Abstract

Penelitian ini bertujuan untuk menganalisis pandangan masyarakat dan Lembaga Masyarakat Desa Hutan (LMDH) dalam merespons orientasi Perhutani yang memprioritaskan pengembangan usaha (profits/bisnis) daripada pemberdayaan masyarakat desa hutan. Pendekatan studi menggunakan studi kasus. Hasil penelitian menunjukkan bahwa LMDH tidak dilibatkan secara signifikan dalam perencanaan program pengelolaan hutan bersama masyarakat (PHBM). Lebih dari 12 tahun, Perhutani masih menjadi aktor dominan dengan kekuasaan besar menentukan pemangku kepentingan mana yang dikehendaki untuk terlibat dalam perencanaan programnya. Akibatnya, LMDH (masyarakat) merasa Perhutani tidak lagi menganggap serius peran LMDH dalam proses pengelolaan program-program PHBM. Dengan kata lain, peran LMDH hanya ada diatas kertas tetapi realitasnya tidak banyak berperan. Perhutani lebih fokus mengejar target keuntungan untuk kepentingan perusahaan tetapi di pihak lain tidak meningkatkan pembagian peran dengan LMDH sebagai mitra sejajar dalam program PHBM. This paper explores the power relations between state and society, specifically, after 12 years of implementing the policy of community-based forest management (Pengelolaan Hutan Bersama Masyarakat, known as PHBM). It investigates how villagers and its local institutions (Lembaga Masyarakat Desa Hutan, LMDH), and street-level bureaucracy (SLB) responses toward the current development of State Forest Cooperation (Perum Perhutani, SFC) orientation in generating profit rather than the people and the planet/environment. The result shows that the villagers through LMDHs are, in fact, never closely engagein planning PHBM activities. Over 12 years, the SFC is still become the dominant actor who have dominant power in determining which stakeholders that they wanted to be involved in planning PHBM activities. Consequently, LMDH feels that SFC is reluctant in taking seriously the roles of LMDH in planning the PHBM activities. SFC is pursuing their target in generating benefits merely for their own benefits without taking LMDH in as their equal partner in PHBM activities.

Abstract

Tujuan dari penelitian ini adalah untuk mendeskripsikan pola kolaborasi antara pihak swasta dan masyarakat dalam membantu pemerintah untuk mengatasi permasalahan sampah yang dihasilkan di wilayah permukiman warga. Penelitian ini memadukan pendekatan kuantitatif dan kualitatif untuk mendapatkan deskripsi yang lengkap mengenai pola kolaborasi dalam pengelolaan sampah permukiman. Sumber data diperoleh dari data sekunder, studi literature, wawancara dan kunjungan lapangan. Informan diambal dari unsur-unsur masyarakat desa Palimanan Barat, pengurus pengelola sampah desa, dan pihak swasta pemanfaat sampah. Data sekunder dikumpulkan dari catatan yang dilakukan oleh badan usaha milik desa (bumdes) dan PT Indocement Tunggal Prakarsa Tbk sebagai pemanfaat sampah olahan. Data dianalisis secara deskriptif, baik secara kuantitatif maupun kualitatif. Penelitian ini menunjukkan bahwa kolaborasi antara masyarakat dan sektor swasta dalam pengelolaan sampah dapat dilakukan dengan baik. Faktor-faktor yang berperan penting dalam membangun kolaborasi public-private ini diantaranya komitmen, partisipasi aktif semua aktor, profesionalisme dan transparansi. Hasil-hasil yang diperoleh dari kolabarasi public-private ini adalah peningkatan pendapatan masyarakat melalui BUMDES, peningkatan kapasitas institusi local, dan perbaikan lingkungan permukiman.

Abstract

The environment public administration provides the situation is unpredictableand uncertain. Therefore, public administration needs to be supported byadequate capability in order to organize public services that are moreinnovative. The scarcity of budget and demands of an increasingly diversepublic administration encourages countries to do public service innovation. Tofacilitate the innovation of public service required three capabilities: thinkingahead, thinking again and thinking across. The third of these capabilities needto be supported with organizational climate that supports innovation process,namely the availability of resources, the new leadership styles, spaceslearning and incentives.Key Words: Public administration, inovation, capability, public service

Abstract

Berbagai upaya baik secara yuridis-normatif maupun administratif telah dilakukan oleh pemerintah untuk melakukan pemberantasan KKN. Hasil-hasil positif telah memenuhi sebagian ekspektasi pemerintah maupun masyarakat yang mendambakan pemerintahan yang bersih dan bebas dari KKN. Namun demikian, capaian kinerja pemberantasan KKN ternyata belum optimal.

Abstract

An effort to develop village tourism potential is not a simple issue. This development requires careful planning and proper management. The purpose of this research is to formulate a synergy model that engages the village government and village consultative agency elements in the development of village tourism potential. This study takes Baturraden Sub-District, Banyumas Regency, as its research location. Baturraden Sub-District boasts a famous tourism destination, Baturraden Tourist Attraction, and 12 (twelve) villages with tourism potential in its surroundings. In this case, the village government (Pemdes) and Village Consultative Agency (BPD) play a vital role in building synergy to arrange a village tourism potential exploration policy. This legal research employs a qualitative approach, combined interview to collect the data, FGD, a document study, and observation. The research results find that BPD, which takes its role in village discussion, attempts to explore and develop village tourism potential by engaging all stakeholders. Keywords:synergy, village consultative agency, village government, village tourism

Abstract

Tahapan penting proses kebijakan publik adalah implementasi kebijakan yang akan menetukan suatu proses, dimana tujuan dan dampak kebijakan akan dihasilkan. Beberapa faktor yang penting bagi keberhasilan implementasi yaitu komunikasi, sumberdaya, disposisi serta struktur birokrasi. Tujuan dari penelitian ini adalah untuk mengetahui besarnya pengaruh komunikasi, sumberdaya, disposisi, dan struktur birokrasi baik secara mandiri maupun bersama sama terhadap keberhasilan implementasi program P2K2 Dinas Sosial Kabupaten Cilacap. Metode penelitian yang digunakan bersifat analisis kuantitatif, data yang diperoleh berdasarkan jawaban kuesioner dianalisis dengan statistik regresi regresi linier berganda. Hasil penelitian menunjukkan bahwa secara mandiri hanya variable Komunikasi (X1) dan Struktur Birokrasi (X4) yang mampu berpengaruh signifikan terhadap implementasi program P2K2. Namun secara bersama-sama Komunikasi (X1), Sumberdaya (X2), Disposisi (X3) dan Struktur Birokrasi (X4) mampu mempengaruhi keberhasilan implementasi program P2K2 Dinas Sosial Kabupaten Cilacap sebesar 76,5%, sedangkan 23,5 % dipengaruhi oleh variabel lain yang belum kami teliti.

Abstract

Centralized approach is no longer perceived as effective in managing natural resources such as the forest. In line with the good governance movement, practices of forest resource management have changed from one-bureaucratic show into partnership. Consequently, the concept of transparency, accountability, and broader public participations should be institutionalized to improve the sustainability of forest management. By using the experience of Banyumas’ forest communities as case studies, this research aims to examine the extent to which the practice of good governance in forest management develops and influences the sustainability of forest management. Since this study was been intended to reveal the process of governance practices at the level of community-based organization, it uses the descriptive-qualitative approach in its analysis. The result of this study shows that participatory forest monitoring, transparency and accountable asset utilization have been practiced by the local forestry organization in their forest management. The researcher also found that strong traditions and local leadership contributes positively to good governance practices by providing cultural dialogue forum, social control and a spirit of volunteering.

Abstract

This paper examines a cross-sector collaborative model for development policy in a creative economy in a rural area setting. The creative economy based on the village’s creative potential is considered capable of contributing to the national economy, but it should be supported by public policies that are adaptive to the potential and needs of creative economy actors. The paper used a qualitative approach with case studies in Banyumas Regency, Central Java, Indonesia. This village represents one of the leading creative economy subsectors in Indonesia, which is culinary. The study found that collaboration among Penta Helix forces played multiple roles in driving rural creative actors and building rural creative ecosystems. The stages of collaboration were identified in strengthening organizational structure, program implementation, and organizational consolidation.  Organizational capability and innovation have been growing in rural creative economy actors during cross-sector collaboration implementation. This study provides insights into how Penta Helix collaborates with rural creative actors to promote the rural creative economy. From a public policy perspective, this study fills a significant gap in the literature regarding rural development models that are not covered much in the creative economy policy.
