Abstract

Management and performance measurement in the public sector are inherently more complex compared to the business sector. Conflicting values such as politics and abstract performance targets make public sector performance management and measurement have distinctive points with different challenges as well. This study aims to describe the various challenges that occur in the context of developing management and performance measurement of the public sector in Indonesia after the implementation of The Law Number 5 of 2014 concerning Civil Servants. The researcher applied a literature study by conducting literature inclusion on two main bases, namely internal and external problems in management and public sector performance measurement. In the end, there are four challenges that must be considered in order to further improve the management and performance measurement of the public sector in Indonesia, namely managing the good and bad impacts of management and performance measurement, managing bias and independence of performance appraisal, managing performance during times of disruption and pandemic and managing the performance of the millennial generation.

Abstract

            Sejauh ini level Badan Usaha Milik Desa (BUMDes) di Kabupaten Jombang tergolong maju, akan tetapi dengan munculnya tantangan berbagai masalah yang semakin kompleks diperlukan strategi pengelolaan model bisnis yang tepat pula. Tanpa strategi pengelolaan yang tepat, fungsi BUMDes untuk membantu mempercepat kesejahteraan desa akan semakin lambat tercapai. Oleh karena itu studi ini menganalisis berbagai masalah dasar dalam pengelolaan model bisnis BUMDEs di Kabupaten Jombang dan kemudian memberikan rekomendasi tentang rumusan strategi penting untuk mengelola model bisnis BUMDes di Kabupaten Jombang agar lebih baik lagi. Peneliti menerapkan metode kualitatif untuk mengambil data hasil wawancara dari berbagai pemangku kepentingan yang memahami tentang pengelolaan model bisnis BUMDes di Kabupaten Jombang. Hasil wawancara digunakan karena peneliti mengharapkan kedalaman data yang tidak dapat ditangkap oleh data umum hasil statistik. Pada akhirnya peneliti menarik kesimpulan bahwa strategi yang diperlukan untuk meningkatkan pengelolaan model bisnis BUMDes di Kabupaten Jombang terdiri dari strategi kelembagaan dan strategi partisipasi masyarakat. Kata kunci: BUMDes, Ekonomi Desa, Pengelolaan, Bisnis Model             So far, the level of Village-Owned Enterprises (BUMDes) in Jombang Regency is considered advanced, but with the emergence of challenges, various problems that are increasingly complex require appropriate business model management strategies. Without the right management strategy, the function of BUMDes to help accelerate village welfare will be slower to achieve. Therefore, this study analyzes various basic problems in the management of business model BUMDes in Jombang Regency and then provides recommendations on the formulation of important strategies for managing business model BUMDes in Jombang Regency to be even better. Researchers applied qualitative methods to collect data from interviews from various stakeholders who understand the management of business model BUMDes in Jombang Regency. Interview results are used because researchers expect a depth of data that cannot be captured by general statistical data. In the end, the researcher concluded that the strategies needed to improve the management of business model BUMDes in Jombang Regency consisted of institutional strategies and community participation strategies.
