Abstract

The electronic-based government system is a transformation in the process of providing public services, both internally and externally through technical operations of information and communication technology to improve the quality of public services. It has also been explained, in Presidential Regulation no. 95 of 2018 concerning the Electronic-Based Government System which regulates the National SPBE Master Plan and the integration of electronic services. Thus, public services that have been able to be carried out through a direct interaction process, then with the presence of increasingly sophisticated information and communication technology can provide convenience in providing services through digital devices. The purpose of this study was to determine how effective and efficient the implementation of the model related to "Transformation of Public Services through Electronic-Based Government Systems in Malang City is." The research method used is a literature study method, where the sources and data are through journals, books, and other written sources. The results of research on "Transformation of Public Services Through Electronic-Based Government Systems in Malang City" can use vertical and horizontal integration models to improve public services from "Old Public Administration" to "New Public Service."

Abstract

This article aims to determine the arrangement of electoral districts formed to conduct competition in general elections (elections) that are proportional to the number of representatives contested in one area. This topic is important and interesting, because it relates to the arrangement of electoral districts within the DPR, there are differences with the arrangement of electoral districts within the Regency/City DPRD, where the scope of the DPR is in accordance with the regulations regulated by the government and DPR in Law Number 7 of 2017 concerning Elections. In general, as well as within the scope of the Regency/City DPRD, it can be adjusted to regional developments which have been further regulated in KPU RI Decree Number 18/PP.02-Kpt/03/KPU/I/2018 concerning Technical Instructions for Structuring Electoral Districts and Allocation of Representative Council seats. Regency/City Regional People in the General Election. The research method used is the literature review method, where sources and data are obtained through the Publish or Perish, SINTA, and Goggle Scholar databases. In this method, the researcher uses a descriptive qualitative approach, where this method utilizes qualitative data and is described descriptively. The data collection technique uses a literature review technique carried out by researchers to collect valid, complete, and relevant information related to the topic of the problem that is the object of research. The data analysis technique used a literature review analysis technique, where this research was carried out by reading library sources to obtain the necessary data. The author finds that, the addition of new provinces as a result of the division of Papua Province with New Autonomous Regions (DOB) such as South Papua Province, Central Papua, and Papua Mountains will cause changes to the number of seats and electoral districts of the DPR, where there are obstacles in its implementation. which is not in accordance with the regulations regarding general elections (elections), then this amendment is carried out to result in the 2024 general election (election) obtaining strong legitimacy from the people without violating the applicable provisions.

Abstract

This article aims to look at the participation of the state and civil society in the democracy system in Indonesia. This topic is important and interesting, because the obligation to maintain and care for the democratic system is mandatory, considering that the current development of the state and society has raised various kinds of questions that must be answered, especially related to the democratic system in Indonesia. The research method used is the literature review method, where sources and data are obtained through the Publish or Perish, SINTA, and Goggle Scholar databases. In this method, the researcher uses a descriptive qualitative approach, where this method utilizes qualitative data and is described descriptively. The data collection technique uses a literature review technique carried out by researchers to collect valid, complete, and relevant information related to the topic of the problem that is the object of research. The data analysis technique used a literature review analysis technique, where this research was carried out by reading library sources to obtain the necessary data. The author finds that, with the existence of a democratic system, it can create national and state life in accordance with the mandate of Pancasila and the 1945 Constitution.

Abstract

This article aims to find out strategies for increasing voter participation in exercising their voting rights. This topic is important and interesting, because the increase in voter participation has a great influence in conducting elections, especially when accompanied by socialization and voter education which become a strong foundation for building the level of voter participation in using their voting rights as well as possible. This research method is a type of research that uses a descriptive qualitative approach, where this method utilizes qualitative data and is described descriptively. Sources of data in the study were obtained through interviews, observation, and online media (Publish or Perish database, SINTA, and Goggle Scholar). Data collection and data analysis techniques in this study were using interview, observation, and online media techniques (Publish or Perish database, SINTA, and Goggle Scholar) which were carried out by researchers to collect, explore, and collect valid, complete, and relevant information related to the topic of the problem that is the object of research. The author finds that, related to this activity, it is very useful as a strategy to foster a high participatory attitude in using their voting rights as well as possible, because this activity is a step to encourage as an agent of change (agent of change), so that awareness of political rights, democracy, and community participation can be increased again.

Abstract

This article aims to determine the ecological contribution of government to realize competitive local government policies. Topic is important and interesting, because the governance ecology is part of the basis for making a policy, in addition to being a leading reference in the preparation of government policies, as well as being a digital tool that transforms all activities directly related to the process of administering government which aims to increase effectiveness, efficiency, and create maximum policy. The research method used is the literature review method, in which sources and data are obtained through the Publish or Perish, SINTA, and Goggle Scholar databases. In this method, researcher uses a descriptive qualitative approach, in which this method utilizes qualitative data and is described descriptively. Data collection techniques use literature review techniques carried out by researchers to collect valid, complete, and relevant information related to the topic of the problem which is the object of research. The data analysis technique used a literature review analysis technique, in which this research was conducted by reading literary sources to obtain the necessary data. The author found that, local government policies will be more effective and efficient, when policies are carried out in policy formulation based on governance ecology, local governments seek to have competitiveness by sticking to commitments in carrying out local government processes, and the process of increasing competitiveness has improved with increased knowledge and ability of apparatus in public service that has been optimal.

Abstract

This article aims to analyze the relevance of Islamic political thought according to Al-Mawardi in Indonesia. Topic is important and interesting, because Al-Mawardi is one of the figures who are experts in the field of fiqh, especially those directly related to fiqh siyasi and is a figure who has a very large influence on Islamic political thought. Research method used is the literature review method, in which sources and data are obtained from the Goggle Scholar, SINTA, and Publish or Perish databases. In this method, researcher uses a descriptive qualitative approach, in which this method utilizes qualitative data and is described descriptively. Data collection technique uses literature review techniques carried out by researchers to collect valid, complete, and relevant information related to the topic of the problem which is the object of research. Data analysis technique used a literature review analysis technique, in which this research was conducted by reading literary sources to obtain the necessary data. The author finds that, connection with "al-Ahkam as-Sulthaniyah" has provided views related to political theories which are still relevant and used by Muslims in managing various issues directly related to politics and state administration, in addition to thoughts Al-Mawardi's Islamic politics when it was later poured into the work "al-Ahkam al-Sulthaniyyah" and became a basic concept for the development of political thought and its application in the modern era including in Indonesia today, and its application in Indonesia can be seen in Al-Mawardi's related theory with a social contract that explains the relationship between "al-Halli wal-Aqdi and ahl-Imamah, so that this concept is then embodied and developed in the government system in Indonesia into 3 institutions, namely the executive, legislative and judicial bodies.

The author finds that, related to political education, it is very useful as a strategy to increase a high participatory attitude in using their voting rights as well as possible, because this strategy is a good step to encourage them to become agents of change, so that awareness of rights politics, democracy, and community participation can be improved further.

The author finds, concept of Al-Mawardi's power sharing on the development of Islamic politics in Indonesia, it can minimize problems related to the democratic system such as lack of participation from civil society, poor regeneration of political parties, and loss of opposition.
