Abstract

This research aims to explain the reasons behind Indonesia’s total diplomacy strategy to release hostages under Abu Sayyaf Group. The Abu Sayyaf Group kidnapped 14 Indonesian ship crews on March and April 2016, while was passing through the Sulu Sea. Qualitative research with the explanative method is used to explain the correlation between variables. This research uses Interdependence Liberalism as analytical tool, which states that transnational actor is more significant than military force. The result indicates that there are four underlying reasons on why Indonesian Government employs total diplomacy to release the hostages from Abu Sayyaf Group. First, Indonesia was a dialogue partner for MNLF and Philippine Government in the case of the peace agreement; Second, there is trade cooperation between South Philippine and Indonesia; Third, Indonesia has global network; and fourth, soft power is being chosen / prioritized to protect the hostages.

Abstract

Over the past decades, the world has witnessed the increasingnumber of migrants originating from the Middle East due to theeconomic and political instabilities they face at home. Australia hasbeen one of the most popular destinations the migrants tend tomigrate to, as the country is perceived to be offering manyopportunities and promosing living envinronments. Before arrivingin Australia however, it is common for many migrants to make atransit in Indonesia either under legal or illegal means. The illegalones have particularly been problematic for Indonesian Governmentas they have presented the country with a number of unprecedentedsocial, economic, and political consequences. In this research, byusing the qualitative method, the writer aplies the theory ofConstructivism by Martha Finnemore to analyze the factors thatmake the migrants incline to transit in Indonesia unlawfully, eventhough many legal efforts to tackle this issues have been placed bythe Indonesian National Police. The result of this research showsthat Indonesia's geography, legal, economic and socio-culturalconditions are among many factors that could be held responsiblefor the case. As such, the Indonesian National Police have donepreemptive, preventive and repressive efforts to overcome thesefactors.

Abstract

Strait of Malacca (SOM) is one of the most important strait for global trade shipping, yet there’s an increase activity of sea piracy in 2009 which threatened the safety of shipping through the channel. Indonesia, Malaysia, and Singapore as SOM’s coastal states who are perceived to be responsible to the security of SOM took numerous policies to cope with the issue. In this research, writer tried to give depth explanation about reason behind various policies taken by states to tackle the piracy. Perspective of Constructivism of International Relations and Buzan’s theory of Securitization are used as research framework. The result of this research showed that there was a correlation between policies taken by ones state with issue perceived as existential threat. Singapore who constructed sea piracy as threat for its nation tend to take extreme counter-measurement to combat piracy, while Indonesia and Malaysia didn’t really give attention to the issue of piracy since they construct other issues such as illegal fishing and human smuggling as threat to their sovereignty.

Oil stealing with illegal tapping, illegal drilling and misusing of fuel subsidy mode had often occurred in the period of 2011 until 2015 in Indonesia. Indonesia incurred losses as much as ten billions every year. It was important to find out the efforts of Indonesia government because in 2011 until 2015, the number of stealing oil not only increased but also decreased. This research used qualitative method that tried to explain the efforts of Indonesia government. Furthermore, the efforts of Indonesia government were analyzed to find out the main factor why oil stealing still happened until present. The Institutional liberal theory was used for answering these phenomenon. The result showed that the efforts of Indonesia government were not enough. Indonesia government only focused on oil stealing and smuggling in domestic area, so it was the reason why oil stealing still happened in Indonesia. The international illegal oil trade syndicate that could not handle was the main reason related to oil stealing. Therefore, multilateral cooperation called institutional or regime cooperation that specifically against the international illegal oil trade syndicate was needed.
