Abstract

Since 2016, there has been a significant increase in the incidence of terrorist attacks in several ASEAN Member States (AMS). In response, Indonesia initiated the formation of an intelligence information exchange cooperation namely Our Eyes Initiative (OEI) to several AMS and communicated that the transnational terrorist network is a common threat. Some are optimistic, this cooperation will result an effective regional integration, while others are sceptical that the condition of the region is still tinged with economic, defence competition and super power states dominance such as China and America so that it affects the cooperation. This study aims to analyze how transnational terrorism encourages AMS to use the transnational communication mechanism from Holzinger and Knill in the OEI cooperation. This research is a part of International Relations studies so that researchers make the traditional realist/neorealist paradigm as a basis in explaining regional conditions. The study use qualitative explanative method. Data collection were obtained through secondary sources and analyzed by means of data comparison, verification and conclusion drawing. So far, the cross-national convergence study has come to the finding that convergence among countries is present due to the influence of regional institution so as to create policy product adopted by each state. However, the authors argue that in the OEI case study is primarily influenced by a common threat so that the state responds and creates a transnational communication mechanism.

Abstract

After the defeat of the Islamic State of Iraq and Syria (ISIS) by the attack of the United States coalition forces in Baghouz, the Foreign FighterS who joined ISIS surrendered and were captured by the Syrian Democratic Force (SDF). It resulted in a wave of returnees of Foreign Fighters, of which among the destinations was Indonesia. The return of Indonesian foreign fighters from Syria will bring potential asymmetric threats to Indonesia, which include the acts of terrorism. The main problem in this regard is the nature of the potential threat posed by these foreign fighter returnees in Indonesia, which the study seeks to analyze using a qualitative method with a phenomenological approach. The data collection was carried out through interviews and document studies, which were then analyzed with Miles, Huberman, and Saldana’s analysis technique in 2014. The study employs the concept of foreign fighters and asymmetrical threats, and results of the research indicate that the potential threat of foreign fighter returnees in Indonesia comes in the ability of military returnees, an increase in international networks, movement of war zones (Darul Harb), lone wolf attack tactics and indoctrination of violent extremism.AbstrakPasca kekalahan Islamic State of Iraq and Syria (ISIS) oleh gempuran pasukan koalisi Amerika Serikat di Baghouz, Foreign Fighter yang tergabung ke dalam ISIS menyerah dan tertangkap oleh pasukan Syria Democratic Force (SDF). Dampaknya ialah muncul gelombang kembalinya (returnees) Foreign Fighter, salah satu tujuannya ialah ke Indonesia. Kembalinya foreign fighter Indonesia dari Suriah akan membawa potensi ancaman asimetris bagi Indonesia seperti aksi teror. Hal tersebut memunculkan pertanyaan bagaimana potensi ancaman yang ditimbulkan dari foreign fighter returnees di Indonesia. Tujuan penelitian ini adalah untuk menganalisis bentuk potensi ancaman pada foreign fighter returnees di Indonesia dengan menggunakan metode penelitian kualitatif dengan pendekatan fenomenologi. Pengumpulan data dilakukan melalui wawancara dan studi dokumen, selanjutnya dianalisa dengan teknik analisis Miles, Huberman dan Saldana tahun 2014. Penelitian ini menggunakan konsep foreign fighter dan ancaman asimetris yang hasil penelitiannya menunjukkan bahwa potensi ancaman foreign fighter returnees di Indonesia ialah kemampuan militer returnees, kekuatan jaringan internasional, perpindahan wilayah perang (darul harb), taktik serangan lone wolf dan indoktrinasi ekstremisme kekerasan.

Abstract

This paper discusses the participation of Papuan in developing Indonesia. This is important because it involves the existence of Papuans in Indonesia. Lack of the sense of belonging, low participation in development and perceptions of Papuans as objects of development are some of the factors of  the spirit of Papuan disintegration. Therefore, efforts are needed to increase Papuan participation in national development through penetration of Papuan, Public Diplomacy in order to foster a sense of belonging and strengthening the spirit of nationalism. The penetration of  Papuan in the structure of the central government, especially in the Ministries and State Institutions, is a more effective approach in shaping the paradigm of Papuans as the owners of the Republic of Indonesia compared to the development of Papuan in the Land of Papua; in addition, psychologically this will encourage recognition the environment will be the existence of Papuans as fellow owners of this country.

Abstract

Ancaman bahaya penyalahgunaan narkotika merupakan salah satu ancaman nonmiliter di Kalimantan Barat yang dapat memberikan kerugian bagi masyarakat dan negara. Penelitian ini bertujuan untuk menganalisis sinergi BNN-TNI Kalimantan Barat dalam upaya pencegahan penyalahgunaan narkotika di Kalimantan Barat sebagai ancaman nonmiliter. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif analitis. Hasil penelitian ini adalah Sinergitas pengelolaan SDM di BNNP Kalimantan Barat dan TNI AD dalam upaya pencegahan penyebaran dan penyalahgunaan narkotika di Kalimantan Barat sebagai ancaman nonmiliter yang dilakukan melalui, 1) peningkatan kualitas SDM internal BNNP Kalimantan Barat melalui perencanaan, pengorganisasian, penggerakan, dan pengontrolan yang juga melibatkan peran TNI AD. 2) Peningkatan kualitas SDM masyarakat melalui program atau kegiatan yang juga melibatkan peran TNI AD. 3) Koordinasi dan komunikasi juga dilakukan dengan baik antara BNNP Kalimantan Barat dengan TNI AD dalam menjalankan patroli bersama seacara terjadwal sebagai salah satu upaya pencegahan penyebaran dan penyalahgunaan narkotika di Kalimantan Barat.

Abstract

ABSTRACT This irregular phenomenon which later gave rise to the term irregular warfare. The phenomenon of threats at the global level has also increased in volume. The Beirut bombing in Lebanon occurred Just before 6 pm, reports of Beirut time began flooding into Twitter about the fires and the series of explosions in Beirut. It quickly became evident that it was much more than just a small industrial fire. Before long, videos and images of the massive explosion flooded social media. The video below is a real-life example, showing a fire suddenly turning into a huge fireball and the shockwave tearing apart a building. The Beirut bombing in Lebanon The Indonesian government needs to issue a new policy regarding the raising of reserve components and support that needs to be prepared early through education and training which is then disseminated into the community to mingle and become an espionage agent to anticipate irregular warfare, Nationalism education that emphasizes pride in potential a nation, which does not have to be measured in terms of other nations, needs to be developed to anticipate the global era and cosmopolitanism. Abstract

The Corona Virus Disease 2019 (Covid-19) pandemic is spreading globally, including in Indonesia, with a significant impact not only in limited a sphere of the threat to public health. The Covid-19 pandemic shaped social phenomenon followed by the changes in the social order of life into the securitization process with multi-dimensional impacts. Due to restrictions extensively, society's liability realities become an opening fissure for terrorist groups to persist in their actions. This rational context raises awareness for the State as State-actor in the security realm to generate security for its people. This paper aims to analyze how the expansion of the Covid-19 outbreak with multi-dimensional impacts in the securitization approach, counting terrorism expansion, and how the State dealing with as a State-actor. Using a qualitative approach, the authors expound on national security and change management theory, illustrating how the Government is a state-actor within its strategy. In responding to the emerging constellation, there are various dynamic challenges for the Government, within its central powers and regional authorities, toward change management dilemmas in the context of national security. At the end of the discussion, it portrays the urgency of responding to the strategic changes in the framework of change management under the top leader's forceful strategic leaderships in integrating all components of the nation.

Abstract

Abstrak -- Konseptualitas pertahanan negara Indonesia dikonstruksikan dalam sistem pertahanan secara semesta dengan mengerahkan seluruh warga negara di seluruh wilayah NKRI. Diaspora Indonesia adalah WNI yang menetap dan beraktivitas di luar negeri. Dengan jumlah sekitar 8 juta, tersebar di berbagai negara, diversitas profesi, komunitas transnasional, Diaspora Indonesia memiliki potensi untuk diberdayakan untuk pertahanan negara. Di sisi lain, tantangan dan ancaman yang dihadapi saat ini dipengaruhi kompleksitas dinamika influensial perkembangan lingkungan strategis. Eksistensi Diaspora Indonesia selama ini berkembang secara sporadis, bebas dan kurang mendapatkan pembinaan dalam entitas nasionalistik yang baik. Mengingat kekhasan karakteristiknya, pemberdayaan Diaspora Indonesia untuk pertahanan negara perlu dirancang dalam kebijakan strategis yang terpadu. Permasalahan dalam penelitian ini adalah bagaimana kebijakan strategis pemberdayaan Diaspora Indonesia untuk pertahanan negara. Metode kualitatif digunakan dalam penelitian ini, dengan pendekatan phenomenology. Pejabat di Kemenhan dan Kemenlu terkait kebijakan pemberdayaan Diaspora Indonesia dijadikan subjek penelitian sesuai purposive sampling. Realita yang diperoleh dalam penelitian bahwa perkembangan Diaspora Indonesia belum tercatat secara akurat dan sistematis. Renstra Kemenlu 2015-2019 dan Jakgarhanneg Kemenhan 2015-2019 belum dijabarkan dalam kebijakan pemberdayaan Diaspora Indonesia secara spesifik. Kausalitas yang mengemuka bahwa Pejabat Kemenlu belum memahami konsep pertahanan negara, sementara Pejabat Kemehan masih berorientasi pada teritori NKRI dalam pemberdayaan masyarakat, selain belum adanya kesepemahaman dan pencatatan yang akurat atas Diaspora Indonesia. Kedua Kementerian pun belum dapat bersinergi. Berdasarkan perspektif struktural-fungsional, substantif pemberdayaan, dan tujuan-strategi, menghasilkan konklusi bahwa kebijakan strategis pemberdayaan Diaspora Indonesia untuk pertahanan negara belum ada. Kata Kunci: Diaspora, Pemberdayaan, Kebijakan, Sinergitas, Pertahanan AbstractIndonesia national defense (ND) concept is constructed in a universal defense system by mobilizing all citizens throughout Indonesian territory. Indonesian Diaspora (ID) are Indonesian Citizens who reside and pursuit their live abroad. With about 8 million, spread abroad, professional diversity, and transnational communities, ID is potential assets to be empowered for ND. On the other hand, the challenges and threats emerged today are influenced by the complexities of the dynamics of the strategic environment development. ID’s existence so far has been intensifying sporadically, freely and lacks handling in a good nationalistic entity. By looking at its characteristics, the empowerment of the ID for ND needs to be designed in an integrated strategic policy. The inquiry research adopted is how strategic policy of empowering ID for ND. This study using qualitative method, with a phenomenology approach. The Officials at the Ministry of Defense (MOD) and the Ministry of Foreign Affairs (MOFA) related to the empowerment policy of ID are put as research subjects based on purposive sampling. The MOFA Strategic Plans 2015-2019 and the MOD Jakgarhanneg 2015-2019 haven’t been elaborated into specific policy on empowering ID. MOFA Officials don’t understand the ND concept, while MOD Officials remain their perspective based on territory orientation, besides differ about and no details in ID. On the other side, the both Ministries are not in synergy as well. The conclusion here, based on structure-functional, empowerment substantive, and objective-strategy, as of today, the strategic policy on ID empowerment for ND doesn’t exist yet.Keywords : diaspora, empowerment, policy, synergy, defense

Abstract

Penelitian ini mengajukan argumen bahwa tugas TNI dalam Operasi Militer Selain Perang (OMSP) antara lain berupa tugas untuk mengatasi terorisme. Untuk itu TNI membangun organisasi Komando Operasi Khusus (Koopssus TNI) dengan postur yang disesuaikan dengan perkembangan bentuk ancaman dan kemampuan dukungan. Penelitian ini untuk mengetahui bagaimana strategi pembangunan postur Koopssus TNI dalam menghadapi ancaman terorisme serta bagaimana  sinergi strategi Koopssus TNI dengan kementerian dan lembaga lain dalam menghadapi ancaman terorisme.  Riset ini menggunakan metode kualitatif dengan pendekatan fenomenologi. Di dalam penelitian ini didapatkan  hasil bahwa: 1) stategi pembangunan postur Koopssus TNI mempertimbangkan ends (tujuan), means (sarana prasarana) dan ways (cara).  Disamping itu juga dibahas terkait postur yang menyangkut kekuatan, kemampuan dan gelar. 2) sinergi strategi Koopssus TNI dengan kementerian dan Lembaga lain dalam menangani terorisme yaitu operational strategy, Adapun yang melaksanakan pembuatan policy stategi dan organizational strategi adalah Mabes TNI bekerjasama dengan Kemhan, Kemenkopolhukam dan BNPT.  Adapun sinergi strategi juga dilakukan dengan komunikasi dan koordinasi dalam menghadapi ancaman terorisme.    Masih terdapat beberapa fungsi Koopssus TNI yang belum terwadahi dalam jabatan, untuk kelengkapan aspek kemampuan.    Dalam pelaksanaan tugas Koopssus TNI membutuhkan payung hukum berupa Peraturan Presiden tentang pelibatan TNI dalam pemberantasan terorisme, sehingga sinergi dengan kementerian/lembaga yang menangani terorisme mempunyai landasan yang kuat.

Abstract

Indonesia merupakan negara maritim dengan potensi hayati kita sangat melimpah untuk hidup sejahtera, tetapi di wilayah pesisir justru identik dengan kemiskinan. Di sisi lain, Indonesia akan mendapatkan bonus demografi pada tahun 2045. Penelitian ini menganalisis upaya meningkatkan SDM menjadi future leader pada bidang maritim dalam persiapan menghadapi era Indonesia emas 2045. Penelitian ini menggunakan kajian literatur dan metode analisis deskriptif. Hasil penelitian menunjukkan bagaimana meningkatkan kualitas SDM dan menyiapkan future leader di bidang maritim melalui pendekatan pendidikan, beasiswa, pelatihan, serta peran agent of change di bidang maritim. Peran agent of change di bidang maritim dapat berupa tokoh politik bervisi maritim, juru runding pemanfaatan jalur laut, nelayan mitra pemerintah, dan pemuda cinta maritim.

Abstract

AbstrakPesatnya kemajuan teknologi informasi telah mempermudah komunikasi di dunia digital. Kehadiran media online menjadi ciri pesatnya pertumbuhan teknologi informasi dan komunikasi. Dalam beberapa tahun terakhir, media online berkembang pesat dan berkembang menjadi sarana pemenuhan kebutuhan informasi masyarakat. Kemajuan pesat dalam inovasi informasi dan komunikasi memiliki pengaruh yang sangat akurat terhadap analisis legitimasi media dan reporter yang menulis berita. NVivo merupakan sebuah perangkat lunak studi kasus kualitatif yang dibuat oleh Qualitative way to Solve and Research (QSR), perusahaan pertama yang mengembangkan perangkat lunak tersebut. Penulisan artikel ini untuk menganalisis beberapa berita dan artikel online yang terkait bela negara dengan pembentukan karakter bangsa saat pandemi covid-19 untuk mengetahui hubungan dan upaya yang digalakkan pemerintah. Hasil dari penulisan ini menunjukkan bahwa Bela negara sangat erat kaitannya dengan pembentukan karakter bangsa di era pandemi covid-19. Karena Bahaya covid-19 yang tidak hanya menyerang fisik tetapi juga mental idiologi generasi muda. Sehingga pemerintah berkolaborasi dengan masyarakat menggalakkan revolusi mental untuk membangun nilai-nilai bela negara yang akan membentuk karakter bangsa selama pandemi covid-19 di beberapa sektor seperti pendidikan, media sosial dan lingkungan masyarakat.Kata Kunci: Teknologi, Media Online, Bela Negara, Karakter Bangsa AbstractThe rapid advancement of information technology has facilitated communication in the digital world. The presence of online media characterizes the rapid growth of information and communication technology. In recent years, online media has grown rapidly and has developed into a means of fulfilling people's information needs. Rapid advances in information and communication innovation have had a very accurate influence on the legitimacy analysis of media and reporters who write news. NVivo is a qualitative case study software created by Qualitative Ways to Solve and Research (QSR), the first company to develop the software. The writing of this article is to analyze some online news and articles  related to defending the country with the formation of the nation's character during the covid-19 pandemic to find out the relationship and the efforts promoted by the government. The results of this paper indicate that state defense is closely related to the formation of national character in the era of the covid-19 pandemic. Because of the danger of covid-19 which not only attacks the physical but also the mental ideology of the younger generation. So that the government collaborates with the community to promote a mental revolution to build state defense values that will shape the nation's character during the COVID-19 pandemic in several sectors such as education, social media and the community environment.Keyword: Technology, Online Media, Defend the Country, The Character of the Nation
