Abstract

The purpose of this study was to explore, analyze and reveal the process of implementing local government policies in the effort to fulfill the infrastructure of the New School Unit of Junior High School in Singkawang City. The approach used in this study is qualitative with the type of descriptive research in the form of case studies. Planning the Planning Process of the Development Policy Implementation of the New School Unit of SMP Negeri 20 Singkawang is carried out by the agency and the school. The agency makes technical instructions for implementing new student admissions that refer to ministerial regulations. The involvement of various parties and the availability of supporting data is needed in the planning process of Singkawang Junior High School New School Unit Development. The results obtained from this study are (1) Planning of the Planning Process of the Development Policy Implementation of the NewSchool Unit of SMP Negeri 20 Singkawang carried out by the agency and the school; (2) The Implementation of Development Policy for the New School Unit of SMP Negeri 20 Singkawang is carried out in accordance with the existing technical guidelines; (3) The role of stakeholders in the implementation of local government policies in the effort to fulfill the infrastructure of the SMP Negeri 20 Singkawang New School Unit in Singkawang City, in accordance with the respective authorities and abilities; (4) Evaluation is carried out to see which stages or parts still need improvement.

Abstract

The filial school is one of the model of school development where learners study and learn various skills as the basic capital to continue to higher education level. The responsibility of the school's management is fully filial by the parent school in accordance with the quality standards of education services. This research aims to reveal the management of philial school development on the standard of management at Singkawang 11 State Junior High School (SMP Negeri 11 Singkawang ) with the focus of: 1) development planning of filial school in management standard, 2) organizing the development of filial school in management standard, 3) implementation of filial school development on management standard, 4) supervision of filial school development on management standards, 5) constraints faced in the development of filial schools on management standards, and 6) efforts undertaken in the development of filial schools on management standards. The research method used descriptive research with qualitative approach. Data collected by in-depth interviews, participant observation, documentation and analyzed by data reduction, data presentation, conclusion or verification. Testing of data reliability is done by extending the observation period, and triangulation and member checking. The results of the study conclude: 1) Filial School Development Planning in Management Standards, has been done by Singkawang 11 State Junior High School  by making the vision and mission is implied that support the implementation of philial school development and has been socialized and arranged based on consultation with certain teachers by considering the needs of the school as a basis making, 2) organizing the development of filial schools on the standard of management, that the head of Singkawang 11 State Junior High School  has arranged the organizational structure in connection with the division of main tasks and functions of the teacher and socialized. 3) Implementing the development of filial schools on the standard of management that Singkawang 11 State Junior High School  refers to document I which includes all aspects of school management including philial schools covering curriculum aspects, student aspects, educator aspect and educational staff, aspects of facilities and infrastructure, finance and financing , school culture and school areas, school committees and partnerships, and school management information systems, 4) supervision of filial school development on process standards, that Singkawang 11 State Junior High School  has conducted School Self Evaluation (EDS) conducted annually as a basis for preparation of the Plan School Work (RKS) and principals have conducted classroom supervision activities on teachers. For managerial supervision of the eight national standards of education by school supervisors has been undertaken but not scheduled, 5) The barriers faced in the development of filial schools in management standards consist of internal (internal) and external (external) barriers. obstacles from within include the limitations of learning facilities and infrastructure of students in the form of limited learning buildings, laboratories, libraries, canteen, prayer room, learning books and desks and student learning seats. External obstacles in the form of poor, perforated, and muddy access roads make it difficult for teachers to carry out teaching duties at the filial schools. 6) The efforts made in the development of filial schools in the management standards include the proposal for the rehabilitation of the 2017 study by the principal to the education and cultural offices of Singkawang city, the cooperation of the principal of Singkawang 11 State Junior High School with Singkawang 3 State Junior High School in a grant program of learning facilities in the form of help desk and desk study as well as reference books for studying students in filial schools.

Abstract

The objectives of this study include 1) describing and analyzing evaluations on context components which include: the development of the school's vision and mission that describes the objectives of Full Day School implementation in Singkawang 10 State Senior High School (SMAN 10 Singkawang); 2) Describe and analyze evaluations on input components which include: curriculum development, educators, administrative personnel, facilities and infrastructure as well as financing in accordance with educational standards; 3) describe and analyze evaluations on process components which include: learning process, management in accordance with educational standards; 4) describe and analyze evaluations on product components which include: UN scores and graduation for the 12th year students of the current year 2016-2018. This study uses a qualitative approach with a descriptive type of research. From the data collected at the time of the research on the Evaluation of FDS Program at SMAN 10 Singkawang, the Context, Input, Process and Product evaluation obtained the following results: 1) In the evaluation of the context, the Vision and Mission of SMAN 10 Singkawang was in accordance with education. character based and government objectives in the FDS program; 2) In the Input evaluation it was concluded that the curriculum used in SMAN 10 Singkawang still refers to the KTSP and K13 curriculum, lack of teachers and TU and the lack of facilities and infrastructure available in schools; 3) In the process evaluation includes the learning process that has been carried out according to SNP standards, the teacher makes a lesson plan (RPP) as a PBM guide and is supervised by the Principal regularly and the Principal designs the school budget by arranging the RKAS within one year from the committee funding sources and BOSS; 4) Results of discussion about the results The product evaluation includes learning outcomes during the FDS implementation at SMAN 10 Singkawang can be concluded that during the 3 years running the implementation of FDS in SMAN 10 Singkawang has not improved the quality of education (seen from the UN average score data). Still below the average 6.00 (SNP standard).

Abstract

The purpose of this study is to describe the planning of accreditation-based management standards at the community learning center (PKBM) of Pondok Hijau in Pontianak and describe the planning of accreditation-based management standards at the learning center of Pondok Hijau Pontianak community. The approach used in this study is qualitative research, with ethnographic procedures, because researchers intend to explore in-depth and comprehensive information, then analyze, and interpret individual patterns or behaviors that develop over time in non-formal education units, namely PKBM. As for the object of research or data sources (informants) are: Chairperson, GTK, parents of students, figures/forums representative of the local community, Department of Education and Culture, as well as partners of education units that are used as research objects in PKBM Pondok Hijau Pontianak, and research results more emphasis on meaning than generalization. The results obtained from this study are 1) planning for the implementation of management standards has met the maximum achievement according to the PKBM unit accreditation assessment rubric; 2) implementation of management standards still need to be more intensively involved with related parties; 3) supervision ofthe implementation of management standards has not met the maximum achievement according to the accreditation guidelines; and 4) reports on the implementation of management standards meet the maximum achievements according to the rubric of accreditation assessment for PKBM clusters, both the results of activities and finances are reported in full per activity, submitted periodically to the relevant parties.

Abstract

The quality of education is a benchmark in assessing the success of the school in creating qualified students. It is appropriate if the school or institution can maintain and improve the quality of its education. Improving the quality of education is influenced by many factors, such as the leadership of the manager, the professionalism of the teacher, and the support of the teaching and education personnel in the institution. The purpose of this study was to obtain information about improving the quality of PAUD that focused on how planning, management, evaluation, inhibiting and supporting factors in the implementation of Handayani PAUD quality improvement, as well as efforts made to overcome the obstacles found in applying quality improvement planning. This research uses descriptive qualitative method. Data collection procedure techniques used are field research techniques while the methods used are observation, interviews, and documentation. Subjects in this study were managers, teachers, and education personnel in Handayani PAUD. The results of this study indicate that: (1) improving the quality of institutions can occur if there are plans and programs that are prepared and disseminated by joint managers of educators and education personnel and related parties, (2) management of quality improvement needs the support of all parties in the institution, (3) the evaluation of the improvement of the quality of education by the manager by supervising it periodically and continuously, and the manager should also involve the role of the supervisor to help supervise the program management in the institution, (4) the commitment of all parties in the institution is a supporting factor while less optimal evaluation from the manager, educational background of educators that are not appropriate and the professionalism of educators in carrying out the learning process is one of the inhibiting factors, and (5) the efforts made to overcome obstacles are by involving educators and education personnel in workshops or training mbingan and motivation, as well as planning to form a parenting program with parents of students around the institution's environment because the quality of education will increase and be carried out well with joint efforts, maximum control and evaluation of managers and related parties.

Abstract

Empowerment of teachers is one form of effort that can be done to improve the process of education in schools. This study aims to find out how the process of teacher empowerment at Sontas 03 State Elementary School (SD Negeri 03 Sontas) Entikong Subdistrict, Sanggau Regency which formulated in several questions related to planning, implementation, supervision, and effectiveness of teacher empowerment at Sontas 03 State Elementary School in Entikong sub-district. The approach used in this research is qualitative descriptive with case study research type. Data collection using interview techniques, documentation and documentation. Data analysis using Miles and Huberman analysis model consist of four stages that are data reduction, data presentation, conclusion or verification. Checking or testing the validity of data is done by triangulation, member check, and increasing persistence. Summaries conducted to analyze the research findings such as: 1) Sontas 03 State Elementary School in Entikong sub-district has implemented a program of planning activities empowerment of teachers as well; 2) Teacher empowerment activities at Sontas 03 State Elementary School in Entikong sub-district have been implemented well; 3) Supervision of teacher empowerment at Sontas 03 State Elementary School in Entikong sub-district has been well implemented by supervisor and principal; 4) Empowerment of teachers at Sontas 03 State Elementary School in Entikong sub-district has been effective, the main activity of teacher empowerment is absolute.

Abstract

The implementation of TQM at SD Tunas Bangsa Kubu Raya does not always run smoothly. There are things that hinder the implementation. However, even though there are obstacles to the implementation of the TQM, the number of students has increased in the last 5 years. The purpose of this study was to describe (1) Quality leadership at SD Tunas Bangsa Kubu Raya; (2) Quality teamwork at SD Tunas Bangsa Kubu Raya; (3) Efforts to build a quality culture at SD Tunas Bangsa, and (4) Supporting and inhibiting factors for TQM implementation at SD Tunas Bangsa Kubu Raya. This study uses a qualitative approach with a type of descriptive research. Data collection techniques in this study were carried out by observation techniques, direct communication techniques, and documentation techniques. The results of this study include (1) Quality leadership carried out by school leaders namely Principal, Deputy Principal, and PYP Curriculum Coordinator based on teamwork, namely the leadership team and the teacher team; (2) Teamwork at SD Tunas Bangsa Kubu Raya consisting of a leadership team and teacher team is considered good because team members develop favorable team behavior and work collaboratively both in making plans and implementing them; (3) Efforts to build a quality culture are sought by leaders and teachers; (4) The supporting factor for the implementation of TQM at SD Tunas Bangsa Kubu Raya is a strong commitment from the leadership and senior teachers. While the inhibiting factor is new teachers need time to understand and be able to perform according to IB quality standards and school standards.

Abstract

The application of online-based student admission aims to provide the widest possible opportunity for every citizen to obtain a fast, transparent and accountable registration service. The purpose of the research carried out at the State Senior High School 2 Singkawang (SMAN 2 Singkawang) was to describe the online-based prospective student admission planning at SMAN 2 Singkawang, organizing admissions based on online students at SMAN 2 Singkawang, the implementation of prospective participants online-based students at SMAN 2 Singkawang, online admission supervision of prospective students at SMAN 2 Singkawang, as well as an online evaluation of new student candidates at SMAN 2 Singkawang. The approach used in this study is qualitative research on the type of case study research. The results of the research that have been conducted include 1) Planning the recruitment process of online-based prospective students conducted by the agency and the school; 2) Organizing in the acceptance of new students through the division of committee work; 3) Implementation of new online-based student admissions is carried out in accordance with existing technical instructions; 4) Supervision carried out in new student admission activities is carried out by the principal as the head of the education unit and also as the person in charge of the activity; 5) On this online-based new student admission activity, it has run well. But there are those that are the main focus of supporting activities are the internet and electricity networks, so that these two facilities must be ensured in good condition.
