Abstract

In case of the relation between state and cicil society, indonesia has long experiences During pre-independent period, civil society is in premature and transition condition. However, there was positive signal towards the good civil society development. In second period, civil society has opposed to the state in a specific public sphere. The relation, firstly is in good condition. This is due to the role of thr state that still preparing for good performance in face of international sphere. In the earlier civil society has a heavy burden due to the strong role of the state. In period of New Order Regime, the state has a dominant power to civil society.

Abstract

Lembaga publik sebagai pengatur, pelayan dan pemberdayaan rakyat sudah seharusnya memberikan akses bagi terpenuhinya kepentingan rakyat. Transparansi ini adalah keterbukaan informasi publik. Dalam koridor demokrasi Pancasila, hanya negara/pemerintah yang senantiasa terbuka kepada rakyatnyalah yang dipandang memiliki legitimasi dalam arti yang lebih substantif. Kebijakan tersebut adalah Undang-Undang No. 14 tahun 2008 tentang Keterbukaan Informasi Publik. Keterbukaan informasi publik ini lahir di era reformasi sebagai bagian dari esensi dinamika demokrasi dan pelaksanaan HAM di Indonesia. Bangunan dasar keterbukaan informasi publik di Indonesia di era reformasi yaitu: demokrasi, HAM, Good Governnce, dan Pelayanan publik. Pelayanan publik bidang keterbukaan informasi publik ini belum bisa optimal. Terbukti dari penanganan permasalahan yang dilakukan oleh KIP belum dapat dilakasanakan dengan baik. Kelembagaan Informasi Publik Daerah, kebijakan pemerintah daerah dan penyelesaian permasalahan belum menyentuh keseluruhan kelembagaan publik. Namun demikian, esensi pentingnya keterbukaan informasi publik di era refomasi ini secara prosedural sudah nampak dengan adanya kebijakan publik dan lahirnya kelembagaan pendukung dan juga telah terjalin koordinasi dengan kelembagaan terkait terutama lembaga yudikatif dalam penanganan permasalahan yang timbul dari adanya gap antara das sollen dan das sein dalam pemenuhan hak rakyat dalam memperoleh informasi publik. Kata kunci: keterbukaan informasi, lembaga publik, dan era reformasi

Abstract

The purpose of this study is to look at the impact of leadership techniques on employee performance, using motivation and job satisfaction as mediating variables. This study used a quantitative method and included 100 individuals from diverse industries as respondents. Leadership behaviors have a positive and significant impact on employee performance (β = 0.513, p < 0.001), with a R² value of 0.427. The regression model can explain approximately 42.7% of employee performance variability. Job satisfaction had no significant effect on employee performance (β = 0.179, p = 0.110), suggesting it may not be a relevant factor in this model. This study demonstrates that good leadership techniques contribute significantly to better employee performance, although work satisfaction, while important, has no meaningful impact in this model. These findings encourage managers and organizational leaders to prioritize strengthening leadership practices as a critical strategy for enhancing employee performance. This study also emphasizes the need for additional research to investigate other factors that may affect employee performance in more depth.
