Abstract

This research was going to described the role of Banyumas Democracy Volunteer ( Relawan Demokrasi Banyumas) in increasing political public partitipation in Banyumas’s legislative election 2014 and its implication to Banyumas’s political resilience. This research used qualitative research design as a research method. Data were collected by in depth review, observation and documentation. This research used purpossive sampling technique with stakeholder sampling variant to pick informants. The research showed that Banyumas Democracy Volunteer had a positive role in developing political resilience in Banyumas. Their role was gave political education and election education to voters in Banyumas. In the other words, Banyumas Democracy Volunteer had a vital role in developing ideal political resilience in Banyumas.Keywords: Banyumas Democracy Volunteer, Democracy, Election, Political Resilience of Region.

Abstract

This article analyzes the state of freedom of expression in the context of democratic decline in Indonesia, using the concepts of Jurgen Habermas's public sphere and Michel Foucault's governmentality. The aim is to defend the basic principles of democracy by emphasizing the urgency of freedom of expression to respond to this political condition. Habermas's idea of the public sphere emphasizes the importance of a rational and open discussion space to encourage the formation of deliberative democracy. Meanwhile, Foucault's idea of governmentality will be employed to understand how the state produces regulations and disciplines citizen behavior through certain discourses for certain interests. This article shows that the practice of freedom of expression in Indonesia has been constrained by regulations in the form of rules and regulations and subtle discursive practices, such as the mainstreaming of democratic politeness discourse. The first part of this article discusses the relationship between Indonesia's democratic regression and the situation of freedom of expression in Indonesia. The second part is an assessment of the situation of freedom of expression using Habermas's concept of the public sphere. The third part focuses on the governmentality practices carried out by the state to repress freedom of expression.

Abstract

One of the challenges of the Secretary-General of Dewan Perwakilan Daerah Republik Indonesia (Setjen DPD RI) is to support both development of National Legislation Priority (Prolegnas) and the Bill of DPD RI. Researchers and policy analysts possess a strategic position in facing the challenge. However, researchers and policy analysts have not had clear roles, tasks, and functions yet on the making of both Prolegnas and the Bill. This study aims to provide a model of role for researchers and policy analysts on the making of both Prolegnas and the Bill in Setjen DPD RI. This study uses qualitative case study approach and aims to show that both researchers and policy analysts have each different roles. The differences can be seen from the momentum of task implementation, output, and the level of influence. This study recommends a follow-up study that will explore the role of all employees involved on the making of Prolegnas and the Bill of DPD RI
