Abstract

The Merida Initiative 2008 showed the anomalous relationship between UnitedStates and Mexico that have a history of disharmonious relationship overhundreds of years ago. In addition, this study also aims to determine the effortsthat have been made between United States and Mexico in implementing thepoints of agreement on the Merida Initiative 2008. Using constructivismparadigm of collective identity, the research method used in this research isdescriptive explanatory method with the variable dependent lies on thecollective identity of the United States and Mexico under the Merida Initiative,and the independent variables lies on three determinants of collective identity,which are structural, systemic and strategic factors. Merida Initiative can beregarded as an effective cooperation, since the two countries haveimplemented the points of agreement in this cooperation positively. It ischaracterized by the high number of drug seizures, arrested officials of drugcartels, and the continuation of this cooperation. United States and Mexicoalso described Merida Initiative as a new paradigm in their securitycooperation. Merida Initiative has successfully renew the relationship betweenthe two countries, especially in diplomatic relations on security cooperation.

Abstract

The flow of Rohingya refugee from Myanmar to some neighboring countries was initiallyoverlooked by ASEAN member states. Yet, Turkey which is not a member of ASEAN hadcommitted to help out Rohingya refugee by giving humanitarian aid. This research seeksto explain the impact of Muslim identity on Turkish foreign policy by using constructivistapproach. This research employed qualitative research through which the data wascollected both by primary and secondary sources. This research concluded that Muslimidentity does not determine Turkish humanitarian aid towards Rohingya refugees butrather universal moral and humanitarian values.

Abstract

Relations between Russia and America had been established for 209 years, started from1807. Relations between Russia and America most filled with disharmony rather thanharmony. Rivality on two states was seen on the Cold War. The bipolar phenomenon doesnot only happen for politic gain in blocs of nations between Russia and America, but mostlikely a refection to some characteristic of nation. This reasearch will explain why Russiajoin UN Global Counter-Terrorism Strategy that known as respond to 9/11. Using rationalchoice theory, this research was found that Russia puts forward the principle of rational toface the threat of terrorist groups in their country. In needs to know the movement ofinternational network from Basayev group, make Russia participate in the global counterterrorismregime formed by the United Nations. Some adjustments shown that the FederalLaw No.35-Fz had replace the Federal Law 130-Fz 1998 before as a counter-terrorism lawsince 2006. The changes of strategy does not only reflect the rationality of an actor, butalso sovereignity of a state.

Abstract

In the past few decades, The Golden Triangle, consist of Myanmar, Thailand, and Laos,has been known as one of major drugs producers in the world. In 2000 ASEAN memberstates agreed to ratify the declaration of Drug-Free ASEAN 2015 as a mutual commitmentto eliminate the distribution and abuse of drugs in Southeast Asia. In Myanmar, the lack ofgovernment control and policy implementation during military regime had becameprimary factor that caused the stagnation of drugs policy in Myanmar. The military regimewhich ruled Myanmar for almost 50 years eventually ended and replaced by the civiliangovernment led by Thein Sein in 2011. Thein Sein carries reformative steps to solve sociopoliticproblems, including drugs policy at domestic level. This research aims to explainthis policy change. Using constructivist paradigm, this research argues that public policycan be affected by norms applied in the region. This research concludes that Myanmar’spolicy change under Thein Sein administration was influenced by the regional norm, thatis Drug-Free ASEAN 2015.

Abstract

This research aims to determine why the Syrian refugees choose to seek shelters inLebanon and to analyze the role of identity on their influx to Lebanon. Lebanon hasbecome the second largest refugee host country in the world, receiving nearly 1,2 millionrefugees as of 2014. In fact, Lebanon is a country with a limited economic capabilitiescompounded by sectarian conflict, resource scarcity, and a political instability. From aconstructivist approaches, this researches argues that there are non-strategic considerationsthat underlines the refugees' decision to travel across border to Lebanon, particularly thepresence of kinship, brotherhood, and common identities which underlies the openness forrefugees and a positive reception from the Lebanese people. Those primordial ties led to acollaborative, integrative, and positive relations between people from two countries. Thisresearch further proves a constructivist assumption that in transnational relations is notmerely driven by a rational considerations, but also in a non-rational aspect in thisparticular case, under the basis of primordial ties.

Abstract

This research aims to observe what role conducted by Polda Jateng against terrorism issue.Terrorism is one of the trasnational crime which has frightening effects.Central Java is oneof the province which has a many cases of terrorism from 2009 until 2014. Polda Jateng isan institution that has a role inlaw enforcement andcombating terrorism.This research usesqualitative method with necessary type of descriptive. The data were collected from bothprimary and secondary sources to describe every single roles conducted by Polda Jateng.The result shows that Polda Jateng has a role to preserve the crime scene in everyprosecution case of terrorism.

Abstract

The ASEAN Open Sky has begin since March 2015, but the AOSP beside openopportunity for Indonesia, also provides challenges and threats in Indonesia flights,particularly in the field of security. Offense of the airspace of Indonesia often occur.Foreign aircraft often pass freely, while our aviation authorities can not do anything. Infact, there are national air space controlled by neighboring countries, and then they getbenefit from the use of the airline. The last few years, several cases of airspace violationsof Indonesia by commercial aircraft and foreign military has happened and with thepresence of AOSP 2015 increasingly opened up a gap for air violation.

Abstract

Ethics is one of the important factors that could affect the pattern of a country's policies.South Sudan civil war occuring in 2013 has enforced its residents to flee to theneighboring countries. Ethiopia, which is a country bordering South Sudan has long had anopen border policy for refugees looking for security. For a developing country, hostingrefugees may provide economic and social burdens, but these burdens do not affectEthiopia to close its borders for refugees. Through Ethiopia’s Refugee Proclamation No.409/2004, Ethiopia with its all limitations has been committed to upholding public interest,that is to continue opening its borders for refugees under any circumstances.

Abstract

Foreign aid as one of the most prominent instrument on foreign policy, defined as nationalinterest by Australia, particularly to protect their national security from any foreign or thirdpartythreats. Australia’s foreign aid began since 2004 to madrasah in Indonesia, after teroristattack happened in five consecutive year (2001-2005) in Indonesia with a target of statehoodAustralian simbolic. It was later found that the terorist group is affiliated with radical Islamicgroup named Jamaah Islamiyah, with madrasah as their educational background. It’s impactedin Australia’s askance point of view on madrasah as a place where Islam radical was taught.Through the Education Sector Support Program (ESSP), given by Australia to 1500 madrasahwich was selected, is not not only to improve madrasah accreditation, but also to proveAustralia’s interest to protecting their nationality.

Abstract

The flow of asylum seekers caused by the many conflicts that arose in theMiddle East and around Asia since about 2001 led Australia to start behavingantipathy to them. Those asylum seekers usually called boat people. Then, itbecomes a reason for Australia to apply restrictive asylum policies. One of thepolicy is called 'turn back the boats' namely by bringing back the boat peoplewho indicated from Indonesia back to Indonesia. This causes asylum seekersexploded in Indonesia region and impacted negative causes. Indonesia wasforced to accept these asylum seekers even though it is detrimental and was notan obligation for Indonesia. This paper intends to analyze the dilemma ofIndonesia to address the Australian policy and asylum-seekers issue usingrationalist and constructivist theory. On the one hand, Indonesia in accordancewith the rationalist view, refuse the asylums and Australia’s policy because ofthe cost-benefit considerations and it is not the obligation for Indonesia.However, on the other hand, Indonesia recessive condition forced to accept theboat people and it is consistent with the constructivist view. But apparently,constructivist still has not succeeded explaining this somehow-unique caseconsidering that Indonesia has no commitment in conducting the reception ofthe asylum seekers.
