Abstract

As an effect of the economic crisis in 1997-1998, the Government of Indonesia has issued 650.000 billion rupiah of government bonds to restructure banks. These bonds called recapitalization bonds. Problems surface when the maturity date of bonds is in 2004 to 2009. That will burden the state budget (APBN). To overcome that problem, the Government of Indonesia implements the Debt Switching Policy in 2002 and 2003. This article is to discuss effects of the Debt Switching Policy on the state budget (APBN) and to comprehend the economy and politic phenomenon informulating that poling.

Abstract

handphone or cell phones are electronic telecommunication devices that have capabilities and functions resembling computers. Almost all society own and use mobile phones for communication and business purposes, so that smartphones are a mandatory item for their users. Like other electronic goods, if used too often, cellphones are susceptible to damage due to various triggers such as exposure to liquids, falls, or improper use in everyday life. Not many people understand the types of cell phone damage. With the rise of irresponsible service agents who take advantage of people's ignorance in detecting damage to cellphones, a web-based expert system was designed to detect damage to damaged cellphones. With the creation of this system, ordinary people can also get an idea of ​​cell phone damage, often with the help of experts in the field. This system uses PHP as the backend, MYSQL as the database, and uses forward chaining.

Abstract

Due to the limited budget funds for infrastructure development, the Government is implementing various financing innovations. One of the innovations in infrastructure financing is cooperation between the government and business entities (KPBU). Along with the increasing of the Islamic financial industry, Islamic banking can contribute to KPBU financing with a sharia scheme. This article presents one of the success stories of KPBU financing from Islamic banking with the Ijarah Mumtahiya Bit Tamlik (IMBT) scheme, namely the Preservation of the Jalintim Sumatra Road. This article aims to explore advantages from the sharia-based KPBU financing model so that it can be replicated for financing other regional infrastructure development. By using qualitative research methods, the author explores the KPBU financing model with a IMBT scheme to obtain advantages from the financing model. Financing with IMBT provides several benefits for BUP. IMBT is an operational lease and off-balance sheet so it does not increase leverage. Another benefit is that the investment return installments are recorded as rental costs and principal payments are flat following the depreciation of the project value.

Abstract

APBN sebagai salah satu sumber pendanaan infrastruktur memiliki berbagai keterbatasan. Oleh karena itu, Pemerintah berupaya melakukan ekstensifikasi sumber pendanaan infrastrtuktur. Salah satu sumber pendanaan tersebut berasal dari Kerja sama Pemerintah dan Badan Usaha (KPBU). Saat ini pembangunan infrastruktur dengan skema KPBU telah berjalan dengan baik. Namun, untuk mengejar ketertinggalan infrastruktur di Indonesia diperlukan upaya tambahan terutama dalam mencukupi kebutuhan pembiayaan. Dalam kajian ini, penulis mencoba membuat gagasan tentang upaya optimalisasi pembiayaan pembangunan infrastruktur dengan skema KPBU syariah. Kajian ini menggunakan analisis deskriptif kualitatif yang bersumber dari wawancara dengan para ahli terkait. Hasil wawancara tersebut kemudian diolah bersama data-data sekunder yang dikumpulkan. Hasil kajian yang diperoleh menyimpulkan bahwa pembiayaan KPBU dengan skema syariah untuk membiayai sebagian dari proyek KPBU khususnya pembangunan infrastruktur sangat memungkinkan untuk diterapkan. Skema pembiayaan KPBU secara syariah dapat dilaksanakan dengan beberapa metode diantaranya melalui penerbitan Surat Berharga Syariah Negara (SBSN), kerjasama pembiayaan dengan bank syariah di Indonesia, dan kerjasama pembiayaan dengan lembaga pembiayaan internasional yang memiliki skema Syariah seperti Islamic Development Bank (IsDB)
