<![CDATA[Tujuan penelitian menganalisis Kedudukan Dewan Perwakilan Daerah dalam Sistem Ketatanegaraan Indonesia. Penelitian ini merupakan penelitian hukum yang menggunakan pendekatan doktrinal yang bersifat normatif. Hasil penelitian ini menunjukan bahwa Dewan Perwakilan Daerah yang merupakan lembaga perwakilan daerah yang berkedudukan sebagai lembaga negara tidak seusai dengan gagasan pembentukan Dewan Perwakilan Daerah dalam sistem perwakilan bicameral. Dewan Perwakilan Daerah sebagai lembaga negara tidak memilki atau tidak mempunyai wewenang mandiri berkaitan dengan pengambilan keputusan politik dalam menjalankan fungsi legislasi. (2) berdasarkan pasal 2 ayat (1) yang berbunyi “majelis permusyawaratan rakyat terdiri atas anggota dewan perwakilan rakyat dan anggota dewan perwakilan daerah yg dipilih melalui pemilihan umum dan diatur lebih lanjut dengan undang undang” hubungan anatara DPD, DPR dan MPR merupakan hubungan struktural yang berkaitan dengan kedudukan anggota DPD dan DPR sebagai Anggota MPR. The research objective is to analyze the position of the Regional Representative Council in the Indonesian State Administration System. This research is a legal research that uses a normative doctrinal approach. The results of this study indicate that the Regional Representative Council which is a regional representative institution that is domiciled as a state institution is not in accordance with the idea of forming a Regional Representative Council in a bicameral representative system. The Regional Representative Council as a state institution does not have or does not have independent authority regarding political decision making in carrying out its legislative function.
