Abstract

The purpose of this research was to study local wisdom of traditional people of Sasak Tribe in supporting tourism development in Central Lombok Regency. The method being used was a descriptive qualitative method. The result found that traditional people of Sasak Tribe had their own uniqueness, for example: 1) Custom Home of Sasak Tribe. The Custom Home was made of wood and had bamboo wicker wall and rumbia leaf roof. The floor was constructed from a mixture of soil, chaff ash and tree sap, smeared and polished with buffalo dung. 2) Handycraft. Women of Sasak Tribe are very skilfull in weaving. It had been taught since they were kids. A Sasak woman was not allowed to marry if she was not yet able to weave. Children aged 9 to 10 years were proficient in weaving. 3) Marriage system of Sasak Tribe. In Sasak Tribe culture, the marriage was carried out with the tradition of kidnapping a potential wife by potential husband which was also named after kawin culik (kidnapping marriage).

Abstract

Lack of political commitment has been considered as a principal reason for the failure of bureacratic reform, and is part of the past existing power. The failure of repeated reform attempts has indeed its roots in Indonesia’s unusual political system, in which traditional and colonial ruling system have still influenced power in recent practices. Prospects for reform therefore depend either on fundamental political change, or on generating public surveillance to the system as well to those rulers, who fear that reform represents a threat to their interests. What are factors determine a government’s commitment to implement bureauratic reform? How can we identify genuine commitment and generate increased political will where it is lacking? This article from historical point of view traces the bureaucrat’s typologies that had have been used in Indonesia in order to highlight the key elements of main obstacles in bureacratic reform and the means available for implementing good and clean government apparatus whose commitment is weak. It argues that strong political leadership and irrevocable bureaucratic reform policies are key factors in assuring implementation, while pressures from public media can help foster commitment.

Abstract

This working paper aims to discuss the relationship between Indonesia and Malaysia in the perspective of culture, especially in the light of the spirit of a kinship-relation of Melayu Nusantara (the Malay Archipelago). Both cultural concept and cluster spirit are basic elements and form an eternal 'determinant', but its meaning and forms could change over the time. This might be so because many contemporary issues are also clouded by many factors, either internal or external. There are many cases could be dicussed in terms of recently called as a cultural diplomacy. The most crucial cases in recent, among others, are the problem of migrant workers, border issues and cultural claims between the two countries. However, when we examined furthermore, it seems that many cases that appear on the surface recently had been actually more complicated than that of we could understand so far.  This working paper will address the following questions: 1) How could we understand the concept of culture and kinship-cluster between Indonesia and Malaysia in the context of the past and present? 2) Does cultural, religion and kinship-cluster similiarities which are shaped through a long historical process colud be helpful for explaining and solving recent problems? 3) How could we read contemporary critical issues in bilateral relations between the two countries by way of using the lens a cultural diplomacy on behalf the spirit of kinship-cluster of Malay Archipelago? And 4) Based on this persepctive, what are then the concrete steps that can be done in addressing critical issues in relations between the two countries today?  It will aslo discuss some of the challenges involving future bilateral relations. A conclusion will close this paper.Keywords: Melayu Nusantara, cultural diplomacy, kinship-cluster and bilateral relation.
