Abstract

ABSTRACT :The role of the Regional Employment Board is not optimally manage personnelresources, it is necessary to improve the quality of personnel resources in improving the professionalperformance of the apparatus, especially for professional development related to management skills. Thepopulation in this study were all officers or employees in Sub Tobelo North Halmahera recorded the numberof officers or employees who have as many as 25 civil servants.The research method that I use in this study is a quantitative research methods. The methods andapproach used by the consideration that examined in this study is quite actual and factual and intends toexamine the relationship or influence between the variables.The results of product moment correlation analysis and simple regression, can be tested the hypothesisthat "Education and training influence on Organizational Performance Regional Employment Board ofNorth Halmahera District", the 1% significance level, indicating that education and training are veryinfluential on Organizational Performance, especially in the office of the Regional Employment BoardHalmahera north, the magnitude of these effects can be observed from the analysis of determination, wherethe coefficient of determination obtained for 0.894 which may be interpreted that the magnitude of theinfluence of education and training to organizational performance 89.4%. These results indicate that thevariation change of organizational performance by an average of 41.79, or 69.65% is determined by a variety89.4%, while theof factors change Education and Training of remaining 10.6% influenced. data analysisshowed that between education and training the performance of the organization has linkage relationshipsand influences that are contributive as well as the very real or significant.Keywords: education and training, organizational performance

Abstract

Abstract: This research aims to know the implementation of the financial management policies of the villageof Waitina Sub-district Mangoli timur Regency Sula Islands. This research uses theories of Edward III'spolicy implementation with communication indicators, resources, disposition and bureaucratic structure.This study uses qualitative methods with an informant as much as 10 people comprising the headof BPD, the village chief, officials of the customs of the village, the village Authorities and society.Research results show that financial management of the village of waitina in General has alreadydone with effective but in demensi resources and disposition or attitude of the executor not optimal so thatthere is also an inhibitor of factor or constraint in financial management of the village. The dimensions ofthe resources and the attitude of the authorities of the village should be increased in order to improve thequality of the implementation of the financial management of the village in the village of Waitina, SulaIslands RegencyKeywords: Financial Management Policy Implementation

Abstract

ABSTRACT: As it is known that the Organization of Indigenous Peoples is one container to collectand bamboozle indigenous peoples so that the role of traditional leaders more directly in supportingthe wheels of government in the implementation of development and provide guidance to the publicas mandated. In Law No. 21 of 2001 on Special Autonomy for Papua Province. Containing organizeand manage their own household / own government. Chieftain, is not set in legislation, but in the Act.No. 21, 2001, Article 1 Paragraph 13 of the "Consultative Council of Kampung or called by any othername is a group of people who form a unity composed of various elements, in the village as well aselected and recognized by local residents to provide advice and consideration to local government.The purpose of this study was to determine the role of Chief Moni in the implementation of roadinfrastructure development in the District Wendai Intan Jaya district of Papua province. Researchusing qualitative methods. Informants in this study were 10 people employed several elements takenfrom the head of the district, members of the traditional council, village heads, chiefs, religious figure,and the common people. Collecting data with interview techniques; while the data analysis usinganalytical techniques interactive model of Miles and Hubernann.The results showed the role of chieftain Moni in the construction of road infrastructure is realizedin three aspects: a role in decision making, a role in providing information to the public, and a rolein encouraging and mobilizing community participation. Based on the results of these studiesconclude that the chief Moni has a significant role in the implementation of development in theDistrict of Intan Jaya district Wandai.Based on the Conclusions of the research results it is suggested that the government districts andvillages should always involve; the chiefs in decision-making, in providing information to the public,and to encourage and Mobilize community participation in the construction of road infrastructure inthe District Wandai.Keywords: Role of Chief Moni, Road Infrastructure Development.

Abstract

Abstract : The purpose of this study was to determine the influence of information technology onorganizational effectiveness in the Secretariat of DPRD Kabupaten Sula Islands of North Maluku Province.This research uses quantitative method. Information technology variables are measured using computerhardware indicators, computer software, information and communication networks, databases. While thevariable of organizational effectiveness is measured using production indicator, efficiency, flexibility andorganizational adaptation. The sample of the research respondents was taken with a simple randomsampling technique of 35 people (25 employees of the Secretariat, DPRD and 10 DPRD members). Datacollection using questionnaire / questionnaire and assisted with interview guide technique. Analyticaltechniques used are inferential statistical analysis of linear regression and product moment correlation. Theresults of data analysis show: (1) regression coefficient variable of information technology to organizationaleffectiveness is positive and significant. (2) correlation coefficient and coefficient of determination ofinformation technology variable to organizational effectiveness is strong and significant. Based on theresults of the study concluded that information technology has a positive effect and has a significant degreeof correlation to organizational effectiveness. Based on the conclusion of this study, it is recommended that:(1) Information technology in Secretariat of DPRD of Sula Islands Regency needs to be improved both inquantity and quality, especially hardware and software, network and communications system and database.(2) The knowledge and skills of employees in the operation of information technology (computerapplications) need to be improved through training. (3) DPRD members also need to have knowledge andskills in the use of information technology (computer applications) for ease of task implementation.Keywords: Information Technology, Organizational Effectiveness.

Abstract

ABSTRACT : Levies are a source of potential revenue because of the scope of the imposition of levies broaderin appeal with the local tax. Similarly, according to Adisasmita R (2011) that the development levies easier than theimposition of local taxes considering the scope of the levies are not as strict as compared to local taxes. Therefore, localgovernments in order to develop PAD more focused on increasing acceptance levies.This study uses qualitative descriptive method. The informants were 20 people who were taken from berbegaielements of government officials, workers and public collectors / traders market. The main instrument in this study isthe researchers themselves are, while collecting data using interview techniques and assisted with the observationdanstudi dokmentasi. Data analysis was performed using descriptive-qualitative analysis interactive model of Miles andHubernann.Results of the study provides conclusions: (1) Management Levy Markets in North Halmahera is theresponsibility and authority of the Office of Perindakop and SMEs, and fully implemented by the trade sector as anelement of the implementation of the coordination of activities of the Department of Perindakop and SMEs which carryout the collection of the levy markets and market management system uses official assessment is based on RegionalRegulation No. 5 of 2007, namely ballot directly to the voting system uses valuable objects in the form of a ticket.From the above conclusion, the writer can give suggestions as follows 1) To increase the successfulimplementation of market tax policy, the Department Perindakop and SMEs in North Halmahera District madeadditional levy collection officer existing markets in order to bias a balance between the amount of workload and HR2) To enhance the successful implementation of market tax policy, then pemrintah in this case the DepartmentPerindakop and SMEs as market tax policy implementers should review the market that is not active and make efforts toimprove the quality of the market in order to attract traders to use the market as a trade so biased levy optimize marketacceptance.Keywords: Retribution Policy Implementation Markets in Supporting Local Revenue.
