Abstract

Rebellion or insurgency is one possible threat that interferes with the sovereignty and security of a country; the insurgency is come by the presence of non-state actors against state actors with the use source Power political and military with objective take over state power. The Papuan conflict began from marginal dissatisfaction and poverty, giving rise to a passion for liberation self, with do attacks, rebellions, and killings committed by the now OPM Free Papua Organization labeled as Papuan Terrorist Separatist Group KSTP. According to International Law, The OPM status mentioned as Group Separatist Papuan terrorists (KSTP) are not as organization or Beligerent. Therefore, the government so far labeled the group as an insurgent. Abstract

Abstract Tulisan ini membahas tentang gerakan separatisme yang terjadi di spanyol ditinjau dari hukum humaniter internasional. Hukum ini merupakan seperangkat aturan yang mengatur tentang hukum konflik bersenjata, konflik bersenjata terbagi menjadi dua: konflik bersenjata internasional dan konflik bersenjata non-internasional. Gerakan separatisme termasuk pada konflik bersenjata non-internasional. Dalam bernegara, faktor ekonomi dan faktor politik menjadi penyebab utama atas munculnya gerakan separatisme bersenjata. Spanyol tidak luput dari gerakan separatisme di mana terdapat dua gerakan separatisme yaitu: kelompok Euskadi Ta Askatasuna (ETA) di Basque yang menggunakan cara kekerasan dan Catalonia dengan upaya referendumnya. Gerakan separatisme ini mampu diatasi oleh pemerintah Spanyol baik dengan hard-power atau soft-power dengan memberikan otonomi kepada dua wilayah tersebut. Abstract

The leadership of Vladimir Putin has been the subject of intense debate in the context of Russian defense policy. By integrating the theory of Sir Basil Liddell Hart, this review aims to examine Putin's role and influence in the formation and implementation of Russian defense policy. This research is qualitative with a descriptive design, where data sources are drawn from literature, online media, journals, and relevant print books. The findings of this study indicate that by exploring Russian defense policy under Vladimir Putin's authoritarian leadership, there has been a significant improvement in both the economy and defense sectors, projecting Russia onto the world stage. However, it is noted that certain aspects, such as the failure of its air power and the need for new strategies to confront modern Ukrainian air capabilities, require attention from Vladimir Putin. The conclusion drawn is that authoritarian leadership does not guarantee smooth outcomes, as evidenced by failures in air defense. The concept of "grinding meat" is a concept that still needs to be considered, suggesting that greater use of unmanned technology would be preferable to minimize casualties.
