Abstract

The concept of dynamic capabilities introduced by Teece and Pisano in 1994 emphasizes the key role of strategic management in adapting, integrating, and reconfiguring internal and external organizational skills, resources and functional competencies appropriately to a changing environment. Various problems that often occur in the public sector in Indonesia are due to environmental changes such as the emergence of the Covid-19 pandemic and the competition between the public sector itself in providing excellent service. This study uses a qualitative method with a descriptive approach. The results showed that the dynamic capabilities applied were based on three things, namely Organizational and Managerial Processes, Positions and Path Dependencies. Based on these three points, the Kendari City Population and Civil Registry Office has proven to have carried out its duties and made every effort possible by utilizing technology and adopting innovations in the face of a rapidly changing environment. However, in implementing the Jaga Kendari application, people complain starting from the network that does not support, inadequate facilities and infrastructure and there are still many people who are still unfamiliar with the application of the internet system because of the lack of effective socialization to the community.

Abstract

This study aims to describe and analyze the performance of the state civil apparatus (study of the Population and Civil Registration Office of Bulukumba Regency) to describe and analyze the factors that influence the performance of the state civil apparatus at the population and civil registration office of Bulukumba Regency. This research was carried out at the Population and Civil Registration Office of Bulukumba Regency. This type of research is a qualitative research to analyze events in the field and match the existing theory with a case study approach. Data collection techniques are through observation, interviews and documentation. The results showed: The performance of the State electoral apparatus in the Population and Registration Service of Bulukumba Regency as seen from the elements: Productivity, Service Quality, Responsiveness and Accountability has looked good. encourage the creation of performance providing opportunities for subordinates, competence, commitment and motivation factors can support so that the performance of the state civil apparatus in the future can be improved.”

Abstract

The pattern of perception is the result of the perception of individual actors which can develop through interactions between actors in the process of formulating public policies. The formulation of the ABPD change consists of actors who have the interests of both the government and the legislature to reach an agreement. The purpose of this research is to find out the pattern of perceptions between actors in the formulation of the 2020 Revised APBD in Makassar City. The research method used is a descriptive qualitative model that seeks to explain phenomena in depth through interviews, observations, and field documentation. The technique of analyzing data from research results is carried out through data triangulation so that the data obtained can be relevant to existing concepts. The results of the study show that the perception pattern in the formulation of the Makassar City APBD draft among the actors involved has various perceptions which causes no agreement between the actors. This can be seen from two main aspects, namely content and level of trust. the substance of the draft APBD The proposed changes are considered not fully oriented towards the public interest and are considered to have unclear aims and objectives. The lack of clarity on the objectives of the activities to be carried out in the proposed revised APBD has not been able to create a good level of trust for all actors, especially for the legislative group. So in conclusion it is necessary to discuss the budget which focuses on issues that are oriented to the public interest.
