Abstract

Tujuan penelitian ini adalah untuk mengukur Tujuan penelitian ini adalah untuk mengukur (1) efisiensi relatif penggunaan belanja seluruh pemerintah daerah setiap provinsi di Sumatera, dan (2) efisiensi relatif penggunaan belanja pemerintah kabupaten/kota di provinsi di Sumatera tahun 2016. Input yang digunakan ada dua, yaitu belanja langsung per kapita dan belanja tidak langsung per kapita. Output yang dipakai adalah IPM. Metode pengukuran efisiensi yang digunakan adalah Data Envelopment Analysis (DEA), dengan output oriented model berdasarkan variable return to scale (VRS). Hasil penelitian menunjukkan bahwa hanya dua provinsi yang relatif efisien, yaitu Kepulauan Riau dan Bangka Belitung. Kepulauan Riau menjadi provinsi yang relatif paling efisien, sebaliknya Lampung adalah provinsi yang paling tidak efisien. Sementara itu, dalam kategori pemerintah kabupaten/kota yang efisien dalam setiap provinsi, jumlah pemerintah kabupaten/kota yang relatif efisien bervariasi, hanya berkisar 1-5 pemerintah kabupaten/kota. Agar dapat mencapai relatif efisien, pemerintah daerah yang tidak efisien seharusnya meningkatkan IPM seperti yang telah dicapai oleh peer masing-masing.

Abstract

The objective of the research is to analyze the effect of government expenditure, economic growth and previous poverty rate on the current poverty rate in Java and Sumatra. The data set was 267 local governments in year 2017.  The method used in this research was multiple regression. Results show that government expenditure and economic growth affect significantly positively the poverty rate. While the previous poverty rate has negative effect on the current poverty rate. Local governments in Java and Sumatra should make appropriate programmes and activities and allocate optimally their expenditures to build the new SMEs and improve the existing SMEs abilities in order to reduce the poverty rate. Keywords :  A Previous Poverty Rate 1, Economic Growth 2, Government Expenditure 3, Poverty Rate 4

Abstract

This study aims to examine the role of previous year’s tax, revenue sharing, GRDP, population, and the dummy of district status toward the local government spending in Sumatra. Tuliskan jenis/disain peneltian yang digunakan, variable yang digunakan serta struktur data yang digunakan. The study is explanatory research. The study applies the data panel regression technique. Data used is panel data of districts/cities in Sumatra from 2008 to 2019. Results show that the role of the previous year's tax, GRDP, population toward the local government spending significantly affects the local government spending of splitting and non-splitting regions. For a dummy of district status, district's government spendings are higher than those of cities’s government spendings. For splitting regions, the previous year’s tax has the strongest impact on local government spending, followed by the dummy variable of district status. Revenue sharing does not influence local government spending. For non-splitting regions, the dummy variable of district status has the biggest impact on local government spending, followed by the previous year’s tax. Revenue sharing positively influences local government spending. The study recommends that local governments encourage the growth of the business sector and manage tax revenue by implementing intensive taxation.

Abstract

1)To analyze the effect of local revenue (PAD), resource sharing fund (DBH), general grants (DAU), and special grants (DAK) on the local government spending in blooming provinces in Indonesia. 2) To analyze the flypaper effect phenomenon in blooming provinces in Indonesia. This research is exploratory research. The data used is panel data, consisting of 25 blooming provinces from 2014-2020.  The analysis method applied is panel data regression. The dependent variable is government spending, while the independent variables used are local revenue (PAD), resource sharing fund (DBH), general grants (DAU), and special grants (DAK). Local revenue (PAD), general grants (DAU), and special grants (DAK) have a positive effect significantly on government expenditures. While resource sharing fund (DBH) does not have an effect on government expenditures. Furthermore, there is no flypaper effect phenomenon in blooming provinces in Indonesia. Flypaper effect, local revenue (PAD), resource sharing fund (DBH), general grants (DAU), special grants (DAK).

Abstract

This study aims to determine the discriminating factors of poverty between Aceh Province and Bangka Belitung Province. Aceh Province has the highest poverty rate. In contrast, Bangka Belitung Province has the lowest poverty rate in Sumatra. Using time series, the research period is 12 years (2011-2022). The discriminating variables used in the research are GRDP per capita, HDI, investment, government spending per capita, gini ratio, and unemployment rate. The method applied is discriminant analysis. The results show that the discriminating variables are GRDP per capita, HDI, and unemployment rate. The local government of Aceh province should be able to create programs that can increase HDI and employment opportunities so that unemployment rates decrease and people's incomes increase.

Abstract

This study aims to measure the efficiency of local government spending in West Java Province during the COVID-19 pandemic in 2020. The inputs used are economic spending, education, health, public facilities, and infrastructure. The outputs used are poverty rate and unemployment rate. The analysis method used is Data Envelopment Analysis (DEA) with an output-oriented model based on variable Return to Scale (VRS) approach. The results showed that 19 local governments were relatively efficient; which consists of 10 districts and 9 cities. The ten efficient districts are Bogor, Bandung, Garut, Tasikmalaya, Ciamis, Sumedang, Indramayu, Purwakarta, Bekasi, Pangandaran. While the nine efficient cities are Bogor, Sukabumi, Cimahi, Bandung, Cirebon, Bekasi, Depok, Tasikmalaya, Banjar.

Abstract

This study aims to measure the efficiency of local government spending in achieving the human development index in each province in Indonesia before (2019) and during the COVID-19 pandemic (2020). The inputs used consist of four types of spending, which are spending per capita on the economy, health, education, and social protection. The outputs used are the three components in the human development index, namely life expectancy, average length of schooling, and real spending per capita. This research is a quantitative descriptive study using secondary data for 2019 – 2020. Data Envelopment Analysis (DEA) was applied using the Variable Return to Scale (VRS) approach. The efficiency model used is Output Oriented. The results of this study show that the average efficiency score of 34 provinces in Indonesia before the COVID-19 pandemic (2019) was 0.946; and during the COVID-19 pandemic (2020) it was 0.946. There were 6 provinces that were consistently relatively efficient both before and during the COVID-19 pandemic; they were provinces of Banten, DI Yogyakarta, Jakarta; West Java, Central Java, and North Sumatra. Meanwhile, there was one province that was efficient before the COVID-19 pandemic, but become inefficient during the pandemic, that is Riau Archipelago.

Abstract

The purpose of this research is to observe the influence of the human development index, economic growth, investment, and government spending on the poverty rate in districts and cities in Bengkulu Province. Data used as panel data for the period 2014–2020 The method of analysis used is panel data regression. Research results show that the human development index has a significant impact on poverty levels. Economic growth significantly affects the poverty level. Investment significantly influences the level of poverty. As well, government spending affects poverty rates in the Bengkulu City district.
