Abstract

Maturity model based on e-Government portal has been developed by a number of researchers both individually and institutionally, but still scattered in various journals and conference articles and can be said to have a different focus with each other, both in terms of stages and features. The aim of this research is conducting a study to integrate a number of maturity models existing today in order to build generic maturity model based on e-Government portal. The method used in this study is Systematic Review with meta-ethnography qualitative approach. Meta-ethnography, which is part of Systematic Review method, is a technique to perform data integration to obtain theories and concepts with a new level of understanding that is deeper and thorough. The result obtained is a maturity model based on e-Government portal that consists of 7 (seven) stages, namely web presence, interaction, transaction, vertical integration, horizontal integration, full integration, and open participation. These seven stages are synthesized from the 111 key concepts related to 25 studies of maturity model based e-Government portal. The maturity model resulted is more comprehensive and generic because it is an integration of models (best practices) that exists today.

Abstract

Abstract – This research is conducted to develop prototype with Design Science Research (DSR) methodology for Fundraising Information System (SANDRA) 2.0 Dompet Dhuafa. SANDRA is a web application which is used to manage donation funds and used by internal employees. However, on the actual condition there are several users complaining about complex data search, long loading time, and complex donation flow. The research is started with first iteration which is accomplished by questionnaire based on combined Technology Readiness Index (TRI) and Technology Acceptance Model (TAM) to determine the factors that affect users’ intention by its users. The result of this is that the users prioritize the usefulness of the application. The development on this research is focused on the minimizing the data searching process and adding new feature to reduce donation process. On the second iteration, the prototype is evaluated by the user’s using questionnaire and interview session with the representative of users. Users feel that the improvement is increasing their performance. By utilizing the DSR methodology, application development can be completed with close fulfilment of the requirement. The result of this research hopefully can be a suggestion for improvement on SANDRA application users and can contribute to academics’ knowledge.

Abstract

The growing adoption of e-Government services, such as Satu Data Indonesia (SDI), requires a deeper understanding of factors that influence the long-term usage of these services. This study aims to explore the continuance usage intention of e-Government services by applying Technology Continuance Theory (TCT). The research examines the roles of Perceived Usefulness (PU), Perceived Ease of Use (PEOU), Satisfaction (SAT), and Attitude (ATT) in driving the sustained use of SDI. Data were collected through an online survey involving 175 respondents who have used the SDI platform. The findings reveal that while PU significantly influences both satisfaction and attitude, PEOU only affects PU and does not directly influence attitude. Furthermore, ATT is the strongest predictor of continuance intention (CI), with SAT indirectly influencing continuance intention through ATT. These results suggest that user retention depends more on developing positive attitudes through satisfying experiences rather than solely focusing on system usability or usefulness. The study provides valuable insights for policymakers and service developers to enhance e-Government services for sustained user engagement.

Abstract

The objective of this study is to map the landscape and knowledge structure of the public sector metaverse through bibliometric analysis. Following this, a descriptive overview of the current state of public sector research related to the metaverse, including the leading ten authors and sources, most relevant keywords, and primary research topics, will be presented. The selection of the Scopus database was based on its status as the largest repository of its kind and its provision of an extensive compilation of abstracts and citations for peer-reviewed articles, proceedings, and journals. The initial search yielded 369 documents from Scopus; after eliminating duplicate and irrelevant articles, 354 documents remained. The results demonstrate the substantial development of the metaverse in the public sector, with an annual growth rate of 14.89%. This indicates that the adoption of virtual technology and the metaverse is gaining importance in the public sector. Castronova ranks first in terms of the quantity of studies published, with five articles, followed by De Kool and Zhang. "Metaverse," "virtual reality," and "virtual world" are the most pertinent keywords. Due to the extensive research that has been conducted on these phrases, they represent fundamental concepts in the field. Additional frequently occurring terms include "social networking (online)," "interactive computer graphics," "government data processing," and "internet." These terms underscore the significance of governance, human factors, technology, and data in shaping the trajectory of digital government services. They also exemplify the interdisciplinary character of metaverse applications within the public sector.

Abstract

Many people assume that e-Government is merely a technological problem while in fact non-technological factors also influence it, even tend to be more dominant. Without a comprehensive evaluation covering non-technological aspects, e-Government implementation will fail. This study aims to determine the various factors that affect the implementation of e-Government. The research method used is a survey of several government agencies and the data is analyzed by a quantitative approach, namely factor analysis to confirm success factors that have been obtained in previous synthesis studies (Napitupulu, 2014). The results of the empirical statistical research indicate there are 39 valid and reliable success factors, both technological and non-technological factors in e-Government implementation. Furthermore, these success factors can be classified into four components, namely resource components, levers, values, and impacts. It is expected that all the success factors that have been proven empirically can be accommodated by government agencies, especially in the district/city level to support the successful implementation of e-Government in Indonesia.
