Abstract

Perlindungan dan hak asasi manusia terhadap masyarakat pesisir dengan aktivitas reklamasi yang terjadi di teluk Benoa sering kali terjebak dalam masalah yang menyebabkan hak asasi manusia untuk hidup dan hak untuk kesejahteraan masyarakat. Perlindungan hukum atas hak-hak masyarakat daerah pesisir di Teluk Benoa adalah kawasan konservasi, baik berdasarkan peraturan presiden Indonesia (Perpres) republik Indonesia, 45 tahun 2011 mengenai Denpasar, Badung, kapitol, dan dbagita (Sarbagita) lokal (Sarbagita) dan berdasarkan peraturan provinsi di Bali yang 16 tahun 2009 sehubungan dengan rencana Regional di provinsi Bali. Menurut peraturan kepresidenan No. 122 dari peraturan presiden tentang reklamasi, reklamasi tidak dapat dilakukan di daerah konservasi dan jalur laut. Jadi, menurut penulis kode nomor 27 tahun 2007 telah efektif sejak adanya peraturan tidak ada. Tersangka. 45 dari 2011 mengenai tata letak daerah kota Sarbagita, di mana area Benoa termasuk di area konservasi, dan peraturan presiden No. 122 di 2012 mengenai reklamasi di daerah pesisir dan pulau-pulau kecil yang melarang reklamasi di daerah konservasi. Akhir istilah sebagai presiden, Susilo Bambang Yudhoyono mengeluarkan peraturan presiden No. 51 tahun 2014, yang mengubah daerah pelestarian Benoa Bay menjadi area pemanfaatan umum. Yang akhirnya menghilangkan peraturan yang menyatakan bahwa Teluk Benoa adalah area konservasi.Kata kunci: perlindungan hukum, regulasi. area konservasi Protection and fulfillment of human rights towards coastal communities with reclamation activities that occur in Benoa Bay are often trapped in a problem that causes the fulfillment of the right to life and the right to the welfare of the community. Legal protection of the community rights of coastal areas in Benoa Bay is a conservation area, both based on the Presidential Regulation (Perpres) of Republic of Indonesia Number 45 of 2011 concerning Denpasar, Badung, Gianyar, and Tabanan Urban Spatial Planning (Sarbagita) and based on Bali Provincial Regulation Number 16 of 2009 concerning the Regional Spatial Plan of Bali Province. According to Article 2 paragraph (3) of Presidential Regulation No. 122 of the Presidential Regulation on Reclamation, reclamation cannot be carried out on conservation areas and sea lanes. So, according to the author Law number 27 of 2007 has been effective only since the existence of the regulation No. Perp. 45 of 2011 concerning the layout of the Sarbagita urban area, where the Benoa area is included in the Conservation area, and Presidential Regulation No. 122 of 2012 concerning Reclamation in Coastal Areas and Small Islands which prohibits reclamation in conservation areas. End of term as President, Susilo Bambang Yudhoyono issued Presidential Regulation No. 51 of 2014, which changed the Benoa Bay conservation area into a public utilization area. Which ultimately eliminated the articles which stated Benoa Bay was a conservation area.Keywords: Legal protection, regulation, Legal protection

Abstract

This study aims to analyze the form of cognitive dissonance experienced by the character Kiran and examine the representation of social myths related to women and morality in the film Tuhan, Izinkan Aku Berdosa directed by Hanung Bramantyo. Employing a qualitative approach grounded in critical paradigm, the analysis is conducted through Roland Barthes' semiotics (denotation, connotation, myth) and Leon Festinger's cognitive dissonance framework, focusing on cinematic signs. The findings reveal Kiran's cognitive dissonance to be highly complex, primarily triggered by betrayal and the profound conflict between her deeply held beliefs and harsh reality. She attempts to reduce this dissonance through a radical cognitive shift, transforming her profession into a deliberate tool for revenge against perceived hypocrisy, even extending to a defiance of God. Nevertheless, her inner discomfort remains notably unresolved. Semiologically, the film powerfully debunks prevailing myths that link female morality to outward appearance or environment, alongside myths of religious hypocrisy and female purity that clash starkly with behavior. Moreover, it actively challenges myths of absolute obedience and divine justice. This research enriches the fields of film semiotics and communication psychology, providing profound insights into individual internal conflict and highlighting cinema's potential as a potent medium for social critique, fostering critical reflection on rigid moral standards and societal hypocrisy.
