature of public administration is still based on the culturally masculine qualities, advancing equal opportunity and action for both women and men, cannot be counted on in and of themselves to change the tenor of public administrative affairs.

Abstract

 Artikel ini mendiskusikan keberadaan industri rambut dan bulu mata palsu yang memberikan kemudahan aksesibilitas bagi perempuan untuk bekerja dan menghasilkan upah yang layak. Melalui kerja yang dibayar perempuan menjadi mandiri, dan memiliki status sosial yang meningkat. Namun masalah muncul pada saat perempuan bekerja, masalah tersebut berkaitan dengan pengasuhan dan pendidikan anak, beban ganda, disharmonisasi keluarga dan tingkat gugat cerai yang tinggi. Tujuan penulisan artikel ini menganalisis dampak industrialisasi dan respon negara dalam kebijakan ramah perempuan dan anak. Penelitian ini menggunakan metode mixed methode dengan subyek penelitian buruh perempuan dan keluarga, pelaku industri, aparat pemerintah daerah dan tokoh masyarakat. Hasil penelitian menunjukkan perempuan buruh memiliki peran baru sebagai pencari nafkah utama danmandirisecara ekonomi, peningkatan partisipasi kerja perempuan dan tata nilai baru dalam masyarakat yang menganggap perempuan lebih dominan dibandingkan laki-laki, kebijakan ramah perempuan belum menyentuh persoalan sebenarnya dalam mewujudkan keadilan dan kesetaraan gender.

Abstract

This article provides a systematic literature review (SLR) of Environmental Impact Assessments(EIA) in Public Administration (PA), analysing scholarly articles published between 1971 and 2023 through bibliometric and qualitative methods. Using VOSviewer for quantitative insights and qualitative analysis, the study comprehensively examines the evolution and thematic trends of EIA research. It identifies critical themes like public participation, regulatory frameworks, and environmental integration that shape EIA practices. Analysing 287 journal articles, the review shows that public participation is a dominant theme, reflecting a shift toward inclusive, participatory governance. This transition includes climate change considerations in EIA processes and the use of advanced technologies like remote sensing and AI to improve accuracy and efficiency. EIA research has evolved from strict regulatory compliance to broader, tech-enhanced, participatory approaches. This SLR tracks EIA studies' historical progression and diversification, revealing emerging trends and gaps while laying a foundation for future research. It offers valuable insights into environmental assessment and public policy, contributing significantly to environmental management discourse.

Abstract

This study aims to explore how culturally rooted moral crises can trigger the emergence of collaborative governance in rural tourism development. While collaborative governance has become a normative approach in sustainable tourism, existing literature rarely examines how emotionally charged incidents catalyze stakeholder mobilization. This research investigates the case of Kaligono Village, Indonesia, where the misuse of a sacred waterfall provoked widespread moral outrage and initiated community-led governance transformation. Using a single embedded case study design, data were collected through 19 in-depth interviews, participant observation, and document analysis over six months. The findings show that the moral crisis activated inclusive village deliberations, reasserted collective values, and fostered grassroots leadership. These dynamics evolved into a formalized collaborative governance regime featuring dual Pokdarwis (tourism groups), village regulations, enforceable SOPs, and multi-level partnerships. The study introduces the concept of crisis-led collaborative genesis, emphasizing the role of moral rupture in aligning stakeholders through shared cultural identity and emotional resonance. It concludes that in contexts of strong cultural cohesion, a crisis can serve as a disruption and a foundational moment for participatory and resilient governance. These insights offer practical implications for tourism planning in culturally embedded rural settings.
