Abstract

The implementation of e-government in DKI Jakarta Province has begun since 2001 which then gave rise to the concept of Jakarta Smart City public services. One of the uses of this concept is in regional development planning of DKI Jakarta Province through the e-musrenbang application. The research method used in this study a qualitative approach. Data collection through interviews and reviewing document. Based on the results of the analysis and research conducted, it can be concluded that the implementation of e-musrenbang in the DKI Jakarta Provincial Government, Especially in the Kebon Kacang Kelurahan Office as a whole has been going well (effectively) and has been able to accommodate the aspirations of the community even though there are still shortcomings in the implementation process. In an effort to optimize the implementation of electronic development planning meetings or e-musrenbang at the Provincial Government of DKI Jakarta, the process of input, output and outcome should be considered more and further policies are needed for the Provincial Regulation of DKI Jakarta Province Number 14 of 2011 concerning Planning, Development and Integrated Budgeting, can be in the form of Regulations or Decrees of Governors governing the e-musrenbang system.

Abstract

The use of domestic products is a form of commitment to the government's role in supporting and ensuring national economic independence and stability. By using domestic products, it is expected to be able to restore the role of the national economy. One of the efforts made by the government in increasing domestic products by issuing several regulations, such as Law Number 3 of 2014 concerning Industry which encourages the use of domestic products, even in 2022 the government issued INPRES Number 2 of 2022 concerning Accelerating the Use of Domestic Products. Based on these regulations, it emphasizes that the central government and local governments should increase the use of domestic products. This research was conducted at the Ministry of PANRB by looking at three variables in the implementation of the use of domestic products including policy, organization, and environment. This research uses qualitative methods by conducting in-depth interviews, observations, and by using documents to obtain information and data. Although there are still some employees who think that the quality of domestic products is lower than foreign products. In its application, the head of the organization plays a key role in the use of domestic products.

Abstract

Penelitian ini bertujuan untuk menganalisis faktor-faktor yang menyebabkan belum teroptimalisasinya pengelolaan Barang Milik Negara (BMN) berupa properti umum pada Lembaga Manajemen Aset Negara (LMAN), serta merumuskan strategi peningkatan optimalisasi aset tersebut. Secara khusus, penelitian ini bertujuan: (1) mengidentifikasi dan menganalisis faktor-faktor yang menyebabkan belum terooptimalisasinya BMN berupa Properti Umum, dan (2) merumuskan strategi peningkatan optimalisasi BMN berupa Properti Umum. Penelitian ini menggunakan pendekatan kualitatif dengan analisis dokumen regulasi, laporan keuangan, serta telaah terhadap proses bisnis pengelolaan aset. Analisis data dilakukan secara sistematis merujuk pada model interaktif Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan faktor internal penghambat utama meliputi: (1) ketidaklengkapan legalitas dan dokumen kepemilikan; (2) proses inventarisasi dan verifikasi aset masih terfragmentasi antarunit dan belum didukung single source of truth berbasis digital; serta (3) kapasitas SDM pengelola aset. masalah legalitas dan status aset, kondisi fisik yang belum siap pasar, (4) kondisi fisik sejumlah aset memerlukan perbaikan besar sebelum dapat dimanfaatkan, dan (5). Mengacu pada teori Optimalisasi Siregar (2004) dan strategi Thompson & Strickland (2003), penelitian ini merumuskan strategi peningkatan optimalisasi melalui percepatan penyelesaian legal-administratif, revitalisasi aset tidak siap guna, diversifikasi model pemanfaatan, digitalisasi pemasaran aset, dan penguatan manajemen risiko portofolio. Penelitian ini menyimpulkan bahwa optimalisasi aset properti umum LMAN membutuhkan transformasi tata kelola aset, inovasi model bisnis pemanfaatan, serta penguatan kapabilitas kelembagaan agar mampu memberikan manfaat finansial dan nonfinansial yang berkelanjutan bagi negara.
