Abstract

Tujuan dari penelitian ini adalah untuk mendeskripsikan pola kolaborasi antara pihak swasta dan masyarakat dalam membantu pemerintah untuk mengatasi permasalahan sampah yang dihasilkan di wilayah permukiman warga. Penelitian ini memadukan pendekatan kuantitatif dan kualitatif untuk mendapatkan deskripsi yang lengkap mengenai pola kolaborasi dalam pengelolaan sampah permukiman. Sumber data diperoleh dari data sekunder, studi literature, wawancara dan kunjungan lapangan. Informan diambal dari unsur-unsur masyarakat desa Palimanan Barat, pengurus pengelola sampah desa, dan pihak swasta pemanfaat sampah. Data sekunder dikumpulkan dari catatan yang dilakukan oleh badan usaha milik desa (bumdes) dan PT Indocement Tunggal Prakarsa Tbk sebagai pemanfaat sampah olahan. Data dianalisis secara deskriptif, baik secara kuantitatif maupun kualitatif. Penelitian ini menunjukkan bahwa kolaborasi antara masyarakat dan sektor swasta dalam pengelolaan sampah dapat dilakukan dengan baik. Faktor-faktor yang berperan penting dalam membangun kolaborasi public-private ini diantaranya komitmen, partisipasi aktif semua aktor, profesionalisme dan transparansi. Hasil-hasil yang diperoleh dari kolabarasi public-private ini adalah peningkatan pendapatan masyarakat melalui BUMDES, peningkatan kapasitas institusi local, dan perbaikan lingkungan permukiman.

Abstract

As one of largest producers of greenhouse gas (GHG) emission, cement industries are committed to applying alternative ways to reduce the GHG emission level. Co-combustion of spent bleaching earth (SBE) and coal in cement industry is evaluated to reduce dependencies on fossil fuels. Such evaluation is conducted at one of cement plants in Indonesia owned by PT Indocement Tunggal Prakarsa Tbk. Palimanan Unit (PT ITP Palimanan Unit). Combustion in rotary kiln and calciner in two plant units (P9 and P10) were analyzed and compared. The comparison was conducted not only between plant units but also in different combustion operations, i.e., with and without SBE utilization as co-combustion agent. Several parameters consisting of temperature and gas compositions, which include CO, PM, SO2, NO2, CO2, and O2, were analyzed.The study results show insignificant differences in the kiln temperature, while in the calciner, SBE utilization enhances temperature level by up to 40°C compared to the process without SBE. Based on gas composition measurement, slight discrepancies are observed between the two different combustion conditions, although different trends in average absolute value are obtained. NO2 and PM concentrations are found to be slightly higher in the system without SBE, while an opposite trend is observed in SO2 emission. The study also discovered that properties of raw coal and SBE influence the emission trend in the combustion system. This work highlights the potential of SBE co-combustion with coal to be applied in a continuous manner since it provides slightly higher energy conversion while maintaining nearly similar emission level. In addition, the utilization of SBE is found to not cause significant disturbance to the rotary kiln and calciner operations.

Abstract

Used lubricating oil is one type of hazardous waste produced in the chemical industry, including the cement industry. PT. ITP Unit Palimanan has obtained a permit to process hazardous waste in the form of used lubricant oil since February 21, 2023. Therefore, starting from March 2023, PT. ITP Unit Palimanan has been utilizing used lubricant oil for open chain lubrication. The used lubricant oil, which is dark in color and contains a high amount of particles, is reprocessed through a filtration process before being used. In this process, the contaminating particles are reduced, and the used lubricant oil can be reused as lubrication material for open chains within PT. ITP Unit Palimanan itself. In 2019-2021, the average total generation of used lubricant oil was around 125 tons per year. Of this amount, approximately 90% was suitable for reuse as it contained metal and water levels below the threshold limits. Through this reuse process, the substitution of lubricant oil for open chain equipment can be reduced by 95.5%, equivalent to Rp 1,514,556,289 per year or Rp 4,207,101 per day. Besides the cost savings, PT. ITP Unit Palimanan can significantly reduce the burden of used lubricant oil waste on the environment through this innovation.
