Abstract

Abstract In order to maintain the sovereignty and territorial integrity of a country, a strong and resilient defense is needed to deal with threats that may come from outside the country or within the country, carried out by state actors and non-state actors. Indonesia adheres to a universal defense system (Sishanta), which is a defense system that involves all components of the nation to participate in national defense efforts because actually defense efforts are not only the responsibility of members of the Indonesian National Armed Forces (TNI) but also the rights and obligations of all Indonesian people in particular. The State Civil Apparatus (ASN), is a tool of the state and functions as a unifier of the nation. Sishanta consists of three components, namely: main components, spare components, and supporting components. The Ministry of State Apparatus Empowerment and Bureaucratic Reform (MenPAN-RB) issued circular letter No. 27 of 2021 as a legal basis for ASN participation in national reserve component training (Komcad), ASN is expected to join Komcad in order to strengthen national defense. The research method used is a descriptive research method with a qualitative approach by conducting a literature review. The results showed that ASN participation in the Komcad program was still very low at only 0.05% of the total ASN who met the age requirements to register. Abstract

Jakat Beach is one of the belle of tourism in Bengkulu City, this is due to the tourist location which is only one kilometer from the center of Bengkulu City and easy access to tourist sites. But of course in the development of tourist objects need the readiness of the community as managers of tourist objects. Community-based tourism development is one of the tourism concepts that is expected to optimize the benefits felt by the community. This study aims to analyze the readiness of the people of Bengkulu City in developing community-based tourism objects in their area and realizing sustainable community-based tourism. This research was conducted using a qualitative approach by conducting interviews with the community and various stakeholders involved in the development effort. The analytical framework used to identify the condition of community readiness is the stages prepared by the Asia-Pacific Economy Cooperation (APEC). The results showed that the people of Bengkulu City had good readiness to be able to develop activities based on the 9 required stages, the people of Bengkulu City had reached the 7th stage. Therefore, the community needs to prepare several things so that tourism development can be sustainable. Keywords: Community Based Tourism, Jakat Beach

Abstract

ABSTRACT This study focuses on problems related to the collection of retribution for traditional markets which are often bogus, causing the local revenue in Tabanan Regency to be less than optimal. This study aims to explain the process of implementing the traditional market e-retribution policy to prevent leakage of local revenue in Tabanan Regency. The research method used is a qualitative research with a descriptive approach. Data collection techniques using interviews, observation, and documentation. The results of this study indicate that the presence of e-retribution in traditional markets is very influential on increasing local revenue in Tabanan Regency, which can be seen from the comparison of regional original income before the use of e-retribution and after the use of e-retribution in traditional markets. The data shows that there is a significant increase in income from the traditional market retribution sector after the implementation of the e-retribution program at traditional markets in Tabanan Regency. Barriers to the implementation of e-retribution are constrained by human resources and are also related to operations in traditional markets, so that not all traders are provided with a QR code scan tool for the implementation of this e-retribution.
