Abstract

Villages have an important role in national development, therefore villages are a serious concern for the development of a country. Village independence can grow productive community groups, along with decentralization and regional autonomy which will support community development and empowerment through the local economy, one of which is through BUMDES. This study took the title BUMDES Revitalization Strategy in Kalikajar Village, Kalikabong District, Purbalingga Regency using qualitative descriptive research methods. Sources of data in this study are secondary data and primary data. The purpose of this study is to find out about the strategies and factors driving the revitalization of BUMDES Kalikajar, Kaligondang District, Purbalingga Regency. Abstract

AbstrakPenelitian ini bertujuan untuk mengetahui implementasi kebijakan pengelolaan dana desa di Desa Langgongsari Kecamatan Cilongok, Kabupaten Banyumas. Penelitian ini mengkaji proses implementasi kebijakan pengelolaan dana desa dan faktor apa saja yang mempengaruhi. Pelaksanaan dalam pengelolaan dana desa menjadi salah satu upaya dalam mewujudkan pola dan pendekatan yang partisipatif dengan asas keberlanjutan dalam pembangunan pedesaan. Pembanguna desa saat ini menjadi leading sektor dalam menunjang pembangunan nasional. Sehingga kebijakan dalam tata kelola dana desa sangat penting untuk di atur dan dilaksanakan sesuai dengan kebijakan yang tapat guna sesuai kebutuhan masyarakat. Metode  penelitian yang digunakan dalam penelitian yaitu metode kualitatif dan menggunakan pendekatan studi kasus. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi.  Analisi data yang digunakan adalah analisis interaktif dan triangulasi data. Berdasarkan hasil penelitian  menunjukkan bahwa implementasi kebijakan pengelolaan dana desa di Desa Langgongsari, Kecamatan Cilongok dapat berjalan sudah cukup baik sesuai prioritas penggunaan dana desa yaitu pembangunan desa dan pemberdayaan masyarakat desa. Dalam hal perencanaan, penggunaan dana desa di sosialisasikan lewat MUSDes dengan keterlibatan multi stakeholder. Untuk pelaksanaan dana desa sendiri digunakan untuk pembangunan desa yang  infrastruktur, pemberdayaan masyarakat, pengembangan ekonomi masyarakat berbasis pengembangan potensi lokal, pengembangan BUMDes. Model perencanaan dan pengelolaan dana desa di dasarkan pada perncanaan kegiatan melalui pendekatan partisipatif, transparansi, akuntabel dan keberlanjutan sesuai asas kebutuhan masyarakat. Keterbukaan dan keterlibatan masyarakat menjadi salah satu upaya yang saat ini dilakukan oleh Pemerintah Desa Langgongsari agar dalam pelaksanaan dan pengelolaan dana desa dapat berjalan sesuai yang rencanakan. Pengawasan dan kontrol menjadi kunci uatama agar tidak adanya penyalahgunaan dalam penegelolaan dana desa.Kata Kunci : Dana Desa, Implementasi Kebijakan, Pembangunan Desa  AbstractThis research aims to determine the implementation of village fund management policies in Langgongsari Village, Cilongok District, Banyumas Regency. This study examines the implementation process of village fund management policies and what factors influence it. The implementation of village fund management is one of the efforts to create participatory patterns and approaches with the principle of sustainability in rural development. Rural development is currently a leading sector in supporting national development. So that policies in the management of village funds are very important to be regulated and implemented in accordance with policies that are appropriate to the needs of the community. The research method used in the study is a qualitative method and uses a case study approach. Data collection techniques were carried out by observation, interviews and documentation. The data analysis used was interactive analysis and data triangulation. Based on the results of the study, it shows that the implementation of village fund management policies in Langgongsari Village, Cilongok District can run fairly well according to the priority of using village funds, namely village development and empowerment of village communities. In terms of planning, the use of village funds is socialized through MUSDes with multi-stakeholder involvement. For the implementation of village funds itself, it is used for village development infrastructure, community empowerment, community economic development based on local potential development, BUMDes development. The planning and management model of village funds is based on planning activities through participatory approaches, transparency, accountability and sustainability according to the principles of community needs. Openness and community involvement is one of the efforts currently being made by the Langgongsari Village Government so that the implementation and management of village funds can run as planned. Supervision and control are the main keys so that there is no abuse in the management of village funds. Keywords: Policy Implementation,Village Fund, Village Development

Abstract

This study aims to determine the collaborative governance process in the development of tourist villages in Winduaji Village, Paguyangan District, Brebes Regency. The existence of village autonomy policies and laws regarding village development that are carried out independently can provide opportunities for village governments to carry out village development by utilizing potential resources they have to meet community needs in particular and in general. The purpose of the study was to find out (1) the collaborative governance process in the development of tourist villages in Winduaji Village which was able to obtain a form of achievement award in the field of tourism village development. This research was conducted using a qualitative method, with a descriptive approach. The informant selection technique used purposive sampling technique. The data analysis technique uses an interactive analysis model, while the data validity uses triangulation to obtain valid data. The results of the study show that in the collaborative governance process in the development of tourist villages in Winduaji Village, it shows that in the development of tourist villages each involved party has a role, starting from the government, the community, tourism awareness groups, the private sector so that they are able to create useful activities and provide benefits. positive impact on society in particular and in general. Abstract

Program Rehabilitasi Rumah Tidak Layak Huni merupakan program bantuan sosial yang diberikan kepada masyarakat berpenghasilan rendah (MBR). Program MBR merupakan masyarakat miskin yang tidak mempunyai kemampuan dalam memenuhi kebutuhan dasar sehari-hari. Diperlukan adanya kepedulian dalam menyelesaikan permasalahan ini dan diperlukan keterlibatan seluruh unsur masyarakat mulai dari pemerintah tingkat pusat, pemerintah tingkat daerah, sektor usaha, masyarakat dan pihak yang lain.. Kualitas rumah sebagai tempat tinggal penerima manfaat juga perlu diperhatikan untuk mendukung kelangsungan hidup MBR. Dengan hal tersebut, dibutuhkan kesediaan proses evaluasi dari akibat yang terjadi, apakah sudah sesuai atau belum. Tujuan penelitian adalah untuk mengidentifikasi terkait dengan akibat ataupun dampak dari rehabilitasi sosial rumah tidak layak huni dalam meningkatkan taraf kehidupan yang lebih baik bagi penerima manfaat di Kabupaten Banyumas. Metode pengambilan sampel dengan metode gugus bertahap/ cluster sampling  dengan penentuan jumlah sampelnya menggunakan rumus Slovin dengan tingkat kesalahan 10 %. Teknik analisis data menggunakan Statistik Deskriptif dan Mann Whitney U- Test. Berdasarkan hasil penelitian yang telah dilakukan menunjukan bahwa tingkat kualitas hidup penerima manfaat dilihat dari aspek kesejahteraan fungsional.  Dari hasil uji beda Mann Whitney U-Test , diketahui bahwa terdapat perbedaan yang signifikan peningkatan kualitas hidup antara kelompok sasaran dan kelompok kontrol. Dapat disimpulkan bahwa Program Rehabilitasi Sosial Rumah Tidak Layak Huni memberikan dampak positif dalam meningkatkan taraf kehidupan masyarakat yang lebih baik khususnya bagi penerima manfaat di Kabupaten Banyumas.

Abstract

This study is a research in the field of Public Administration that aims to describe the conception of community empowerment in improving economic income through the development of local coffee products in Winduaji Village. The approach used is descriptive qualitative with a case study design. Research informants were selected using purposive sampling technique, with data sources including primary and secondary data. The focus of this research encompasses empowerment aspects that are oriented toward community needs, based on local potential, encouraging independence, environmentally oriented, and structurally based. The data analysis technique uses an interactive model. The research results show that the concept of community empowerment through local coffee development in Winduaji Village, Paguyangan District, Brebes Regency has been running quite well. This program has successfully increased community capacity in coffee processing and opened business opportunities through strengthening the identity of local coffee products with the branding "Kopi Kebon Winduaji". Nevertheless, there are still challenges such as limited technical knowledge in cultivation, lack of business capital, and suboptimal market access. Overall, this empowerment program has a positive impact on improving the community's economy, although it still requires continuous assistance to achieve more optimal results.

Abstract

This research is a study in the field of Public Administration aimed at describing community empowerment management through the Holistic Village Development and Empowerment Program (PHP2D) in the development of Kebon Winduaji Coffee in Winduaji Village, Paguyangan District, Brebes Regency in 2020. The research method employed a descriptive qualitative approach with a case study design. The research targets were stakeholders involved in community empowerment activities through the PHP2D program. The selection of informants in this study used purposive sampling technique. Data sources for the research utilized both primary and secondary data. This research focused on aspects including available strengths and opportunities, while simultaneously minimizing weaknesses and threats faced in the development of Kebon Winduaji Coffee. Data analysis used an interactive model with descriptive design. The research findings indicate that successful community empowerment through local products requires a balance between two important elements: preserving local culture and traditions, and adapting to contemporary market demands. The long-term success of community empowerment programs depends not only on the availability of funding and support from various parties. More importantly, it is the ability to build a robust system that can withstand various external changes, while maintaining the distinctive characteristics and authenticity of local products as a sustainable competitive advantage.

Abstract

This study aims to analyze the implementation of Good Governance principles, including accountability, transparency, and participation in the management of Village Funds in Tambaksari Kidul Village, Kembaran Subdistrict, Banyumas Regency. The research method uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that accountability in village financial reporting has been carried out in accordance with regulations, although there are still delays in reporting. Transparency in budgeting and the implementation of village funds has been conducted through village meetings and village information media, but has not yet reached the stage of impact evaluation. Community participation is quite active in planning and implementation, but minimal in the evaluation stage. Challenges faced include limited human resources, infrastructure, and low community participation. Strengthening human resource capacity, improving information transparency, and optimizing inclusive village meetings are needed to support better village fund management.

Abstract

This study is a research in the field of public administration aimed at describing the strategic management process implemented by BUMDes Subur Makmur in an effort to increase Village Original Income (PADes) in Kretek Village, Paguyangan District, Brebes Regency. The research method employs a descriptive qualitative approach with a case study design. The research targets stakeholders involved in the management of BUMDes. Informants were selected using a purposive sampling technique. Data sources consist of both primary and secondary data. This study focuses on aspects of strategic planning, program implementation, and performance evaluation of BUMDes. Data analysis is conducted using an interactive model with a descriptive design. The findings indicate that BUMDes Subur Makmur has successfully implemented strategies in several aspects; however, existing challenges still require further attention to achieve optimal performance and maximize benefits for the village community. Improvements in human resource management, financial management, and adaptation to the evolving business environment are necessary to enhance the future effectiveness of BUMDes.
