Abstract

ABSTRACT The issues of regarding social and environmental responsibility of a company at this time is must be implemented in order to create a harmonious relationship with the people and the environment. Base on conflict between  Banjar Pesanggaran people with PT Indonesia Power where the company is carrying out to add machine. These machines had been rejected by Banjar Pesanggaran people for the impact. Therefore, PT Indonesia Power should pay more attention to the Banjar Pesanggaran people and shall carry out responsibilities in accordance with applicable local wisdom in the community. The purpose of this study was to find the answer interrelated relationship between the organizers of the program to all parts of  Banjar Pesanggaran people. Then examine the program if it’s in accordance with CSR procedure, the areal condition and local wisdom in Banjar Pesanggaran people. This research uses qualitative descriptive method. To obtain research data observations by looking directly phenomena that happen in the field and do some interviews with sources associated with the programs implemented by PT Indonesia Power and beneficiaries. Then the result of this research is PT Indonesia Power who has understood the appeal of the government in implementing CSR programs and in accordance with applicable of local wisdom in Banjar Pesanggaran people. And the result is people is still not to understand of PT. Indonesia Power’s program, so the PT Indonesia Power must be doing some more sosialitation of their programs.   Keywords : Public Policy, Corporate Social Responsibility (CSR), Local Wisdom

Abstract

ABSTRACT   The Law of Cooperative No. 25 of 1992 had been trusted again by government after the Law No. 17 of 2012 was revoked because it didn’t compatible with the spirit of cooperatives. The cooperatives in Indonesian have been increased, however those only in quantity sides, not accompanied by the quality sides. One of the important factor to realizing the quality of cooperatives is manage them properly and professionally. This study used descriptive qualitative method. To get the data, researcher interviewed the informant directly and observed by herself the phenomenon in the field. The result of this research are that management of both cooperatives have been conducted in accordance with the applicable law. However, the management in Koperasi Murah Rejeki has not operating effectively and efficiently yet because due to lack of human resources to manage it. Whereas, the management in KSU Kuta Mimba has already performing well. Furthermore, the form of the government’s role in improving the quality of cooperatives through Department of Cooperatives, Small and Medium Enterprises, Industries, and Trades of Badung Regency are to foster cooperatives by way of education, training, and counseling, and then providing facilities, monitoring and evaluating the cooperatives at Badung Regency. Abstract

ABSTRAK   Kutuh village is the youngest village in South Kuta District which is formally formed in 2002 as an effect of expansion of Ungasan village and become one of receiver of minimum allocation village grant (ADD) in Badung Regency. From the problem above therefore the aim of this study is to know the implementation of ADD in managing the village potency in Kutuh village in 2008-2013. The method of this study is descriptive qualitative. The data collected by observation and interview. Some conclusions were got in this study: First, implementation of ADD in Kutuh village runs well. From 2008 to 2010 ADD was the biggest grant that received by Kutuh village that is use to maintain some community empowerment programs, stationery, additional salary for headman and some of village functionary, and also the development of the village potency in tourism field that is development of Pandawa Beach. However in 2011 to 2013 ADD that received by Kutuh village was decrease that makes an effect in village finance. Second, the problem in financial can be solved by Kutuh village with the realization in development of village potency in tourism field because of I Nyoman Mesir as an innovative, communicative, and has high motivation to increase the community prosperity headman in period 2002-2013. He also helped by the village functionary that has good human resources and performance and also supported by adequate facilities and infrastructure. Third, the succeed of village government in Kutuh on implementing ADD proved by no manipulation or misappropriation in ADD. Abstract

Abstract The implementation of SAMSAT (One stop Administrative System) Corner program makes taxpayers greatly assisted. This is because the service in the SAMSAT Corner is provided until night time. However, behind the good service system in SAMSAT Corner, of course, there are still some shortcomings starting from a lack of rules or legal grounds about SAMSAT Corner to services which still give unfair selection treatment of customers. The purpose of this study was to know forms of service of SAMSAT Corner and to know ideal models of tax payment services based on the input of the community. This study used a qualitative descriptive method to obtain data, the writer made observations by watching directly the phenomena happening in the field and conducted in-depth interviews with resource persons associated with SAMSAT Corner service system and taxpayers as service users of SAMSAT Corner. The findings showed that were several innovations suggested by the community, they are, SAMSAT Banking, SAMSAT Go To Village Program and SAMSAT Drive Thru. Beside that there are very important obstacles from this study, there are still brokers as main comprtitors for the innovation of SAMSAT. Abstract

ABSTRACT Local Government of Banyuwangi Regency has a commitment in development activities of Pulau Merah tourists attraction by involving the micro, small, and medium business entities. The commitment is realized in programs that are empowering. Starting from the phenomenon, the author is interested in conducting this research to take the topic of “Implementation of Tourism Development Policy to Improve Micro, Small and Medium Business Sector (UMKM) in Pulau Merah tourists attraction Banyuwangi Regency. The general objective of this study was to see the picture of the implementation of tourism development policy to improve micro, small and medium business sector and to determine the successes and barriers that exist in practice. The methodology used in this study is qualitative descriptive. The theory used in this research is the Theory of Public Policy by using the Policy Implementation Model of George C. Edward III. To obtain the data, the author did an observation by directly looking at the phenomena that occurs in practice and conducted in-depth interviews with sources in association with the development policy to improve micro, small and medium business sector (UMKM) in Pulau Merah tourists attraction. From the findings of the research conducted, it can concluded that the policy is able to bring a positive impact, such as the community profession changeover and changing of its lifestyle. This policy is supported by programs which facilitate the development of UMKM, skills training, entrepreneurship, and skills, UMKM cooperative clinic, MOL from the Department of Koperasi and UMKM. However, at the stage of implementation, the policy is not optimal because it is collided with the readiness of the local government bureaucracy. Therefore, it is expected in the future that Local Government of Banyuwangi Regency makes a more detailed planning regarding of the path of coordination among regional organizations involved as well as human resources who execute the policy. Abstract

ABSTRACT Public services based on e-Government in Indonesia has not been widely implemented. Denpasar government through the application of information technology and working to develop a system of complaints in the public service based on electronic media (online) integrated with a range of SKPD through Pengaduan Rakyat Online (PRO) Denpasar. Development Pengaduan Rakyat Online (PRO) Denpasar aims to accommodate and uniform handling of complaints in Denpasar government environment. The purpose of this study was to obtain the actual description of the management Pengaduan Rakyat Online (PRO) Denpasar and obstacles encountered in the implementation. The theory used in this research is the theory of public service management using the concept of electronic government. Methodology used in this study was qualitative exploratory. The findings of this research are: First, basically management Pengaduan Rakyat Online (PRO) Denpasar been running pretty good, but the service provided has not been entirely successful. This is due to lack of coordination, perception and interests regarding the policy. Secondly, the failure of these arrangements due to several constraints, among others: the flow of complaints in each agency is still done manually, Internet network in each agency sometimes impaired, and feedback from the public is still low in overseeing the complaints that have been submitted. On the other hand, the Pengaduan Rakyat Online (PRO) Denpasar is enough to help people in submitting the complaint because it can be accessed anywhere without the need to come directly to the institutions concerned. Abstract

ABSTRACT Through the National Health Insurance program by BPJS (Badan Penyelenggara Jaminan Sosial), it is expected that access to health care is open for everyone, so that everyone deserves quality health care. Level II Udayana Hospital was originally a hospital serving members of the army, civil servants and their families while the general public only served as minor users. Then the number of patients has increased after the hospital became a BPJS-partner hospital. The aim of this study was to obtain empirical evidence about the effect of the quality of health care on the satisfaction BPJS patient participants in the Level II Udayana Hospital. This research was done by using non-probability sampling and purposive sampling methods. The data collection was done by providing an open questionnaire to a sample of 100 respondents from BPJS inpatients participants at the Level II Udayana Hospital. Indicators in the study were tested using validity and reliability tests. The testing of the hypothesis used multiple linear regression analysis. The results showed that the quality of services which included tangible, empathy, reliability, responsiveness and assurance simultaneously and partially had an effect on patient satisfaction, with the regression equation Y = 1.372 + 0.135 X1 + 0.148 X2 X3 + 0.213 + 0.132 + 0.132 X4 X5. The results of R Square of 0.780 indicated that patient satisfaction was influenced by the quality of service by 78%, while the remaining 22% was explained by other variables not included in this study. Abstract

ABSTRACT Parking is a common problem in many area, but parking as one of potential incomes parking is not manage well. Badung Regency as one of potential tourism areas in Bali, especially in Kuta district also face the difficulty in which the volume of vehicles are not balance with the parking lot. Research method that used in this research is descriptive qualitative. To collect the data, the researcher did the field observation and deep interview with the interviewees who to know the information about the parking retribution management and public empowerment in Kuta district. The result from this research are : first, LPM Kuta as parking organizer get profit from parking retribution where by parking retribution that they got, LPM can empowering the people and The Department of transportation, communication and informatics as a coordinator, facilities and infrastructure provider and supervisory management. Second, there are some problems such as parking officer’s fraudulence. The parking officers toke the return by increasing the parking fees and not gave the parking ticket. Third, the income from parking retribution already use by the LPM to empowering the society but still less optimal on empowered the disability. Hopefully, by this research both the government and LPM can monitoring the parking management in field and the disability get the special treat Key words: society empowerment, cooperation, parking retribution

Abstract

In order to implement Law No. 6 of 2014, which is implemented through Government Regulation No. 47 in 2015 on village administration. One form of implementation success is when the village is able to manage their finances well and its villages with programs defenseless villages and use value. Gianyar regency is one of regencies in Bali is one of its villages namely Batuan Village became a pilot in Indonesia in the financial management of funds of the village. However this is not enough to show that the performance of financial management have the tools and good execution. This study was conducted to see of information and knowledge about how the government's performance in particular village in Gianyar manage your finances as the village fund. The method used in conducting this study is qualitative analytical methods to test the comparability of financial statements village (assessment aimed at growth of revenue and expenditure of the village).

Abstract

ABSTRACT Uninhabitable home surgical program is one of the public policy implemented in Sub-distric of Pupuan. This study is to get an actual view about implementation of non-habitable home surgical program for poor family. Thisstudies applies qualitative research method in the form of descriptivesurvey, and data was collected by interview, documentation, observation. Indicator that used in this research are (1) policy standards and objectives, (2) resources, (3) characteristic executor agent, (4) dispotition of implementers, (5) communications of implementers, (6) social, economic, political condition. The result of this study indicate implementation of surgical non-habitable home program is still not optimal. Only policy standards objectives, characteristic executor agent and communications of implementers are running well, while the others such resources, dispotition of implementers and social, economic, political condition are still not going well.
