Abstract

This study aims to analyze the effectiveness of legal protection for local communities in agrarian disputes with corporations in West Bangka Regency, as well as to identify both legal and non-legal barriers faced by these communities in securing their land rights. The research is based on the Landbow land dispute case in Kelapa Subdistrict, West Bangka, which was won by the local community through a decision by the Administrative Court (PTUN) of Pangkalpinang, Case Number 16/G/PTUN.PGP/2025. The research adopts normative and empirical juridical methods, utilizing statute and case approaches along with interviews with relevant stakeholders. The findings reveal that while normative legal protection exists through national legal instruments, its effectiveness at the implementation level remains weak. Communities frequently encounter obstacles such as delayed responses from local authorities, lack of legal literacy, and corporate dominance. The study recommends strengthening access to legal aid, improving community advocacy capacity, and enhancing local government commitment to agrarian justice.

Abstract

Abstrak Penelitian ini bertujuan untuk meningkatkan hasil belajar peserta didik melalui imlementasi Pendekatan Teaching at the Right Level (TARL) dengan mengintegrasikan permainan Teka (Tebak kata) ke dalam pembelajaran Bahasa Indonesia di kelas V SDN 17 Kota Bengkulu. Penelitian ini menggunakan metode penelitian tindakan kelas dengan desain penelitiannya model Kurt Lewin. Penelitian dilaksanakan pada semester sanjil tahun ajaran 2024/2025 pada bulan Juli – Agustus. Subjek penelitian ini adalah 20 peserta didik kelas V B SDN 17 Kota Bengkulu. Objek penelitiannya adalah hasil belajar peserta didik. Teknik pengumpulan data menggunakan observasi dan tes. Data dari hasil observasi dan tes di analisis secara deskriptif dan di sajikan dalam bentuk diagram. Hasil penelitian menunjukkan adanya peningkatan hasil belajar yang dinamis disetiap siklusnya, peningkatan kategori sangat mahir dari hasil prasiklus terdapat 5 orang, setelah mendapat tindakan 1 menjadi 11 dan pada silus ke dua menjadi 15 orang. Dengan demikian implementasi Pendekatan Teaching at the Right Level (TARL) dengan permainan ke dalam pembelajaran Bahasa Indonesia dapat meningkatkan hasil belajar peserta didik kelas V SDN 17 Kota Bengkulu. Kata Kunci : Pendekatan TARL, Integrasi Permainan Teka (Tebak Kata), Hasil Belajar. Abstract This research aims to improve student learning outcomes through the implementation of the Teaching at the Right Level (TARL) approach by integrating the Teka game into Indonesian language learning in class V at SDN 17 Bengkulu City. This research uses a classroom action research method with a Kurt Lewin model research design. The research was carried out in the Sanjil semester of the 2024/2025 academic year in July – August. The subjects of this research were 20 students in class V B of SDN 17 Bengkulu City. The object of the research is the learning outcomes of students. Data collection techniques use observation and tests. Data from observations and tests are analyzed descriptively and presented in diagram form. The results of the research showed that there was a dynamic increase in learning outcomes in each cycle, the increase in the very advanced category from the pre-cycle results was 5 people, after receiving action 1 became 11 and in the second cycle there were 15 people. Thus, implementing the Teaching at the Right Level (TARL) approach with games into Indonesian language learning can improve the learning outcomes of class V students at SDN 17 Bengkulu City.
