Abstract

This article discuss two important subjects. First, it argues that Indonesian government should reform their performance appraisal system. Second, the recommendation to improve the performance appraisal system for civil servants. There are three reasons argued by the author of why Indonesian government should reform their performance appraisal system for civil servants: First, the system is not academic enough in term of the instruments which are used; second the method is not effective, lastly the system could not be used to diagnose to provide feed backs to improve the performance of the civil servants. To prevent the inefficiency, the author strongly suggest that the government should take immediate action to replace the old system with the new ones which is recommended from this article.

Abstract

In the recentyears, as the result of reformation movement, there is an increaringpressure on the government side to reform their bureaucrats to fulfil the demand of the general public: to get better public services. To realise the publics demand, therefore, Indonesian government should reform their human resources management rystem in order to realise the creation of accountable, transparent, and responsive civil servant in Indonesia. To do so, in this article the author suggests that Indonesian government should adopt good governanceprincipks in managing their employees. How the adoption should be done has been described in greater detail through out this article.

Abstract

To date, there have been no regional development theories regarded as the most appropriate and valid in guiding and determining regional measures. Moreover, Indonesia has a very specific geographical, social, cultural and political backgrounds which could potentially complicate and constrain the development efforts. Such diversities and lack of valid regional theories require an innovative thought in regional development intervention. The application of Strategic Planning as an academic exercise in the context of regional development in Kabupaten Fakfak is an innovative alternative to overcome such complexities. Through the Strategic Planning approach, ten strategic sectors have been identified. Those sectors need to be incorporated into and developed in the Kabupaten longterm planning.

Abstract

Local government autonomy in development has not been successfully materialized in Indonesia although there has been a policy breakthrough with the stipulation of new acts on decentralisation or local government. It is explained that the new acts implementation is still constrained by: 1) strategic failure in implementing local autonomy, 2) misconception about decentralisation and governance autonomy, 3) different perspectives among the political elites, 4) strong grip of centralised bureaucracy, and 5) the loose control from the legislatives and the public at large. It is also argued that local government have to deal with such constraints because the lack of capability to administer development in a decentralised context which implies that capacity building is extremely urgent for the local autonomy. Furthermore, capacity building for the local government officials can only be accomplished if there is an appropriate approach and strategy. This article recommends some practical guidance for the capacity building programmes to meet the requirement, namely: 1) strategic intervention, 2) institutional building, 3) action programme, and 4) continual improvement. At the bottom line, all the capacity building programmes should be able to convince the local government officials about the importance of local government vision for development, human resources improvement, local institutions revitalisation, organisational networking, and understanding the context of local development.

Abstract

Companies all over the world have implemented corporate social responsibility. This research is aimed to analyze factors afecting CSR practice by Bakrie Sumatera Plantations Unit Jambi, a palm oil plantation company. The CSR practice was hypothesized to be infuenced by government regulation and corporate strategy. The primary data was collected through survey, interviews, focused group discussion, and direct observation in the feld. Meanwhile, the secondary data was gathered from various documents. The data was analyzed by using quantitative and qualitative approaches. The result shows that the government regulation CSR has no impact on the CSR practice. On the reverse, the corporate commitment and strategy were the decisive factors in the successful of CSR practice. This research also found that the CSR practice has contributed to the improvement of people’s economic and social conditions. The prominent weakness is that the CSR policies and strategies were top-down and the participation of local people were limited. The other empirical fnding is that the nucleus-plasma partnership was able to implement the basic principles of CSR which were prevailing generally in diferent sector of businesses.Keywords :  government policy, corporate strategy, CSR practice, nucleus-plasma partnership, palm oil.
