Abstract

ABSTRACT : Tourism is one of the things that are important to a country. With the then existing community tourism attractions in the region would memdapatkan positive impact, the public get a chance to open a small business attractions in the region so that a family needs can be met. The local government of tourism objects get revenue from the tourist attraction. The potential of the attraction Hill Love Lumimu'ut district Kanonang minahasa not managed optimally so that the existence of a tourism asset rating not get a positive response in the form of tourist visits. Tourism development is very influential in tourist attraction Hill Love, the following are the factors that inhibit the development of attraction Hill Love Toar Lumimu'ut Kanonang Minahasa .Factors that hamperthe development ofattraction Hill LoveToarLumimu'ut: The quality of human resources is not adequate, System management is not optimal tourism. Manage less society preserve and attractions in Hill Love. Shortage of funds in the development of attraction Hill Love. Tourism marketing and promotion system is not optimal . Inadequate facilities and infrastructure. North Sulawesi provincial government is expected to develop a Tourism attraction Hill Love Toar Lumimu'ut Kanonang Minahasa in increasing people's incomes and the contribution of attraction Hill Love for Local Revenue. This study is qualitative with the observation and interview .for bluntinig techniques of is done directly to people who knowing attraction Hill Love development Kanonang. Abstract

ABSTRACT   Education  is  one  of  Indonesia’s  development  strategy  are  directed  to  build  Indonesia.  Implementation of government policies in education programs require Monitoring, Evaluation and  Supervison. Therefore with the Implementation of a quality establishment of government officials,   then  appointed  Inspectorate,  as  Supervison  agency  development,  which  serves  to  oversee  the  performance  of  the  government  on  development  activities,  staffing  activities,  and  service  to  the  community.   The purpose of this study wanted to know how the Effectiveness of Functional Supervison  Inspectorate  on  National  Education  Departements  North  Sulawesi.  This  study  used  qualitative  methods.   Study   focused   (1)   the   supervision   process   on   the   Character   of   Effectiveness   is  Productivity,  Efficiency,  Satisfaction,  Flexibility,  and  Development.  (2)  Effec tive  monitoring  results, is the achievement of goal or program policies target that has been set. Source of data /   informants interviewed as many as 13 people consisting of 1 people Head office, 1 Treasurer, 1  holders program, and 10 person staff, and process data collection using interview techniques.    The  results  showed  that:  in  general,  that  functional  supervision  conducted  by  the  Inspectorate to the National Education Departments North Sulawesi, seen from the 5 character of  effectiveness  is  good.  The  timeliness  in  carrying  out  the  task,  achieve  its  intended  purpose.  In  accordance  with  purpose  of  supervision.  Their  competence  and  results  of  monitoring  that  is  capable of providing a change. Recommendations advice to the National Education Departements  of North Sulawesi, leaders more confirms duties and functions of each fields. In order to better,  structured, thorought and more appreciative of time in carrying out the task.    Keywords : Functional Supervison Inspectorate

Abstract

ABSTRACT : Orphange is a childcare intitute that have function to serve, nurture, educate, and full fill the rights of children. In this place children will be custody by implementor to replace parent’s role to nature, and give education to child so they can grow up with good quality, useful, and can responsibility for them self and other people one day. The child get in orphange is because they family have a economic difficulty, or don’t have a parents so they can be categorized as a orphan. This research try to explain childcare policy implementation in increase human resource at Nazaret Tomohon orphanage. This research use qualitative method so can get a result through an a direct observation and get interview from a few informan. to guide this research implementation theory from Van Meter and Van Horn has been used, that policy implementation is based to standard and policy purpose, human resource, organisation characteristic, executive, communication between related organisation, disposition. This research found that childcare policy implementation in increase human resource can be seen from standard and purpose of policy, human resource, characteristic executive organisation, communication between related organisation, and executive is already effective in childcare implementation because it based on religion value, ethics, moral, and exemplary from care givers. The conduction that can get from this research is the ability from caregiver can perform a good nurture so the quality from human resource can increase.
