Abstract

This research discusses the protection and management of biodiversity in environmental law perspective. Indonesia has a large biodiversity which needs to be managed and protected. Indonesia has enacted laws and regulations on biodiversity, but they are still weakly and less effectively implemented. Furthermore, it is a fact that regulations stipulated by the government or certain sectors do not still accommodate interests of all parties. Legal issues examined here is whether Act No. 32 of 2009 on the Protection and Management of the Environment has protected biodiversity in Indonesia and how is the implementation of policies in protecting biodiversity during this time. The research results show that Act No. 32 of 2009 on the Protection and Management of the Environment has protected the biodiversity in Indonesia. Implementation of policies about the protection and management of biodiversity during this time can be viewed from the relationship of policy between the government and the regional government, such as the authority and institutions to manage and protect the environment, including instruments to manage biodiversity.

Abstract

Abstrak  ASPEC (ASEAN Patent Examination Cooperation) merupakan program kerjasama paten regional yang pertama yang beranggotakan kantor-kantor paten negara di ASEAN dimana Inventor atau Pemohon paten yang ingin mengajukan  permohonan  secara  regional  di ASEAN  akan  memperoleh beberapa keuntungan dikarenakan lebih hemat waktu dan biaya. Dalam hal ini, Pemeriksa paten secara tidak mengikat (non binding) dapat menggunakan hasil-hasil pemeriksaan yang telah dilakukan oleh kantor paten lainnya sebagai referensi dalam mengambil keputusan terhadap permohonan paten yang se-famili yang sedang diperiksanya. Dengan demikian, keputusan terha- dap suatu permohonan paten akan lebih cepat sehingga eksploitasi untuk mengambil manfaat ekonomi bagi Inventor atau Pemohon akan lebih cepat dan efektif. Kata-kata kunci: ASPEC, Pemeriksaan permohonan paten, non binding.

Abstract

Kegiatan produksi industry sangat tergantung oleh kemajuan teknologi dan otomasinya. Kemajuan otomasi industri sangat mempengaruhi kualitas dan kuantitas hasil produksi. SCADA Automation system merupakan teknologi yang digunakan untuk otomasi industry. Pengoperasian SCADA memerlukan tenaga ahli yang menguasai dasar, desain, dan pengaturan semua unit yang akan dikontrol. Untuk mencetak tenaga ahli yang berkompenten diperlukan alat pembelajaran yang tepat untuk mewadahi sarana pendidikan di universitas dan sekolah kejuruan. Minimnya produksi alat praktikum SCADA dalam negeri menjadi kendala besar untuk menvisualisasi kurikulum. Tuntutan perubahan kurikulum disesuaikan dengan kebutuhan dan kemajuan teknologi masa kini. Jika mengandalkan alat pratikum buatan luar negeri maka diperlukan waktu dan biaya yang tidak sedikit. Pembelajaran alat praktikum yang didatangkan dari luar negeri kadangkala tidak selaras dengan kurikulum di indonesia. Untuk menunjang SDM yang sesuai dengan tuntutan industry maka kurikulum pembelajaran harus disesuaikan dengan kebutuhan industry. Berdasar latar belakang tersebut maka penelitian ini mengembangkan alat praktikum SCADA sebagai otomasi industry dengan kurikulum yang sesuai dengan pembelajaran di Indonesia. Pengembangan Cloud SCADA 1.3 dikembangkan dengan mengaplikasikan revolusi teknologi 4.0 sebagai teknologi monitoring dan kendali jarak jauh. Hasil produk memberikan inovasi training kits produk dalam negeri yang sesuai dengan kurikulum dan tuntutan industry sebagai penunjang pembalajaran. Abstract

The existence of Covid-19 has made many countries strive to save their citizens. The competition between developed and developing countries for vaccine and drug supplies has created its own tension.  Vaccine supplies for developed countries have exceeded the needs of their citizens, while for developing countries there are limitations, compared to the number of citizens. This is very contrary to human rights, especially in accessing drugs and vaccines. The purpose of this study is to determine the ideal form of cooperation agreements and arrangements to overcome the limitations of Covid-19 drugs and vaccines for the fulfilment of the right to health from an Intellectual Property Rights perspective. secondly to find out the efforts that can be made by developing countries to save their citizens. The results and discussion are first, the state's obligation to save citizens for the fulfilment of the right to health, based on the principles of justice and expediency. Second, the fulfilment of citizens' health rights based on the TRIPs Agreement, the Doha Declaration, and the Patent Law. Furthermore, the third is the ideal concept in regulating international cooperation in the context of equitable distribution of the covid 19 vaccine by seeking the cooperation of pharmaceutical companies in developed countries with pharmaceutical companies owned by developing countries in overcoming this global pandemic. And this cooperation must be followed by all members who participate in the WTO agreement.
