Abstract

Perairan pesisir utara Kecamatan Tugu Semarang merupakan muara tempat mengalirnya berbagai limbah dari kegiatan yang menimbulkan degradasi lingkungan. Klorofil-a yang terkandung dalam fitoplankton merupakan indikator kesuburan perairan yang persebarannya akan dipengaruhi kondisi oseanografi suatu perairan. Penelitian ini bertujuan untuk mengetahui kandungan dan sebaran secara horizontal klorofil-a. Penelitian ini dilaksanakan pada musim peralihan 2 bulan September dan Oktober 2014 dengan 3 kali pengulangan saat pengambilan dengan menggunakan metode deskriptif dan pemilihan lokasi dengan purposive sampling dengan jumlah 9 stasiun yang dapat mewakili wilayah dekat area pertambakan yang tergenang dan muara sungai. Data kandungan klorofil-a sebagai data primer dan konsentrasi nutrien (nitrat dan fosfat), kualitas perairan berupa data pH, suhu, DO, salinitas, dan kecerahan sebagai variabel pendukung distribusi klorofil-a. Permodelan arus laut menggunakan SMS 8.1. Pengolahan data menggunakan software ArcGIS 10.0 untuk menganalisis model persebaran. Hasil penelitian ini menunjukan nilai kandungan klorofil-a berada pada kisaran 0,4076-4,1892 mg/m3 dan memiliki rata-rata setiap pengambilan 2,1901, 1,7097, dan 2,2410 mg/m3. Persebaran klorofil-a secara horizontal dipengaruhi oleh pergerakan arus pasang menuju surut, dimana dipengaruhi oleh arah arus, kecepatan arus, dan perbedaan  kedalaman dari letak stasiun. Persebaran klorofil-a secara horizontal dipengaruhi oleh kandungan nutrien (fosfat dan nitrat), yang terkait erat dengan proses fotosintesis

Abstract

JSA (Job Safety Analysis) is a method used to identify work that has potential hazards ao this method aims at making corrections before the accident happens. The purpose of Job Safety Analysis (JSA) is to explain the potential hazards that arise during the process of work on the working area and control the potential hazards. The supervision on the implementation of JSA is in accordance with the Company’s SOP (Standard opeating Procedure) which is expected to improve the Behavior Based Safety (BBS). Behavior Based Safety (BBS). is a corporate system to change unsafe behavior so that it can educate employees to look for causes of accident-prone behavior. This awakens employees behavior causing the risk of work accident. The observed behavior is documented and discussed in meetings, so that everyone can have a safer environment. The purpose of this study was to evaluate the implementation of Job Safety Analysis method. This research was located in PT. PLN Persero Malang Area. The subject of this research was focused on unit PDKB/High Tense Working Unit (HTWU) of PT. PLN (Persero) Malang Area. The sampling technique used in this research was purposive sampling and snowball sampling. The data collection techniques in this study used observation techniques, interviews, and documentation. The type of this research was descriptive qualitative case study. The results of this study indicate that High Tense Working Unit (HVWU) of PT. PLN (Persero) Malang Area has identified potential hazard periodically by using Job Safety Analysis method. Therefore, PT. PLN (Persero) Malang Area has a way of improving Behavior Based Safety (BBS) using JSA training, dismissal of workers, regulation socialization, implementation of safety awareness program and giving a sanction.

Abstract

In handling criminal cases, the authority of the court at all levels of examination over confiscated objects is in principle the same as the authority given by the law to the investigating agency and the public prosecutor. If the court's verdict states that the confiscated object is Confiscated for the State, then the confiscated object automatically becomes the property of the state and its execution is carried out based on the provisions stipulated in Article 273 paragraph (3) of KUHAP. Problems arise when assets seized by the prosecutor's office in a criminal case turn out to be an object of collateral in a credit that can harm preferred creditors. As has happened in a case at the Marabahan District Court, when there was a case verdict Number 46/Pid.Sus/2019/PN.Mrh related to oil and gas crimes, then the prosecutor's office, in this case the Barito Kuala District Attorney's Office, had the right to conduct an auction of evidence in the form of a fuel oil storage warehouse. However, later on, a lawsuit arose from PT Bukopin as a creditor and holder of a mortgage on the fuel oil storage warehouse which was then registered in Case Number 16/Pdt.Plw/2019/PN Mrh. Therefore, we need to know the extent of legal considerations (ratio decidendi) of the Marahan District Court Decision Number 16/Pdt.Plw/2019/PN Mrh and the legal protection of preferred creditors on collateral objects seized by the prosecutor's office in oil and gas criminal cases. This type of research is normative law using 3 (three) approaches that are studied through literature and document studies, then processed with decuctive logic. The results of this study indicate that the legal considerations (ratio decidendi) used by the Judge in case Number 16/Pdt.Plw/2019/PN Mrh are in line with the Supreme Court Decision Number 1731K/Pdt/2011 which confirms that the object of credit collateral that has been encumbered by mortgage rights that have been issued a Certificate of Mortgage, has inherent rights and interests and must receive legal protection. Thus, for future improvements, the legal protection of creditors holding Mortgage Rights as preferred creditors should be more guaranteed in the laws and regulations regarding Mortgage Rights in the event of confiscation of the object of Mortgage Rights by the prosecutor's office related to criminal acts, especially regarding oil and gas.
