Abstract

Abstrak Masalah kemiskinan masyarakat perbatasan perlu diperioritaskan mengingat posisi strategis  wilayah dan masyarakatnya untuk mengawal pertahanan dan keamanan bangsa di beranda terdepan wilayah perbatasan negara. Sebagaimana kondisi yang ditemukan di wilayah perbatasan Jagoi Babang – Sarawak Malaysia yang sebagian besar masyarakatnya tergolong miskin, rata-rata berpendidikan rendah dan sebagian mereka tinggal di daerah yang terisolir dan minimnya berbagai infrastruktur. Karena itu masyarakat di wilayah  perbatasan Jagoi Babang – Sarawak Malaysia  perlu mendapat perhatian baik dari pemerintah dan berbagai pihak. Pada sisi lain terdapat beberapa faktor potensial yang dapat  dikembangkan mengingat daerah ini merupakan wilayah perbatasan yang interaksinya dengan negara tetangga cukup besar, baik dalam hal perdagangan, lintas tenaga kerja serta hubungan sosial dan kekerabatan. Salah satu cara yang dapat digunakan untuk menanggulagi masalah kemiskinan masyarakat perbatasan adalah melalui upaya pemberdayaan masyarakat yang diarahkan untuk mengembangkan potensi yang ada pada masyarakat yang masih dihadapkan atau memiliki kendala. Sektor perdagangan, jasa dan industri yang saat ini masih berskala kecil merupakan sektor yang mempunyai potensi dapat berkembang baik jika ditunjang strategi manajemen yang tepat. Dengan demikian diperlukan suatu penelitian secara kualitatif untuk menemukan model serta strategi  pemasaran berbagai produk unggulan lokal seperti kerajinan seni budaya khas masyarakat perbatasan Jagoi Babang/Bidai yang sangat diminati oleh warga negara tetangga. Pemetaan mengenai permasalahan yang dihadapi para pengrajin Bidai di wilayah perbatasan Jagoi Babang-Sirikin menunjukkan berbagai faktor yang menjadi kendala untuk meningkatkan kesejahteraan pengrajin bidai. Kata kunci :  perbatasan; pemberdayaan masyarakat; manajemen pemasaran; kesejahteraan; kemitraan. Abstract The problem of poverty in border communities needs to be prioritized given the strategic position of the region and its people to guard the nation's defense and security on the front porches of the country's border regions. As is the case found in the border region of Jagoi Babang - Sarawak, Malaysia, where the majority of the population is classified as poor, the average is low-educated and some of them live in isolated areas and lack of various infrastructure. Therefore, people in the border region of Jagoi Babang - Sarawak, Malaysia need attention from both the government and various parties. On the other hand there are several potential factors that can be developed considering this area is a border region whose interactions with neighboring countries are quite large, both in terms of trade, labor and social relations and kinship. One way that can be used to address the problem of poverty in border communities is through community empowerment efforts aimed at developing the potential that exists in communities that are still confronted or have obstacles. The trade, service and industry sectors which are currently small scale are sectors that have the potential to develop well if supported by appropriate management strategies. Thus a qualitative study is needed to find models and marketing strategies for various local superior products such as handicraft arts and culture typical of the Jagoi Babang / Bidai border communities that are in great demand by neighboring citizens. The mapping of the problems faced by Bidai craftsmen in the Jagoi Babang-Sirikin border region shows various factors that are obstacles to improving the welfare of bidai craftsmen.Keywords : border; community development; marketing management; well-being; partnership.

Abstract

This thesis examines the effectiveness of the Online Single Submission (OSS) system in Pontianak City. The research seeks to analyze how effective OSS supports business licensing services at the Investment and One-Stop Integrated Service Agency (IOSISA) of Pontianak City. OSS represents a government-led digital innovation designed to streamline licensing procedures, particularly following the enactment of Government Regulation No. 5 of 2021 on Risk-Based Licensing. This study employed a descriptive qualitative approach, drawing on Duncan’s theory of effectiveness, which encompasses three dimensions: Goal Achievement, Integration, and Adaptation. The findings indicate that, in terms of goal achievement, OSS has expedited the issuance of low-risk business licenses and enhanced the legal standing of business actors, although challenges remain in users’ comprehension of the system and in the length of time required for verifying medium-to high-risk licenses. With respect to integration, the system offers more structured procedures; however, socialization efforts have not been evenly distributed, and updates from the central system are often poorly communicated. In terms of adaptation, IOSISA has demonstrated a relatively responsive approach, supported by adequate infrastructure, despite occasional technical disruptions. The novelty of this research lies in its focus on assessing the effectiveness of OSS in the local context of Pontianak City, an area that has received little scholarly attention. As such, the study provides valuable insights and practical recommendations for improving business licensing services at the regional level.

Abstract

This study aims to describe and analyze human resource development strategies for enhancing the professionalism of Bengkayang Police Department personnel in public service in the era of digitalization. The study employs a descriptive method with a qualitative approach. Data collection was conducted through interviews and document analysis using interview guidelines and a document analysis framework. Human resource development strategies were analyzed through the aspects of HR development needs assessment, planning and design of HR development programs, and implementation of HR development programs. The results of the study indicate that HR development needs assessment at the Bengkayang Police Department has not been optimally implemented due to existing gaps in information technology proficiency, limitations in competency-based training, and weak mapping of personnel competency needs. The planning and design of HR development programs have been carried out through the preparation of annual work plans; however, they still need to be strengthened through a competency-based approach, integration with the performance evaluation system, and adequate support in terms of facilities and infrastructure. The implementation of the human resource development program has been proceeding quite well through the placement of personnel based on competencies and the principle of meritocracy, but it still requires further development through training accompanied by practical application, assessment of learning outcomes, continuous mentoring, and management innovation. Therefore, strengthening is required.
