Abstract

ABSTRACT In general, the race kite competed in a simple, unlike the case with Denpasar Bali kite into an arts and culture into public appeal. See enthusiastic people who are very high and increasing number of participants race each year, it indicates that the race kite got a great welcome from the public. The existence of race kite began ogled by the actors, especially the legislative candidates who run for the legislative  elections  in 2014.  The  objective  is to get  the  support  of the  voice  of sekaa  kites.  The purpose  of  this  study  was  to  determine  how  the  actors  in  relation  to  compete  in  a  race  kite  in Denpasar ahead of legislative elections in 2014. In order to obtain an answer from the formulation of the problem is done with descriptive  qualitative  methods, such as by interviews  with key informants, observations in the field, and documentation. Results  from  this study  can be concluded  is first,  ahead  of the  legislative  elections  many candidates became involved in providing assistance,  in the form of materials such as funding for the cost of making kites is done in their own hamlets or villages. The provision of such assistance lead to a reciprocal relationship  between candidates with sekaa kites, and equally mutual benefit. Secondly, before the 2014 legislative elections individual candidates sekaa more aggressively approached them with participating  enliven kite kite race in row to get closer to their constituents  and keep the noise down so as not to split. Sekaa  organization  and kites into the vehicle  and the political  machine  in gaining  a voice  in the legislative  elections  of 2014,  this phenomenon  was common  in those  days before  the  election,  but  it  is  interesting  because  it  dihimpuni  by sekaa  organizations  that  do  not necessarily exist elsewhere.   Keywords: Pelangi Bali, Kites Team, Candidates, Legislative Elections

Abstract

ABSTRAK   Regional Parliament’s bad performances issue is one of problems which should be solved immediately in all regions. Settlement of the issue would have positive impacts to people society in the region, including District Tolitoli, where the Regional Parliament (DPRD) District Tolitoli drives the legislation function to creating innovative Local Regulation (Perda) that suitable with local conditions. Abstract

ABSTRACT Public services based on e-Government in Indonesia has not been widely implemented. Denpasar government through the application of information technology and working to develop a system of complaints in the public service based on electronic media (online) integrated with a range of SKPD through Pengaduan Rakyat Online (PRO) Denpasar. Development Pengaduan Rakyat Online (PRO) Denpasar aims to accommodate and uniform handling of complaints in Denpasar government environment. The purpose of this study was to obtain the actual description of the management Pengaduan Rakyat Online (PRO) Denpasar and obstacles encountered in the implementation. The theory used in this research is the theory of public service management using the concept of electronic government. Methodology used in this study was qualitative exploratory. The findings of this research are: First, basically management Pengaduan Rakyat Online (PRO) Denpasar been running pretty good, but the service provided has not been entirely successful. This is due to lack of coordination, perception and interests regarding the policy. Secondly, the failure of these arrangements due to several constraints, among others: the flow of complaints in each agency is still done manually, Internet network in each agency sometimes impaired, and feedback from the public is still low in overseeing the complaints that have been submitted. On the other hand, the Pengaduan Rakyat Online (PRO) Denpasar is enough to help people in submitting the complaint because it can be accessed anywhere without the need to come directly to the institutions concerned.
