Abstract

Development problems in Indonesia are divided into two large parts, namely the problem of development objects and the problem of subjects who will carry out development. The problems that originate from the subject of development are procurement. The problem of providing land is very vulnerable in its handling, because it concerns the lives of many people. If we look at the government's need for land for development purposes, it can be understood that the available state land is very limited, therefore the only way that can be taken is by liberate land belonging to the community, whether it has been authorized by rights based on Customary Law or other rights. The method used for data processing in this research is a mixed method (mixed methodology), namely a combination of qualitative and quantitative methods. Quantitative methods were used to describe technical data at the research location. At the stage of explaining land acquisition issues, a qualitative approach was taken because it tends to be very subjective. This research was conducted by applying SIDLACOM. Based on the research results, in the Bagong dam construction project there were several problems in the land acquisition process, including social problems, technical problems, financial problems and administrative problems. In the Bagong Dam construction project, social problems and administrative problems were the main keys in causing delays in land acquisition, thereby causing delays in the construction project. The solution for handling delays in land acquisition is that first, accurate research needs to be carried out to determine the value of compensation by considering the location of the land, criteria for land and buildings, land use, quality of buildings, and the economic conditions of the affected communities. Second, improve coordination between related parties. Third, carry out appropriate and repeated socialization. And fourth, conduct good negotiations.

Abstract

Tirta Siak Village is one of the Villages in Pekanbaru City that receives assistance from National Slump Upgrading Program (NSUP), because this Village has a slump area of 21,53%. In 2022 and 2023, NSUP has built waste bank, repaired roads and drainage, built artesian wells and water towers. This research aims to evaluate the performance and level of success of NSUP in Tirta Siak Village. This research uses a quantitative descriptive method by collecting observations in the field, interviews, questionners, and reviewing documents. The analyzes carried out are analysis of the effectiveness or achievements of NSUP, cost and benefit analysis, sensitivity analysis, analysis of satisfaction or response to NSUP, and analysis of the impact of NSUP. From the results of the analysis, it was found that the performance of NSUP obtained good results because the assesment of satisfaction or response to NSUP was very satisfied. The the succes rate of NSUP in Tirta Siak Village is successful, because from the results of the analysis of the effectiveness or achievements of NUSP it can be completed 100% according to plan. In the cost and benefit analysis, the BCR value was 1.3423 which shows that NSUP is feasible to implement. The results of the sensitivity analysis show that NSUP in Tirta Siak Village is quite vulnerable to increasing costs and decreasing benefits. Then, from the results of the impact analysis of NSUP, it was found that the A Syimp. Sig (2-Tailed) value was smaller than 0,05 which means that there was a difference between before and after NSUP was implemented.

Abstract

Kabupaten Batang, yang terletak strategis di sepanjang Jalur Pantura, saat ini sedang melaksanakan pembangunan infrastruktur untuk meningkatkan aksesibilitas transportasi barang dan bahan baku antara pelabuhan dan kawasan industri. Salah satu proyek penting yang sedang berlangsung adalah Pembangunan Akses Jalan Jetty Kawasan Industri Terpadu (KIT) Batang, yang termasuk dalam Proyek Strategis Nasional. Salah satu elemen kunci dalam proyek ini adalah pekerjaan half slab, yang menggunakan sistem pelat beton pracetak dan pengecoran konvensional. Penelitian ini bertujuan untuk mengoptimalkan waktu dan biaya pelaksanaan pekerjaan half slab dengan melakukan redesign menggunakan metode Building Information Modeling (BIM) 3D, 4D, dan 5D. BIM 3D digunakan untuk visualisasi desain, BIM 4D untuk simulasi jadwal, dan BIM 5D untuk perhitungan kuantitas material serta biaya. Dalam studi ini, terdapat empat tipe half slab yang digunakan, dan melalui analisis teknis, ditemukan bahwa redesign half slab dapat mempercepat waktu pemasangan di beberapa area proyek. Di area EJ5 – EJ4, waktu pengerjaan dapat dipersingkat 9 hari, sementara di area EJ4 – EJ3 dan EJ3 – EJ2, dapat dipersingkat masing-masing 1 hari. Dari segi biaya, hasil analisis menunjukkan bahwa meskipun biaya pengadaan half slab redesign lebih tinggi sebesar Rp. 27.350.749 dibandingkan dengan half slab eksisting, desain ulang ini menghilangkan kebutuhan biaya bekisting sebesar Rp. 23.969.984 dan memangkas biaya beton lantai jembatan sebesar Rp. 513.207.303. Total biaya pemasangan half slab redesign sebesar Rp. 4.221.200.440. Penelitian ini diharapkan dapat memberikan kontribusi signifikan dalam mengoptimalkan waktu dan biaya pada proyek infrastruktur, serta memberikan manfaat jangka panjang bagi efisiensi transportasi di Kabupaten Batang.
