Abstract

This research examines rural democratic system in the election of Village Head of Batu Timbau by involving adat (customary) institution. In data collection, this research used interviews, as well as observation, and documentation; and in analyzing data, a descriptive qualitative method was employed. The study concludes that any candidate should be a member of customary community and hold a recommendation from village customary institution. This rule was made based on the agreement among village government, customary institution, and community leader aiming at preserving cultural heritage, customary land, and customary rights. In fact, the elected village government of Batu Timbau has adopted rural democractic system with adat characteristics

Abstract

Penelitian ini berusaha mendeskripsikan sebuah upaya dalam percepatan pembangunan Ibu Kota Nusantara (IKN) di masa datang melalui kajian perspektif komunikasi politik. Komunikasi Politik diperukan dalam upaya membangun sebuah komunikasi kepada seluruh stakeholders untuk mengathui tantangan pembangunan IKN di masa datang. Selain itu penelitian ini memberikan sebuah gambaran langkah strategis agar pembangunan IKN berlangsung secara optimal yaitu melalui strategi komunikasi politik adapun yaitu strategi komunikasi politik melalui representasi identitas budaya dalam pembangunan ikn, strategi komunikasi politik melalui pemahaman terhadap keberagaman budaya dan kondisi sosial ekonomi penduduk lokal perlu disiapkan, strategi komunikasi politik melalui keberlanjutan penghidupan penduduk lokal, diperlukan sinergi budaya dan kearifan lokal dengan pemanfaatan teknologi dan inovasi. Sehingga asas-asas dalam perencanaan ibu kota dapat terealisasi dengan optimal dan menuju kota berkelanjutan. Artinya, setiap narasi perlu dirancang untuk menerjemahkan bahwa ibu kota negara bukan hanya ibu kota pemerintah, namun juga ibu kota publik, ibu kota sebagai pusat pemulihan harapan dan pemerataan kesejahteraan masyarakat. Melihat persoalan tersebut maka diperlukan sebuah konsep kominkasi poitik sebagai upaya menghadapi tantangan pembangunan IKN dimasa datang

Abstract

The selection of census and survey enumerators plays a crucial role in ensuring the quality of statistical data produced by Statistics Indonesia (BPS). However, at BPS Kutai Kartanegara Regency, the recruitment process for field enumerators remains administrative and lacks measurable and systematic criteria. The number of accepted enumerators is also disproportionate to actual needs. In 2024, out of 992 applicants, 784 were accepted, but only around 112 individuals (15%) were involved in field activities throughout the year. The unclear selection and assignment criteria creates an impression of subjectivity, resource inefficiency, and potential decline in public trust toward the recruitment process.This study aims to identify, analyze, and prioritize the selection criteria for census and survey enumerators to strengthen the recruitment governance. The Analytical Hierarchy Process (AHP) was employed, as it allows systematic weighting of various criteria through expert judgment and enables objective quantification of qualitative aspects. A total of 21 expert respondents were purposively selected based on their experience in recruitment and field implementation. Although limited in number, this approach emphasizes expertise validity and logical consistency (CR ≤ 0.1) over statistical representativeness. The main criteria were analyzed, namely: field experience, basic competence, digital literacy, commitment and integrity, as well as attitude and work ethics. The results show that attitude and work ethics, along with commitment and integrity, hold the highest weights of importance. This study offers an evidence-based analytical framework that can be replicated to improve recruitment governance for census and survey enumerators at the local/regional level.

Abstract

This study evaluates the implementation of the “Kalimantan Timur Tuntas” Scholarship Program in Samarinda using William Dunn’s program evaluation framework, which includes six key criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research applies a qualitative descriptive approach by collecting data through interviews with stakeholders, direct observations, and analysis of relevant secondary documents. The scholarship program, launched in 2019 and managed by the East Borneo Scholarship Management Agency, aims to provide equitable access to higher education and foster the development of competitive human resources in anticipation of the region’s strategic role as the location of Indonesia's future capital, Nusantara. Findings indicate that the program has made significant progress in expanding educational opportunities, particularly for marginalized groups. However, several systemic challenges persist, including uneven distribution of benefits favoring urban areas, limited adaptability to economic fluctuations (such as inflation), and inadequate mechanisms for real-time feedback and program adjustment. Moreover, discrepancies in administrative execution and gaps in digital infrastructure have hindered accessibility for students in remote and underdeveloped regions. The study underscores the need for more inclusive and adaptive policy designs that account for regional disparities. Recommendations include adopting a dynamic and needs-based allocation model, enhancing inter-agency data integration, increasing transparency in the selection process, and establishing a participatory monitoring and evaluation system. The study concludes that while the program contributes to educational equity in Kalimantan Timur, further improvements are necessary to ensure long-term effectiveness and sustainability in achieving the broader goal of social mobility and human capital development.
