Abstract

This study aims to analyze the financial performance of local governments in terms of how many including: the Regional Financial Autonomy Scale, Fiscal Decentralization Amount, PAD Effectiveness, PAD Efficiency, Regional Fiscal Effectiveness, Regional Fiscal Efficiency, and BUMD Contribution Amount. This research is a quantitative descriptive study with the subject of research on regional financial information in Dairi Regency in 2013-2020, the data collection method used is the documentation method. The data analysis technique used is financial scale analysis. The results show that the Financial Autonomy Scale is still very low with an average value of 9.40%, Regional Financial Independence is very high with a value of 80.54%, and the amount of Fiscal Decentralization of 6.89% is categorized as very low. The effectiveness of PAD of 97.44% is included in the sufficient size. PAD efficiency in the group is very efficient with a value of 0.92%. Fiscal Effectiveness is 96.28% of a fairly effective measure. Regional Fiscal Efficiency with a value of 6.54% can be declared efficient. The amount of BUMD's contribution with a value of 13.23% is relatively low. The implications of this research as an evaluation for the regional/central government and the community in assessing the performance of the Dairi local government for the past 8 years are seen from several aspects.

Abstract

Riset ini bertujuan untuk menganalis performa finansial Penyelenggara wilayah dilihat dari: (1) Skala Otonomi Finansial Wilayah, (2) Skala Ketidakmandirian Finansial Wilayah, (3) Skala Ukuran Desentralisasi Fiskus, (4) Skala Keefektifan PAD, (5) Skala Keefisienan PAD, (6) Skala Keefektifan Fiskus wilayah, (7) Skala Keefisienan Fiskus wilayah dan (8) Skala Ukuran Sumbangan BUMD. Riset ini merupakan riset deskriptif kuantitatif dengan Subjek Riset informasi Finansial penyelenggara wilayah Kabupaten Dairi Tahun 2013-2020, dan objek riset Informasi Realisasi Anggaran, Neraca, dan Informasi Rincian Pemasukan PAD Kabupaten. Teknik pengumpulan data yang dipakai adalah metode dokumentasi. Teknik analisis data yang dipakai adalah analisis skala finansial. Hasil riset menunjukan Performa Finansial Penyelenggara wilayah Kabupaten Dairi tahun 2013-2020: (1) Skala Otonomi Finansial masih sangat rendah sekali dengan nilai rata-rata sebesar 9,40%, (2) Skala Ketidakmandirian Finansial Wilayah sangat tinggi dengan nilai rata-rata sebesar 80,54%, (3) Skala Ukuran Desentralisasi Fiskus dengan rata-rata sebesar 6,89% sehingga dapat dinyatakan rendah sekali. (4) Skala Keefektifan PAD pada tahun 2013-2020 mengungkapkan nilai rata-rata sebesar 97,44% dan masuk dalam ukuran cukup. (5) Skala Keefisienan PAD didapat sangat efisien dengan nilai rata-rata sebesar 0,92%. (6) Skala Keefektifan Fiskus sebesar 96,28% dan masuk dalam ukuran cukup efektif. (7) Skala Keefisienan Fiskus wilayah dengan nilai rata-rata sebesar 6,54% dapat nyatakn efisien (8) Ukuran Sumbangan BUMD dengan nilai rata-rata sebesar 13,23% bisa disebutkan bahwa sumbangan BUMD terhadap Penghasilan asli wilayah sangat rendah.

Abstract

AbstractThe purpose of this research is to examine the relationship between accountability, transparency, and understanding of the village officials in village financial governance during the COVID-19 pandemic in villages around Biru-Biru District, Deli Serdang Regency. This quantitative research used primary data collected from a questionnaire survey in 17 villages in Biru-Biru District, Deli Serdang Regency, from January to March 2022. The samples consisted of the village chief, the secretary, and the head of finance. In total, the respondents were 51. The results of this research indicate that accountability and understanding of village officials have a positive and significant effect on the village’s financial management, but transparency has a negative effect on village financial governance. Therefore, a good understanding from the village officials will improve village financial management and fulfill the expectations of the central government to advance the economy of Indonesian rural communities, especially during the COVID-19 pandemic.AbstrakTujuan penelitian ini adalah untuk memeriksa hubungan antara akuntabilitas, transparansi, dan pemahaman pejabat desa dalam pengelolaan keuangan desa selama pandemi COVID-19 di desa-desa di sekitar Distrik Biru-Biru, Deli Serdang Regency. Penelitian kuantitatif ini menggunakan data primer yang dikumpulkan dari survei kuesioner di 17 desa di Distrik Biru-Biru, Deli Serdang Regency, dari Januari hingga Maret 2022. Sampel terdiri dari kepala desa, sekretaris, dan kepala keuangan. Total responden adalah 51. Hasil penelitian ini menunjukkan bahwa akuntabilitas dan pemahaman pejabat desa memiliki efek positif dan signifikan pada manajemen keuangan desa, tetapi transparansi memiliki efek negatif pada pemerintahan keuangan desa. Oleh karena itu, pemahaman yang baik dari para pejabat desa akan meningkatkan manajemen keuangan desa dan memenuhi harapan pemerintah pusat untuk memajukan perekonomian masyarakat pedesaan Indonesia, terutama selama pandemi COVID-19.

Abstract

A business, both on a large scale and micro, small and medium enterprises (MSMEs) should apply accounting principles in managing financial reports. So that through the implementation of good financial reporting, business owners get information, to be able to formulate strategies and can be used as a basis for decision making. However, not all business owners apply accounting principles due to limited knowledge. The same thing happened to a partner, namely Mr. Sarwo Wibowo (35 years), a business owner in the field of organic fertilizer located in Dusun 2A, Baru Village, Pancur Batu District, Deli Serdang Regency. Since the business was operating, the partner has never made financial records in accordance with accounting standards. One of the impacts is that there is no separation of business finances from household finances. In addition to problems in the field of accounting, partners also experience marketing limitations. Through this Community Service (PKM) activity, the team conducted socialization, training and assistance in the preparation of business bookkeeping to partners as well as exposure to marketing strategies (business development). This training and mentoring aims to assist partners in managing their business so that the accounting and marketing knowledge can later be used as the basis for formulating strategies and making decisions.

Abstract

Berjamurnya panti asuhan yang ada di Sumatera Utara ini, tetapi panti asuhan tersebut tidak pernah ada yang berkembang, disebabkan para donatournya itu-itu saja, alias tidak pernah berkembang. Penyebabnya adalah kurangnya kepercayaan para donatour kepada pihak panti dalam pengelolaan panti, karena panti asuhan selama ini belum bisa menyajikan laporan keuangannya sesuai dengan standar yang berlaku. Adapun tujuan sosialisasi ini adalah untuk pengembangan panti asuhan dari segi pertanggungjawaban kepada para donatour berupa penyusunan laporan keuangan sesuai standar ISAK 35. Adapun mitra dalam pengabdian ini adalah Panti Asuhan Nobel Pelita Anak Bangsa yang ada di jln. Saudara, Beringin, Kec. Medan Selayang, Kota Medan, Sumatera Utara. Metode yang dilakukan adalah yang pertama adalah melakukan wawancara terlebih dahulu kepada pihak panti asuhan, mengenai pencatatan keuangan pada panti asuhan beserta sistem pelaporan kepada pihak donator, selanjutnya kami melakukan sosialisasi tentang bagaimana sistem pencatatan dan pelaporan keuangan sesuai standar yang berlaku, sosialisasi ini berlangsung hanya 1 hari yaitu pada tanggal 13 Desember 2022, alat yang kami gunakan adalah Laptop, Infokus dan spidol, jumlah yang dilatih hanya 2 orang saja yaitu pegawai keuangan panti asuhan. Adapun hasil sosialisasi ini, pihak Panti asuhan tertarik untuk mempelajari dan mengimplementasikan dalam penyusunan laporan keuangan sesuai standar ISAK 35, sehingga kedepannya panti asuhan dapat berkembang pada sektor sosial lainnya

Abstract

Problems at BPKAD Samosir Regency evolved over time with the changing landscape of information technology. Initially, BPKAD relied on Microsoft Office Excel software. However, with technological advancements, Microsoft Office Excel was superseded by e-finance applications. The e-finance application played a crucial role in supporting financial activities, particularly accounting, and was in use from 2019 until the conclusion of 2020. In early 2021, a further enhancement occurred as the SIPKD application (Regional Financial Management Information System) took over the role from the previous e-finance application. The aim of this research is to identify and analyze the factors that influence, either partially or simultaneously, the implementation of the Computer-Assisted Accounting System in the management of assets and finances of Samosir Regency. To conduct this research, researchers used quantitative methods with primary data, by distributing questionnaires to Samosir Regency BPKAD employees. Research participants are public service employees and honorary BPKAD Samosir Regency employees who have worked for at least two years and have made a direct contribution to the implementation of the Informal system. The research was conducted between March and April 2023. The results showed that the application of personal technical skills, user involvement, accounting expertise, and superior assistance had a positive and significant impact on the implementation of computerized accounting information systems, while training and education did not have a positive or significant impact on the implementation of information systems. computerized accounting. Human Resources Management plays a crucial role in the successful implementation and operation of Computerized Accounting Information Systems (CAIS) within an organization. This paper examines the key factors that influence the effective utilization of CAIS, including Personal Technical Ability, User Involvement, Training and Education, Accounting Knowledge, Leadership Support, and the Application of CAIS. The recommendation from this research is to add other variables outside the variables that have been researched, such as Good Government Governance, Use of Information Technology, and others. and conducting in-depth interviews regarding the advantages and disadvantages of implementing a computerized accounting information system. As well as adding references and expanding research objects such as all SKPD in Samosir Regency.
