Abstract

Lingkungan strategis global, regional dan nasional berdampak kepada ancaman faktual dan potensial yang terjadi harus diantisipasi dengan system pertahanan dan keamanan terbaik dengan melibatkan seluruh sumberdaya nasional. Salah satu yang menjadi perhatian adalah bagaimana persenjataan Angkatan laut dapat digunakan untuk mendukung fungsi dan tugas pokok dalam pertahanan negara sebagai komponen utama kekuatan maritim. Dinamika persenjataan Angkatan laut dalam pembahasan tulisan ini harus dapat memperhatikan kondisi karakteristik laut Indonesia dan juga kebutuhan dalam menindak ancaman faktual dan potensial,satu hal yang menjadi kekhususan dalam penggunaan kekuatan angkatan laut adalah fungsi diplomasi, hal ini mempengaruhi penggunaan persenjataan Angkatan laut mana kala harus keluar wilayah kedaulatan untuk mengemban fungsi diplomasi internasional, keterkaitan dengan dukungan anggaran juga menjadi penting mengingat outcome dari dukungan persenjataan ini bukan hanya kepada keberhasilan tugas pokok dan fungsi angkatan laut tetapi juga kemanfaatan terhadap ekonomi nasional bisa didapatkan dengan tata kelola yang baik. Sebagai kesimpulan dari tulisan ini adalah, kebutuhan alutsista Angkatan laut harus memperhatikan karakteristik laut Indonesia, ancaman yang dihadapi, fungsi khusus Angkatan laut dan juga dipengaruhi oleh dukungan anggaran.

Dinamika Alutsista TNI AL dalam pembahasan tulisan ini harus dapat memperhatikan kondisi karakteristik laut Indonesia dan juga kebutuhan dalam menindak ancaman faktual dan potensial,satu hal yang menjadi kekhususan dalam penggunaan kekuatan angkatan laut adalah fungsi diplomasi, hal ini mempengaruhi penggunaan Alutsista TNI AL mana kala harus keluar wilayah kedaulatan untuk mengemban fungsi diplomasi internasional, keterkaitan dengan dukungan anggaran juga menjadi penting mengingat outcome dari dukungan Alutsista ini bukan hanya kepada keberhasilan tugas pokok dan fungsi Angkatan laut tetapi juga kemanfaatan terhadap ekonomi nasional bisa didapatkan dengan tata Kelola yang baik. One of the concerns is how naval equipment and weapons can be used to support the main functions and tasks in national defense as the main component of maritime power. The dynamics of naval equipment and weaponry in the discussion of this paper must be able to pay attention to the condition of the characteristics of the Indonesian sea and also the need to act on factual and potential threats, one thing that is special in the use of naval power is the function of diplomacy, this affects the use of naval equipment and weaponry. when it comes to leaving the sovereign territory to carry out the function of international diplomacy, the link with budgetary support is also important considering the outcome of this equipment and weapon support is not only the success of the main tasks and functions of the Navy but also benefits to the national economy can be obtained with good governance. . The conclusion of this paper is, the need for the Navy's defense equipment must pay attention to the characteristics of the Indonesian sea, the threats it faces, the special functions of the Navy and are also influenced by budgetary support.Keywords: equipment and weaponry, implementation, navy, diplomacy, maritime, budget

Abstract

Early detection of radicalism, extremism, and terrorism is still not optimal. The reason is because of the limitations of the task force and prevention forums in involving the community. Several studies show that community participation is needed in the early detection. Strengthening community participation will be better by empowering organizations that are close to the community such as RT and RW. Therefore, this paper discusses the role of RT and RW in the early detection of radicalism, extremism, and terrorism including identifying the efforts that need to be made to optimize them. The method applied in this paper is library research with data and information sources from several books, journals, documentation, and legal products. The author analyzes data and information by reducing data, classifying data and processing data qualitatively. The results of the study show that RT and RW have an important role in the early detection of radicalism, extremism, and terrorism. Optimizing the empowerment of RT and RW in increasing early detection of radicalism, extremism, and terrorism is much more effective and efficient than prevention forums or task forces which are all temporary. Optimization of empowerment is achieved by improving the quality of several factors which include facilities and infrastructure, budget, human resources, and more productive work mechanisms.

Abstract

TNI Manunggal Membangun Desa (TMMD) is one form of military operations other than war as regulated in Law Number 34 of 2004 concerning the ability of the Indonesian National Army (TNI) to assist local government tasks in development. It is a collaborative activity between the regional commando unit at the district level (Kodim), where the implementation process fulfils the basic elements in management. The formulation of the problem in this research is how the basic management process in the implementation of TMMD Sengkuyung Phase 3 Kodim 0707/Wonosobo and how the development of state defense awareness can be carried out through these activities. The purpose of this research is to explain how the basic management process in the implementation of TMMD Sengkuyung Phase III Kodim 0707/Wonosobo and find out what activities are carried out through TMMD Sengkuyung Phase III for the Year 2021 Kodim 0707/Wonosobo in order to increase awareness of defending the state. The method used in this study is a qualitative research method where the basic theory of management testing will be carried out on the phenomenon that occurs, namely the process of implementing TMMD Sengkuyung as an effort to increase awareness of defending the country.

Abstract

Dalam rangka penegakan hukum di wilayah perairan dan yurisdiksi Indonesia, khususnya dalam melaksanakan patroli keamanan dan keselamatan sesuai UU No. 32, sudah seharusnya Badan Keamanan Laut Indonesia melaksanakan tugas tersebut. BAKAMLA (Badan Keamanan Laut) merupakan revitalisasi dan penguatan kapasitas kelembagaan dari Badan Koordinasi Keamanan Laut. Dalam melaksanakan operasinya, BAKAMLA memerlukan pola pelaksanaan operasi bersama keamanan laut melalui Gelar Kekuatan Operasi Bersama keamanan laut yang selama ini dilakukan. Pelaksanaan gelar operasi tersebut perlu dikaji atau ditelaah, salah satunya dalam hal kesesuaian dengan jumlah kejadian kejahatan di laut yang semakin marak terjadi di wilayah perairan yurisdiksi Indonesia. Jenis-jenis pelanggaran dan kejahatan itu meliputi, pelanggaran atau tindak pidana di laut.

Abstract

The Man behind the gun, pertahanan negara merupakan bidang yang sangat penting untuk diwujudkan menjadi kuat, namun banyak kendala untuk mencapai tujuan pertahanan yang diinginkan, dari berbagai kendala yang menjadi prioritas adalah dengan menuiapkan sumber daya manusia yang berkualitas. Di tengah arus globalisasi yang demikian besar dan sebagai negara demokrasi, peranan sipil dan militer sama pentingnya dalam mewujudkan SDM yang dapat menghasilkan teknologi pertahanan yang memiliki efek deterrence. Perubahan teknologi pertahanan berkaitan pula dengan revolusi dalam urusan-urusan kemiliteran (Revolution in Military Affairs/RMA) yang terus bergerak maju dan mempengaruhi pula interaksi hubungan internasional. Dengan memperhatikan dinamika politik internasional, RMA dan SDM yang ada saat ini, kerangka konseptual yang digunakan dalam tulisan ini tidak terlepas dari aspek tersebut dengan tetap berpegang teguh pada sejarah dan ideologi negara Pancasila. Hal ini dimaksudkan guna mewujudkan SDM handal tanpa lepas jati dirinya untuk mencapai kepentingan nasional Indonesia. Dalam menghadapi perubahan, peranan pendidikan diperlukan sebagai lembaga yang terus mengikuti perubahan secara aktual dan faktual. Selain itu, penelitian dan pengembangan juga dilakukan oleh lembaga pendidikan dalam mewujudkan SDM yang handal. Demikian pula dalam hal pertahanan, Indonesia telah memiliki Universitas Pertahanan Indonesia yang berkaitan dengan topik-topik pertahanan. Kerja sama dengan lembaga pendidikan lain secara otomatis akan dilakukan melalui masing-masing individu yang telah, sedang dan akan melakukan penelitian terkait dengan pertahanan. Peranan Universitas Pertahanan Indonesia ini akan semakin penting di masa mendatang dengan membangun kerja sama dengan lembaga pendidikan, lembaga penelitian, dan sebagainya yang berada di lingkungan sipil maupun militer

Abstract

The maritime axis is now increasingly popular and attracts the attention of many parties, including the mass media which also often brings up the term in the news in recent times. The emergence of the term cannot be separated from the idea of ​​President Joko Widodo who wants to make Indonesia as the world's maritime axis, also wants to make Indonesian waters a territory safe waters in the world for all marine activities, and for that, the government will ensure security and safety of sea transportation carried out by the community and business actors. The development of maritime affairs cannot be done all at once. To optimize maritime development at the national level, regional and global, and especially in achieving the world maritime axis requires direction, orientation, strategy, and anticipation of effective, consistent, and sustainable development. Therefore, the researcher saw the implementation of the maritime axis from a policy perspective. Issues that will be the focus of this research are firstly how the development of the world maritime axis concept in Indonesia, secondly how to implement Indonesia's maritime axis from a policy perspective. The purpose of this research is to know the development of the concept of the world maritime axis in Indonesia and its implementation. Based on the results of research that Indonesia has implemented the concept of the world maritime axis by issuing policies and their implementation; it is recommended that Indonesia has a pivot law maritime world to answer challenges to realize Indonesia's excellence. The uses of this research order to information and development of law and practice as input for stakeholders including the Government, experts, academics, practitioners and the public.

Abstract

TNI as a means of state defence is who in charge to carrying out state defence to uphold state sovereignty, maintain territorial integrity, and protect the safety of the nation. For military organizations, leadership is the main thing needed, every military soldier is always ready to carry out orders from superiors, leadership attitudes to defend and develop themselves personally are very much needed both in everyday life or during combat. Transformational leadership is characterized by a leader working with subordinates to identify needed change, creating a vision to guide change through inspiration, and implementing the change together with committed group members. This study uses a descriptive qualitative approach as the main writing approach. The data used in this paper is secondary data. A transformational leader will be able to make positive changes in the organization. Transformational leadership in the industrial era 4.0 generates commitment from all stakeholders involved and increases the satisfaction and trust of everyone involved in the organization. The conclusion in the study: a good TNI leadership model is a transformational leadership model that emphasizes a leader motivating his subordinates to carry out responsibilities

Abstract

The South China Sea is a strategic water area and is rich in natural resources. The South China Sea dispute is the hottest dispute in the 21st century, in which China and most ASEAN members are involved indirectly. China's unilateral claim of ownership of the South China Sea area using the nine dash line principle and maritime power has triggered a response from surrounding countries, including Indonesia. For Indonesia itself, its main concern in this conflict is to maintain the security of its country and protect the vulnerable island of Natuna. In this study, we will discuss the dynamics of the China Maritime Militia conflict in the South China Sea against the sovereignty of the Indonesian state and ASEAN countries. This study uses a qualitative method with a literature study approach where the data sources used are journals, articles, books and other relevant sources. Based on the results of the study, it was concluded that the disputes that occurred in the South China Sea were disputes between countries, because the actors were not only claiming countries but also other countries with an interest in the region. Therefore, the strategy taken in efforts to resolve the China Maritime Militia dispute in the South China Sea is to strengthen the capacity of maritime security enforcement and command for various Indonesian maritime law enforcement agencies, and take a free and active approach that is manifested in support and participation in regional organizations such as ASEAN

Abstract

In order to support food security, it would be better if the food priority is not only limited to rice, but also supports and optimizes the diversity of technology-based products such as hydroponic vegetables. In Medan City, the hydroponic market was still relatively small. This was seen from the unavailability of hydroponic products sold in various shopping canters. The objective of the study was to identify the internal and external factors in increasing the management of hydroponic vegetables and to formulate the development strategy of hydroponic vegetables in Medan, in order to support food security. The research used a descriptive analytic method by using SWOT, defence management, and food security theory. The samples were taken by using snowball sampling technique. Respondents consisted of several farmers, members of the Hydroponic Community in Medan City (HCM), consumers, officials of the Food Security Agency (BKP) of Medan, and a counsellor from the Agriculture Agency. SWOT matrix analysis of internal and external factors of the Food Security Agency (BKP), Medan showed that the hydroponic vegetables farming development strategy was in quadrant one. The recommended strategy was aggressive strategy which was focused on using strength and opportunity owned by the Food Security Agency (BKP) in order to cope with weakness and threat
