Abstract

Islam lahir di Jazirah Arab pada abad ke-6 Masehi. Dengan mengalami hambatan budaya karena lahir dalam masyarakat nomaden dan tidak beradab pada awal keberadaannya. Namun, dalam perkembangan selanjutnya, penyebaran Islam menarik perhatian para sejarawan. Islam telah dipeluk oleh orang-orang yang tinggal di separuh dunia. Pada akhir abad ke-20, agama besar ini telah menjadi agama lebih dari satu miliar orang di seluruh dunia, terutama di Asia dan Afrika. Penelitian ini untuk mengetahui mengenai perspektif Islam tentang modernisasi. Abstract

This article discusses the role of communication in attracting Hajj pilgrims to North Sumatra. This article examines the steps taken by the North Sumatra Province Ministry of Religion to implement a communication system in terms of services and pilgrim protection guarantees. This article's research employs a descriptive method with a qualitative approach. Interviews were conducted with several informants who were considered qualified to answer this topic within the Ministry of Religion of North Sumatra, including the Jemaah Haji from North Sumatra. Literature studies and documentation are two other methods for gathering data. Data processing and analysis techniques were applied in three stages: data reduction, data presentation, and conclusion drawing. According to the findings of this study, the Ministry of Religion has ensured a fair, professional, and accountable implementation of the Hajj by prioritizing the interests of the congregation, and general and special services for disabled people. Meanwhile, both domestically and in Saudi Arabia, coaching takes the form of practice. Furthermore, the Ministry of Religion has put legal safeguards in place to ensure the safety of Hajj pilgrims.

Abstract

The Recruitment Pattern of the Ministry of Religion in Determining the Tanjungbalai City Indonesian Hajj Officer Team. This study aims to determine the Recruitment Patterns of the Ministry of Religion in Determining the Tanjungbalai City Indonesian Hajj Officer Team both from the recruitment process, recruitment requirements, recruitment sources, recruitment methods. This study uses a qualitative research method approach. Primary data was obtained directly through interviews, namely the Ministry of Religion of Tanjungbalai City. Secondary data obtained from research documents. The results of the study show that the recruitment pattern of the Ministry of Religion in determining the team of Indonesian haj officers in the city of Tanjungbalai began with the appointment of the Directorate General of the Ministry of Religion of the Republic of Indonesia, then a letter was sent to the Province and again to the city Ministry of Religion. Then the sources are from internal and external although externally the city Ministry of Religion is only to participate so that only a few take part in the registration of haj officers, because the success of recruitment depends on the large number of those who register to become haj officer recruitment at the Ministry of Religion of Tanjungbalai City.

Abstract

This journal discusses the recruitment strategy of the Prosperous Justice Party in Pematang Siantar City for women's representation. This study aims to determine the strategy of recruitment and strategy of cultivating the leadership aspect of female cadre candidates for the Prosperous Justice Party (PKS) in Pematang Siantar City. This study uses a qualitative research type through descriptive analysis to describe the recruitment strategy carried out by the Prosperous Justice Party (PKS) in Pematang Siantar City in recruiting female cadre candidates. Data collection techniques used through interviews as primary data and literature study as secondary data. The results of this study indicate that the Prosperous Justice Party (PKS) in Pematang Siantar City is open in recruiting female cadre candidates using two recruitment strategies: First, the individual recruitment pattern is carried out using the person-to-person approach (al-da'wah al-fardiyyah). Second, the pattern of institutional recruitment which is carried out by affiliated methods with various party wing organizations with formal or informal status (al-da'wah al-jama'i).

Abstract

To realize optimal bureaucratic reform, institutions are needed that have integrity in supervising and supporting government performance, especially in district/city areas, namely the people's representative council. regional (DPRD). The author as a researcher chose qualitative descriptive research to explore the research object. This research shows that the Gayo Lues Regency Government is actively implementing a number of policies to advance the region. The policy focus covers various aspects such as infrastructure development, the policies implemented in Gayo Lues Regency are clearly related to and in line with local laws and regulations. The main goal is to increase the efficiency and transparency of public services. Implementation of reforms includes organizational restructuring, increasing human resource capacity, simplifying administrative processes, and applying information technology. The principles of clean government and good governance are the foundation, with a focus on eradicating corruption and improving the quality of government.

Abstract

Waste management in tourist destinations is a critical issue for ensuring environmental sustainability and community well-being. Bukit Lawang, one of the leading ecotourism sites in North Sumatra and home to orangutan conservation, faces increasing waste problems due to growing tourism activities and community practices. This study aims to analyze the role of Project WINGS, a community-based program, in waste management as part of efforts to promote sustainable ecotourism. Using a qualitative descriptive approach, data were collected through interviews, observation, and documentation with local stakeholders and Project WINGS members. The findings reveal that Project WINGS implements a comprehensive waste management strategy through community education, organic waste composting, waste bank initiatives, and ecobrick production. These activities not only reduce waste accumulation but also generate alternative economic opportunities for local residents. Moreover, international tourists positively perceive these initiatives and often participate as volunteers, strengthening Bukit Lawang’s image as an environmentally friendly destination. The study concludes that Project WINGS contributes significantly to environmental conservation, social awareness, and local economic empowerment. This research enriches the discourse on community-based ecotourism and demonstrates how integrated waste management can serve as a model for other destinations aiming to achieve sustainability. Using a descriptive qualitative approach, this research highlights how Project WINGS not only teaches the importance of waste sorting but also transforms it into something more valuable. Organic waste is processed into compost, while plastic waste is utilized in the form of eco-friendly ecobricks. The presence of a waste bank also provides a space for the community to gain economic benefits from simple activities, thereby raising awareness that protecting the environment can also improve well-being. Equally important, the involvement of international tourists as volunteers helps strengthen Bukit Lawang's image as a sustainable tourism destination that prioritizes environmental stewardship. The research results show that this initiative not only reduces waste but also builds a sense of collective responsibility among the community for their environment. Furthermore, Project WINGS serves as concrete evidence that small, consistent changes can have a significant impact. These findings confirm that community-based waste management can be an effective model for other destinations seeking to balance ecological, social, and economic aspects. Thus, Project WINGS enriches the discourse on sustainable ecotourism and demonstrates that collaboration is key to maintaining harmony between humans and nature. ABSTRAK Pengelolaan sampah di destinasi wisata merupakan isu krusial dalam menjaga keberlanjutan lingkungan dan kesejahteraan masyarakat. Bukit Lawang, salah satu kawasan ekowisata unggulan di Sumatera Utara sekaligus habitat konservasi orangutan, menghadapi persoalan meningkatnya timbunan sampah akibat aktivitas pariwisata dan praktik masyarakat setempat. Penelitian ini bertujuan untuk menganalisis peran Project WINGS, sebuah program berbasis masyarakat, dalam pengelolaan sampah sebagai bagian dari upaya mewujudkan ekowisata berkelanjutan. Dengan menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara, observasi, dan dokumentasi bersama pemangku kepentingan lokal serta anggota Project WINGS. Hasil penelitian menunjukkan bahwa Project WINGS menerapkan strategi pengelolaan sampah yang komprehensif melalui edukasi masyarakat, pengolahan sampah organik menjadi kompos, pengembangan bank sampah, serta produksi ecobrick. Kegiatan ini tidak hanya menurunkan jumlah timbunan sampah, tetapi juga menciptakan peluang ekonomi alternatif bagi masyarakat lokal. Selain itu, wisatawan mancanegara merespons positif dan turut berpartisipasi sebagai relawan, sehingga memperkuat citra Bukit Lawang sebagai destinasi wisata ramah lingkungan. Penelitian ini menyimpulkan bahwa Project WINGS berkontribusi signifikan terhadap konservasi lingkungan, peningkatan kesadaran sosial, dan pemberdayaan ekonomi masyarakat. Temuan ini memperkaya diskursus tentang ekowisata berbasis komunitas serta menunjukkan bahwa pengelolaan sampah terpadu dapat menjadi model bagi destinasi lain yang berorientasi pada keberlanjutan. Pengelolaan sampah di kawasan wisata merupakan isu yang tidak bisa diabaikan, terutama pada destinasi yang memiliki nilai ekologis dan sosial tinggi seperti Bukit Lawang. Sebagai salah satu ekowisata unggulan di Sumatera Utara sekaligus habitat konservasi orangutan, kawasan ini menghadapi tantangan serius akibat meningkatnya jumlah pengunjung dan kebiasaan masyarakat yang masih minim kesadaran lingkungan. Timbunan sampah yang tidak terkelola dengan baik berpotensi merusak ekosistem, menurunkan kualitas wisata, bahkan mengganggu keberlanjutan ekonomi masyarakat setempat. Dalam konteks inilah, kehadiran Project WINGS menjadi sangat relevan karena menghadirkan solusi berbasis masyarakat yang menekankan kolaborasi, edukasi, dan pemberdayaanya. Melalui pendekatan kualitatif deskriptif, penelitian ini menyoroti bagaimana Project WINGS tidak hanya mengajarkan pentingnya memilah sampah, tetapi juga mengubahnya menjadi sesuatu yang lebih bernilai. Sampah organik diolah menjadi kompos, sementara sampah plastik dimanfaatkan dalam bentuk ecobrick yang ramah lingkungan. Kehadiran bank sampah juga membuka ruang bagi masyarakat untuk mendapatkan keuntungan ekonomi dari aktivitas sederhana, sehingga menumbuhkan kesadaran bahwa menjaga lingkungan juga dapat meningkatkan kesejahteraan. Tidak kalah penting, keterlibatan wisatawan mancanegara sebagai relawan turut memperkuat citra Bukit Lawang sebagai destinasi wisata berkelanjutan yang mengedepankan kepedulian terhadap alam. Hasil penelitian menunjukkan bahwa inisiatif ini tidak hanya berdampak pada penurunan timbunan sampah, tetapi juga membangun rasa tanggung jawab kolektif masyarakat terhadap lingkungannya. Lebih jauh, Project WINGS menjadi bukti nyata bahwa perubahan kecil yang dilakukan secara konsisten mampu melahirkan dampak besar. Temuan ini menegaskan bahwa pengelolaan sampah berbasis komunitas dapat menjadi model efektif bagi destinasi lain yang ingin menyeimbangkan aspek ekologi, sosial, dan ekonomi. Dengan demikian, keberadaan Project WINGS memperkaya diskursus tentang ekowisata berkelanjutan dan membuktikan bahwa kolaborasi menjadi kunci utama untuk menjaga harmoni antara manusia dan alam.
