This research is phenomenological research that includes the process of analyzing planning documents, observations, and interviews involving Mathematics teachers in Subang Regency. The results showed the teacher had tried to do Mathematics oriented to HOTS despite finding several obstacles. Developing HOTS in the implementation of learning can be in the form of making questions or stimulus, simplifying unstructured problems into several sub-problems and involving all students in small discussions. Teacher consistency in developing HOTS in learning is needed to get students to think at a high level more and more
